Solving conflictual environmental policy problems is increasingly falling under the purview of local governments and public agencies. Nonregulatory approaches, such as the development of voluntary environmental programs (VEPs), could offer a useful policy alternative as they often have greater political traction and flexibility. However, there has been little work examining the use of VEPs in the public sector. This article uses a new dataset from California to examine how political institutions affect decisions by local governments and public agencies to participate in a voluntary urban water conservation program and whether this program has improved the water conservation performance of its members. The results show that special district governments, private utilities, and water suppliers dependent on purchased water are more likely to participate in the program and to join early. However, urban water agencies that have joined the program have not reduced their per capita water use more than those that have not. These results underscore the influence of political institutions in public‐sector decision making and demonstrate that, as in the private sector, commitment to a VEP by local government and public agencies does not guarantee implementation or environmental improvements. While voluntary programs offer political and administrative advantages, in order for VEPs in the public sector to be effective they must be accompanied and supported by credible enforcement mechanisms, performance standards, and rigorous monitoring programs.  相似文献

The incentives for large-scale hydropower development in Sweden are usually explained in terms of the early 20th-century belief in progress and the need for energy to fuel industrialization and modernization. For reindeer husbandry, the consequences and cumulative effects of this large-scale landscape conversion, and the societal changes it entailed are still largely a story to be told as impacts and effects constantly evolve in the socio-ecological system of the reindeer grazing lands. A theoretical attenuation model of earthquake-induced ground motion is presented and discussed. This model is related directly to physical quantities such as source and wave motion parameters. An attenuation formula for rms acceleration of ground motion is derived and verified using acceleration data from moderate-sized earthquakes recorded in Iceland from 1986 to 1997. The source parameters and the crustal attenuation are computed uniformly for the applied earthquake data. Furthermore, attenuation formulas for peak ground acceleration are put forward.  相似文献

Crime is often gendered. This article argues that the crime of bigamy was a male crime in the fifteenth‐ and sixteenth‐century Catholic world. Courts prosecuted male bigamists far more often and more harshly than female offenders. However, drawing in particular on records from the fifteenth‐century bishop's court of Troyes, I argue that women also committed bigamy. Judicial and social gender biases identified only male bigamy as fully criminal behaviour.
The reasons for this gender difference lie in the different roles of spouses as prescribed in Christian law, theology and culture. For a man to commit bigamy fundamentally violated his responsibilities as a husband. Female bigamy, by contrast, was to an extent tolerated as a lesser evil. Better a woman have two living husbands, one present and one absent, than no husband at all.  相似文献

The article deals with the economic relations of the socialist bloc with less-developed countries in the 1960s and 1970s. It focuses on the economic policies envisaged by technocrats and policy-makers in the Comecon's Commission for technical assistance. It argues that the original formula based on autarky, whereby socialist aid aimed at building a clear alternative to the West and less-developed countries were advised to introduce Soviet-style planning, nationalisation and industrialisation, was progressively abandoned during détente. Doubts on the appropriateness of the Soviet model emerged, especially in Eastern European governments. Trade became increasingly crucial and the strategy of promoting an international division of labour based on mutual advantage turned into an obsession with importing strategic raw materials. In the mid-1970s, despite the official socialist view, the East pursued ‘realist’ policies that made sense in terms of economics rather than ideology. The myth of socialist modernity as a variant of industrial modernity had definitely collapsed, and socialist countries' participation in the Western-dominated world economy became a necessity. Eventually, the developing world became the place where a joint East–West co-operation could take place, often in the framework of the so-called trilateral co-operation, where Western Europe had a special role.  相似文献

Neutron Activation Analysis (NAA) has been carried out in order to determine the provenance of a selected set of 30 sherds of Mycenaean style excavated at Tarsus‐Gözlükule. The provenance could be established or made feasible in 80% of the samples. The results confirm the current status of research, namely that in the LH IIIC phase trade patterns changed and Mycenaean wares, which used to be exported to the Near East, were now produced locally. At Tarsus, the LH IIIC imports came from Cyprus and the eastern Aegean.  相似文献

Following international trends, Turkey has recently introduced decentralisation reforms to its highly centralised public administration system. These reforms have also applied to the cultural heritage sector, where innovative laws since 2004 have allowed local administrations and private actors to play new entrepreneurial roles. The Gaziantep Metropolitan Municipality has been a pioneer in this process, promoting policies that promote cultural tourism as an engine of economic growth. Under its leadership, hundreds of historic buildings have been restored, nine new museums and heritage sites opened, and museum visitors increased tenfold. These positive results make Gaziantep an interesting case of successful decentralisation in heritage management. Despite these successes, however, the disconnection between rhetoric and results, and the fragmentation and ambiguity of responsibilities emerging from the decentralisation process raises serious questions about its sustainability and replicability.  相似文献

This article looks at how the film consultant directing the subsidy scheme New Danish Screen carries out this job. The aim of the article is to provide an understanding of the function of an organizational representative who succeeds in generating the making of innovative cultural products. The article illustrates how the job of the film consultant does not only imply choosing between different products but also entails involvement in the making of these products. As a result of this, the article argues that to understand the job of the organizational representative the term gatekeeper should be connected to the concept cultural intermediary which highlights involvement in the production process.  相似文献
