Semi-parliamentary government in perspective: concepts,values, and designs

The article responds to four commentaries on the concept of semi-parliamentary government and its application to Australian bicameralism. It highlights four main points: (1) Our preferred typology is not more ‘normative’ than existing approaches, but applies the criterion of ‘direct election’ equally to executive and legislature; (2) While the evolution of semi-parliamentary government had contingent elements, it plausibly also reflects the ‘equilibrium’ nature of certain institutional configurations; (3) The idea that a pure parliamentary system with pure proportional representation has absolute normative priority over ‘instrumentalist’ concerns about cabinet stability, identifiability and responsibility is questionable; and (4) The reforms we discuss may be unlikely to occur in Australia, but deserve consideration by scholars and institutional reformers in other democratic systems.

Parallelism in Biblical Hebrew verse

Abstract

Parallelism is one of the best known features of Biblical Hebrew verse, yet, until recent years, work on this topic was usually content to repeat or elaborate Lowth's analysis. This paper explores the phenomenon of parallelism as a feature of rich potential implicit in all writing and fully activated in literary discourse, especially poetry. After a linguistic analysis using the seminal work of Jakobson on the syntagmatic (chain or sequence axis) and paradigmatic (choice or overshadowing axis) dimensions of text, the insights of a variety of artists are used to identify the dynamics of the device.     

Lincoln and Chiriquí Colonization Revisited

Abstract

This article looks at Abraham Lincoln's pursuit of colonization in the Chiriquí region of Colombia (now Panamá), conventionally known as one of just two places that he seriously considered with respect to his policy of relocating African Americans. Challenging the standard account of the scheme's demise around October 1862 due to vehement Central American protest, this piece questions whether such a development really took the president by surprise. The two weak threads running through the Chiriquí proposal were its scope for diplomatic upset and the embarrassment that might arise from its corrupt proponents’ links to the administration. The author argues that Lincoln was aware of both issues from an early date – even if they each became more complicated than he had initially realized – but that he made persistent attempts to address them. The administration was also more concerned about the ramifications of divisions within Colombia than the widespread isthmian outcry at colonization. Lincoln accordingly tried to place colonization policy on a sounder diplomatic and legislative footing as it became apparent that his contract with a domestic businessman also carried international implications. Yet ultimately, it was the Chiriquí venture's corruption that killed it when the president discovered that it went all the way to the cabinet.     

Political Regulation and the Strategic Production of Space: The European Union as a Post‐Fordist State Spatial Project

This article addresses the spatial differentiation of statehood in the process of European integration, looking at its consequences for the reorganization of political rule. First, we elaborate our theoretical foundations resting in materialist theories of the state. It is argued that hitherto analytical approaches have hardly been able to systematically integrate the societal generation of space. This shortcoming is addressed by drawing on theories of space discussed in radical geography. Second, we trace the spatial transformation of statehood in the EU. Our assertion is that the latter is characterized by the emergence of a multi‐scalar ensemble of state apparatuses. Finally, we discuss the implications of this transformation for the reproduction of domination. We assume that the multi‐scalar form of statehood offers a significant basis for the emergence of authoritarian forms of politics in the EU. At the same time, social conflicts over the political design of the EU are intensifying.
