Sweeping changes in national policy aim to radically transform public housing in the United States. The goal is to reduce social isolation and increase opportunities for low income tenants by demolishing ‘worst case’ housing, most of which is modern, high‐rise buildings with high vacancy and crime rates, and replacing it with ‘mixed‐income’ developments and tenant based assistance to disperse current public housing families. Transformation relies on the national government devolving more decision‐making power to local government and public housing authorities. The assumption here is that decentralizing the responsibility for public housing will yield more effective results and be more efficient. This paper explores the problematic nature of decentralization as it has been conceptualized in policy discourse, focusing on the underlying assumptions about the benefits of increasing local control in the implementation of national policy. As this paper describes, this conceived space of local control does not take into account the spatial features that have historically shaped where and how low income families live in the US, including racism and classism and a general aversion by the market to produce affordable rental units and mixed‐income developments. As a result, this conceived space of local control places the burden on low income residents to make transformation a success. To make this case, Wittgenstein's (1958) post‐structural view of language is combined with Lefebvre's view of space to provide a framework in which to examine US housing policy discourse as a ‘space producing’ activity. The Chicago Housing Authority's Plan for Transformation is used to illustrate how local efforts to transform public housing reproduce a functional space for local control that is incapable of generating many of the proposed benefits of decentralization for public housing tenants.  相似文献

Abstract

Urban agglomeration economies make cities central to theories of modern economic growth. There is historical evidence for the presence of Smithian growth and agglomeration effects in English towns c.1450-1670, but seminal assessments deny the presence of agglomeration effects and productivity gains to Early Modern English towns. This study evaluates the presence of increasing returns to scale (IRS) in aggregate urban economic outputs—the empirical signature of feedbacks between Smithian growth and agglomeration effects—among the towns of 16th century England. To do so, we test a model from settlement scaling theory against the 1524/5 Lay Subsidy returns. Analysis of these data indicates that Tudor towns exhibited IRS—a finding that is robust to alternative interpretations of the data. IRS holds even for the smallest towns in our sample, suggesting the absence of town size thresholds for the emergence of agglomeration effects. Spatial patterning of scaling residuals further suggests regional demand-side interactions with Smithian-agglomeration feedbacks. These findings suggest the presence of agglomeration effects and Smithian growth in pre-industrial English towns. This begs us to reconsider the economic performance of Early Modern English towns, and suggests that the qualitative economic dynamics of contemporary cities may be applicable to premodern settlements in general.  相似文献

As human milk is exceptionally low in strontium-calcium (SrCa) ratios, but solid foods are relatively high, it should be possible to examine the pattern of dietary supplementation and the age of weaning in prehistoric groups by reference to the SrCa ratios of juvenile skeletons. The data are presented that support this rationale, along with an investigation of the Sr/Ca values of juvenile and adult skeletons from a medieval Arab graveyard. The SrCa data from these skeletons are shown to coincide with the age-curves expected in theory, suggesting that new palaeodemographic information is indeed obtainable from SrCa studies. However, until further research is conducted, the technique provides a functional estimate of weaning patterns that is only suitable for comparative purposes. Additional research should clarify the relationship of functional to actual estimates of dietary supplementation and weaning.  相似文献
