Famously derided as the ultimate ‘anti-politics machine’, international development has increasingly sought to integrate a stronger political perspective within its ambit. This includes devising new forms of political analysis to inform development interventions and efforts to support forms of politics that are deemed to be ‘pro-poor’. However, this engagement with pro-poor politics remains limited and the agenda of advanced liberalism that international development agencies remain embedded within tends to draw its understandings of politics from ideology rather than evidence. Case-study analysis of the politics associated with successful social protection interventions in eight countries suggests that the political modes preferred within advanced liberalism – including civil society representation, inclusive policy spaces, and securing ownership – have been much less important in securing poverty reduction than more deeply political institutions and processes, particularly efforts from within political society to re-embed capitalism and extend social contracts to previously marginal groups. Deeper forms of political, political economy and political geography analyses are required to capture the politics of reaching the poorest groups, which needs to be understood in terms of processes of capitalist and political development that have important spatial dimensions, and which can be conceptualised in terms of extending the ‘social contract’ between states and citizens. 相似文献
John Hewitt (1907–1987), the Northern Irish poet from Belfast, is most famous for advocating the Regionalist project he helped start in the 1930's. Regionalism demanded something more than kinship: an allegiance to the smaller unit of land within a nation. In his poetry, Hewitt's pursuit of this ideal necessitated a concern with sectarian issues and the religious and cultural impasses that attended them. Consequently, he often examines his own complicity in the unhealthy relations between divided neighbors, and this opens the door to a couple of criticisms that have commonly been directed at Hewitt: that his negotiations with place are outdated and that his craft and imagination were superseded by a self-conscious attention to denominational questions. To a large degree this essay means to explore how Hewitt manages to overcome such difficulties in his best work, especially The Bloody Brae and ‘The Colony’. In these and other poems, he imagines an alternative time and place; such settings allow the poet to dramatize philosophical and meta-ethical questions without being explicitly hortative. The worlds of these poems exist independently, untainted by contemporary fact, yet they often allude to the predicaments of his homeland. This technique of using a double focus inspires reflection on questions current in Hewitt's lifetime, at the same time as it shifts responsibility for answers from poet to reader. This paper explores the relationship between the ‘Church’ and the ‘State’ in the Visigothic kingdom of sixth- and seventh-century Spain. The authors examine the copious legal material from this period – both church council records and royal legislation – to see what it reveals about the significant degree of interpenetration of the two spheres. For example, the royal laws gave bishops an important role in the supervision of judges, while a church council could not be called without the permission of the king, who often attended along with his officials and set the agenda for the meetings. There has been significant debate on this issue over the past two centuries, and the authors' analysis will be situated accordingly. The extent to which the Visigothic evidence emerges out of late Roman practices and precedents or is independent of it will also be addressed. 相似文献
This article situates the Pearl River delta market town of Jiujiang within a system of market towns and cities along the West River and its tributaries in southern China. Exploring the history of this town as an emigrant community, this article follows the upstream movement of officials, civil service examinees, merchants, and permanent settlers along the West River basin between the sixteenth century and the nineteenth century. The trajectory of migration from this market town was shaped by the geographical factors of the West River system. At the same time, migration, which was related both to strategies that Jiujiang families embraced for socioeconomic advancement and to policies that the Ming and Qing states adopted for controlling the southwestern frontier, played an important role in the historical construction of a unified region linked by economic ties and personal networks. 相似文献
While lithic objects can potentially inform us about past adaptations and behaviors, it is important to develop a comprehensive understanding of all of the various processes that influence what we recover from the archaeological record. We argue here that many assumptions used by archaeologists to derive behavioral inferences through the definition, conceptualization, and interpretation of both individual stone artifact forms and groups of artifacts identified as assemblages do not fit squarely with what we have learned from both ethnographic sources and analyses of archaeological materials. We discuss this in terms of two fallacies. The first is the fallacy of the “desired end product” in stone artifact manufacture, which also includes our ability to recognize such end products. The second fallacy has to do with the notions that lithic assemblages represent simple accumulations of contemporary behaviors and the degree to which the composition of the depositional units we study reliably match the kinds of activities that took place. Although it is beyond the scope of this paper to offer a comprehensive set of new methodologies and theoretical perspectives to solve these problems, our goal here is to stress the importance of rethinking some of our most basic assumptions regarding the nature of lithic objects and how they become part of the archaeological record. Palynological analysis was carried out on Middle to Upper Triassic strata from Tulong, Nyalam County, southern Xizang (Tibet), China. Well-preserved miospore (pollen and spore) assemblages and sparse acritarch occurrences were identified. We recognized four formal and one informal biozones based on stratigraphically important taxa and compositional changes through the succession, in ascending order: the Triplexisporites Interval Zone (Anisian), the Staurosaccites quadrifidus Taxon-range Zone (upper Anisian to lower Norian), the Striatella Interval Zone (lower Norian), the Craterisporites rotundus Taxon-range Zone (middle to upper Norian) and the informal ‘Dictyophyllidites harrisii zone’ (Rhaetian). The zonation was supported by marine fossils (e.g., ammonoids and conodonts), and compositional similarity between the zones was examined using non-metric multidimensional scaling (NMDS). Correlation with other representative palynological sequences across Gondwana was also conducted. The presence of miospore taxa not previously recovered from the Late Triassic North and South China palynofloral provinces (e.g., Ashmoripollis reducta, Craterisporites rotundus, Enzonalasporites vigens, Minutosaccus crenulatus, Samaropollenites speciosus and Staurosaccites quadrifidus) calls for a new province in southwestern China, i.e., the Southern Xizang Province. It is proposed here that the modern expression of the northern boundary runs along the Yarlung Zangbo Suture, the remnant of the Tethys that separated the Indian Plate (southern Xizang) and the Lhasa Block during the Late Triassic. This new palynofloral province comprises typical elements of the Onslow Microflora, indicating the need for an extension of this microflora in southern Xizang, China.
