How are lobbying agendas formed? While individual interest matters, a social process may also affect why lobbyists choose legislation on which to lobby. In a crowded environment, looking at what credible others do may help lobbyists lower their search and information costs with regard to an issue. Using longitudinal network data on lobbyists' legislative choices, I analyze the choices of organizations using an actor‐based dynamic model of network change that conditions agenda changes on the choices made by other organizations. The results suggest both a “bandwagon” process in which organizations converge on “popular” bills and an influence process in which lobbying organizations influence each other when their lobbying agendas overlap. In support of the quantitative findings, interviews with lobbyists show that the policy domain is a social community that consists of ongoing relationships, trust, and information sharing. 相似文献

Geoarchaeological analyses, including soil micromorphology and chemistry, were used to characterize the deposition history of a fourteenth-century Pueblo ceremonial structure (or kiva) at Fourmile Ruin, east-central Arizona. These subterranean structures were often ritually “closed” by Pueblo societies through the burning of roofs and the deposition of special objects. These conspicuous markers are absent in the Fourmile Ruin kiva, but the composition of constituent materials and sedimentation processes nonetheless signal complex, highly-orchestrated closure activities. The study demonstrates the efficacy of geoarchaeological analyses of stratified deposits for modeling the subtle behaviors associated with the ritual closure and abandonment of sacred places. 相似文献

Groups living on Cedar Mesa, SE Utah in the late Basketmaker II period (Grand Gulch phase, AD 200–400) were heavily maize-dependent, but lacked beans as a supplemental plant protein, and pottery vessels for cooking. Common occurrence of limestone fragments in their household middens suggests 1) limestone may have been used as the heating element for stone-boiling maize and 2) this practice might have made some maize proteins more available for human nutrition. Experiments examined these possibilities; results indicate that stone-boiling with Cedar Mesa limestone creates an alkaline cooking environment suitable for nixtamalization of maize kernels, and that maize cooked in this fashion shows significant increases in availability of lysine, tryptophan, and methionine. Archaeological limestone fragments from a Grand Gulch phase site show amounts of fragmentation and changes in density consistent with repeated heating. While not conclusive, these data indicate that further research (e.g., examination of archaeological limestone fragments for maize starch grains or phytoliths) is warranted. This paper explores the relationship between active citizenship at a local level and the workings of local government, focusing on urban planning processes in the Greater Dublin Area, Ireland. The paper argues that to fully understand the role of community actors within urban planning, there is a need to look beyond the institutions of planning and formal avenues of decision-making to examine the overlapping, disorganized and informal practices that are increasingly mobilized to influence planning outcomes. We argue that a key motivation for community action within our case study areas relates to the perceived failure in traditional representative democracy in managing rapid urban growth and addressing quality of life concerns of local residents. Rather than collaborate with the state in organized planning arenas, community actors play a key role in informal politics both outside and against the state, leading to tensions between state efforts to promote active citizenship and the resultant community action. 相似文献

The literature on the management of policy networks has expanded greatly in the past decade. In spite of this attention, no consensus has emerged on how to measure collaboration or even what constitutes collaboration. This article uses data from a postdisaster survey to compare some existing approaches to measuring collaboration. We analyze various survey‐based measures ranging from respondent‐defined collaboration to activity‐based or contact‐based measures. We recommend that scholars consider opportunity costs as a key component in differentiating between significant collaboration and basic coordination (or “parallel play”).
