Political Power and Policy Design: Why Are Policy Alternatives Constrained?

Little research examines the stage of the policy process during which policy alternatives are formulated. Using quantitative and qualitative data from Swedish local politics, we address this deficiency by analyzing the process by which the number of specific policy alternatives is reduced. The findings suggest that, in approximately 20 percent of issues, more than one alternative will reach all politicians making the binding decisions. Most local politicians, in both the majority and opposition factions, think that they lack sufficient information on alternative policy designs. We also find a “political bias,” that is, alternatives are discarded at an early stage because they are deemed not politically feasible. Politicians outside the inner circles, especially those with higher education, would like to see more policy alternatives to discuss and from which they can make choices.     

French-Caribbean Refugees and Slavery in German Protestant Maryland

The late eighteenth century saw the immigration of thousands of French refugees from France and its Caribbean colonies to the United States. An examination of one family of these refugees, Jean Payen de Boisneuf and his relatives the Vincendières, reveals that the values that the refugees imported, such as plantation slavery and Catholicism, could be antagonistic to social norms in the regions they chose to settle.     

Introduction: Disability Policy as an Emerging Field of Mainstream Public Policy Research and Pedagogy

The purpose of this two-part symposium of the Policy Studies Journal is to broaden theconcept of disability policy from one that has relevance onlyforpeople interested in that substantive area to that of a major field of social policy having ramifications for the study and teaching of public policy broadly construed. The goal is for experiences in disability policy to be regarded in the same way that experiences in Other substantive areas, such as environmental policy, other social services, and civil rights, illustrate broader themes in areas such as public management, policy analysis, or ethics.     

Youth and Decolonial Politics in a Relational Context

The lives of children and young people are conditioned in important ways by the imperial and colonial intimacies that have shaped our world. Yet, we know relatively little about how they encounter and comprehend the histories, legacies, and continuities of colonisation and racial capitalism, nor how this comes to shape their political orientations and practices. This article introduces a series of five papers that examine the everyday practices, reflections, and desires of young people in different parts of the world as they seek to understand where they fit in imperial constellations that cross generations, borders, and oceans.     

Remembering the “Queen City of the West”: The Untapped Archaeological Resources of Indianola, Texas

Though its life was quite brief (1844–1886), the now-forgotten Gulf Coast port of Indianola, Texas, played a pivotal role in the settlement of the Southwest. This flourishing metropolis was ravaged by an 1875 hurricane, then completely destroyed by an even fiercer storm in 1886. Initial investigations have revealed vestiges of the wharves, a substantial debris field, and two important shipwrecks, proving the site's tremendous archaeological potential. Because of its unique place in Texas and U.S. maritime history, the former Queen City of the West merits further study.
