Inclusiveness and coherency in the history of the neurosciences

The International Society for the History of the Neurosciences (ISHN) defines "neurosciences" broadly, and we want to encourage the widest possible range of scholarly approaches to our subject. However, this deliberate inclusiveness could potentially cause problems with internal coherency in our organization and in the scholarship that we are trying to create. In other words, we need to avoid the pitfalls of the internalist-externalist tension without losing the benefits of both perspectives. In fact, I think that there is a large and interesting "gray zone," where the boundary between these supposedly separate approaches is both artificial and porous. This should be one of the most rewarding intellectual domains for the study of neuroscience history, because our subject is always culturally loaded by the mind/body problem and by the assumptions that it entails. Of course, neuroscience history is also influenced by all of the other cultural and scientific aspects of the milieus in which it is conducted. Understanding neuroscience history in all of its multiple historical contexts will require the participation of a wide range of scholarly viewpoints. To keep ourselves coherent in the process, we will have to educate each other.     

Water,Rules and Gender: Water Rights in an Indigenous Irrigation System,Marakwet, Kenya

The management of indigenous irrigation systems has received increasing attention both from social science researchers and from those development agents who seek to change them, or to find in them a model for organizing newly developed irrigation schemes. This article discusses how water is allocated within one such irrigation system, the hill furrow irrigation of the Marakwet escarpment in Kenya. It describes the ‘formal rules’ of water rights, giving particular attention to the issue of gender with respect to water rights. It then discusses the ‘working rules’ relevant to water allocation, involving various informal practices of sharing, buying and stealing. The implications of this complexity for understanding the operation of indigenous farmer-managed irrigation systems are examined.

Health in Papua New Guinea: a Decline in Development

Papua New Guinea has experienced the start of an epidemiological transition in health status from infectious towards non-communicable diseases, though the latter were absent until the post-war years. This transition is particularly marked in urban and coastal areas, where life expectancies are higher and mortality rates lower. Tropical diseases remain significant, malaria has worsened and new mobility has increased the severity of epidemics of influenza and measles. Indigenous medical systems have increasingly given way to modern medical systems, though disease aetiology is usually perceived through traditional cognitive models. Modern medical systems were mainly developed in the 1960s and 1970s, on either side of independence, but despite an official focus on primary health care, have had much reduced effectiveness since the 1980s. Rural health centres have been poorly maintained and serviced, and health workers have limited skills and access to resources. The health budget has been increasingly concentrated in urban areas, though the bulk of the population and of the health problems are in rural areas, resulting in a worsening ‘inverse care law’, that is particularly significant for women. Overall health status has declined in the past decade despite overseas advocacy of new policies and the prospects for improvement are poor.

A Dynamic Location-Allocation Model for Evaluating the Spatial Impacts for Just-in-Time Planning

This paper presents an interperiod network storage location-allocation (INSLA) model to solve the just-in-time production planning problem. The model is extended to a multiobjective problem in which trade-offs between delivery time and transportation costs are analyzed. The results for a hypothetical problem show that in an attempt to reduce inventories on the part of the primary purchaser of raw materials, the possibility exists for less than optimal behavior in the system.
