Despite the prominence of exogenous factors in theories of policy change, the precise mechanisms that link such factors to policy change remain elusive: The effects of exogenous factors on the politics underlying policy change are not sufficiently conceptualized and empirically analyzed. To address this gap, we propose to distinguish between truly exogenous factors and policy outcomes to better understand policy change. Specifically, we combine the Advocacy Coalition Framework with policy feedback theory to conceptualize a complete feedback loop among policy, policy outcomes, and subsequent politics. Aiming at theory-building, we use policy feedback mechanisms to explain why advocacy coalitions change over time. Empirically, we conduct a longitudinal single case study on policy-induced technological change in the German energy subsystem, an extreme case of policy outcomes, from 1983 to 2013. First, using discourse network analysis, we identify four patterns of actor movements, explaining coalition decline and growth. Second, using process tracing, we detect four policy feedback mechanisms explaining these four actor movements. With this inductive mixed-methods approach, we build a conceptual framework in which policy outcomes affect subsequent politics through feedback mechanisms. We develop propositions on how coalition change and feedback mechanisms explain four ideal-typical trajectories of policy change.  相似文献

The practice and profession of evaluation is continually evolving. From its early origin in the Great Society years of the 1960s, through its golden years of the 1970s, its transformation under the fiscal conservatism of the Reagan era in the 1980s, and in its maturation during the performance and results era of the 1990s, the field of evaluation continues to evolve in response to broader trends in society. This article examines recent developments and trends in the practice and profession of evaluation. Structured around the evaluation theory tree, the presentation of these developments elaborates on the three main branches of evaluation: methods, use, and valuing. The concluding discussion briefly addresses the central role of evaluation—and other types of knowledge production—in providing actionable evidence for use in public policy and program decision making.  相似文献

Rather than reflect on the process of an alleged "modernization" of historical scholarship, an intercultural comparison of historiography should take the European origins of academic history as its starting point. The reason, as this article argues, is that in non-European countries the European genealogy of the discipline of history continued to structure interpretations of the past. Both on the level of method, but more importantly on the level of interpretive strategies, "Europe" remained the yardstick for historiographical explanation. This article will use the example of postwar Japanese historiography to show that historians resorted to a European model in order to turn seemingly unconnected events in the Japanese past into a historical narrative. This is not to imply, however, that Japanese historiography passively relied on concepts from Western discourse. On the contrary, Japanese historians appropriated and transformed the elements of this discourse in the specific geopolitical setting of the 1940s and 1950s. This act of appropriation served the political purpose of positioning Japan with respect to Asia and the "West." However, on an epistemological level, the priority of "Europe" persisted; Japanese historiography remained a "derivative discourse." Studies in comparative historiography, therefore, should be attentive to these traces of the European descent of academic history and privilege the transnational history of historiography over meditations on its internal rationalization.  相似文献

Shake-table studies were conducted on a ¼-scale, 2-span bridge model incorporating a newly-developed concept of replaceable plastic hinges and columns that can be easily assembled and disassembled. The plastic hinges incorporate novel materials that mitigate column damage and permanent drift, allowing the bridge to undergo intense seismic shaking and remain operational when most conventional bridges would warrant demolition. Designed to be disassembled, the column components have the potential to be reused, which is intended to help mitigate the environmental impact from material extraction and manufacture. The concept feasibility was demonstrated by assembling, testing, and disassembling the same bridge model twice.  相似文献

Cartographies for “migration management” are part and parcel of controversial border practices far from conventional borderlines. Focusing on the i‐Map, this study renders how the European Union's current practices of remote border control are visualised among migration policy circles and expert security actors through a “mapping migration matrix”. The lines portraying migration flows in recurrent maps generate a shared expert language and a common geographical imaginary reinforcing practices of contention and classification of those assumed to move toward the European Union irregularly. It is argued that illegality is constructed in ways that target border crossing long before any border is crossed, making someone illegal at the very moment and place where s/he might decide to migrate. This paper analyses the cartopolitics and limits of cartographic expertise in the production of a “routes thinking” able to legitimise extra‐territorial interceptions and practices of remote border control.  相似文献

Abstract

This article looks at Abraham Lincoln's pursuit of colonization in the Chiriquí region of Colombia (now Panamá), conventionally known as one of just two places that he seriously considered with respect to his policy of relocating African Americans. Challenging the standard account of the scheme's demise around October 1862 due to vehement Central American protest, this piece questions whether such a development really took the president by surprise. The two weak threads running through the Chiriquí proposal were its scope for diplomatic upset and the embarrassment that might arise from its corrupt proponents’ links to the administration. The author argues that Lincoln was aware of both issues from an early date – even if they each became more complicated than he had initially realized – but that he made persistent attempts to address them. The administration was also more concerned about the ramifications of divisions within Colombia than the widespread isthmian outcry at colonization. Lincoln accordingly tried to place colonization policy on a sounder diplomatic and legislative footing as it became apparent that his contract with a domestic businessman also carried international implications. Yet ultimately, it was the Chiriquí venture's corruption that killed it when the president discovered that it went all the way to the cabinet.  相似文献
