Since the warring parties to South Sudan's civil war (2013–15) signed a peace agreement in August 2015, South Sudan has endured a series of setbacks and clashes that have threatened the fragile peace process. This article examines many key factors affecting the peace process, including rampant corruption, military factionalism, gross human rights abuses and ineffective foreign intervention/pressure. It shows that the past and present failure to structure accountability at the institutional level drives the instability and distrust that has limited the political dialogue and consensus needed to implement the peace deal. To frame this issue of accountability, the article distinguishes between core (essential) and peripheral (self‐serving) objectives of promoting accountability. In doing so, it seeks to devise and apply the logic of this dynamic of accountability and to explain the unexpected outcomes of South Sudan's conflict. It argues that, rather than transforming the conditions and hostile relations of South Sudan's situation, international demands for accountability continue to fuel the volatile tensions between international authorities and the various factions inside the Sudan People's Liberation Movement/Army (SPLM/A). The central conclusion the article draws is that instead of signifying the official beginning of the end of the conflict, the peace agreement has wedged itself between the core and peripheral objectives of accountability, thereby setting the stage for further stalemate and increasing distrust among domestic and international authorities.  相似文献

This paper re‐examines the characteristics and assumptions of current remoteness/accessibility classifications in Australia and proposes a simple and easily understandable alternative measure for remoteness. In this study, remoteness is redefined simply as the average distance between two nearest people within an appropriate spatial unit where population distribution is assumed to be homogenous. By definition, the most straightforward remoteness and incapacity index (RII) would be remoteness times a measure of the incapacity for social and commercial interaction, where remoteness is gauged by the square root of the area divided by the population, and incapacity is measured by the reciprocal of population. Australian Bureau of Statistics Statistical Local Area (SLA) level population data and digital boundaries have been utilised for assessment of this index. The utility of the RII is demonstrated with two examples of activity measures for general practitioner services and businesses. At the State/Territory level, RIIs are negatively related to both general practitioner services per person (Pearson correlation coefficient r=?0.873), and the number of businesses per person (r=?0.546). The correlation can be further enhanced by normalising the distributions of the remoteness scores with a simple logarithmic function. The strong correlations confirm that remoteness has a substantial inverse impact on daily activities. Greater distance means longer time and higher costs for travelling, diseconomy of scale, and higher personnel costs. The RII provides an alternative measure of remoteness that is both intuitive and statistically straightforward and, at an SLA level, closely coincides with the commonly used but complex Accessibility/Remoteness Index of Australia Plus (ARIA+). Significantly, the RII is free of the service specific and policy sensitive adjustments justified by accessibility that have been introduced into existing measures.  相似文献

The Res Gestae Saxonicae, Widukind of Corvey's chronicle of the rise of the Ottonian kings, waxes lyrical about Otto I's coronation as king at Aachen in 936 but passes in silence over his coronation as emperor at Rome in 962. This causes difficulties of interpretation, because the text is generally considered to constitute a unified narrative up to the end of its shortest surviving recension, dated to 967 or 968; scholars have previously dealt with these difficulties by claiming that Widukind's work was a ‘subtle polemic’ against the role of the pope in the making of an emperor. This article suggests instead that only the sections documenting events up to c.961 constitute a unified text, subsequent chapters being no more than hastily compiled addenda. Widukind's notorious omission of the imperial coronation was thus an accidental feature of the text, not the cornerstone of an ideological claim about the emperor's direct connection to God. His portrayal of the Aachen coronation establishes Otto's multiple claims to be the rightful king without differentiating qualitatively between them.  相似文献

Summary. Part I discusses the problem of the introduction of the claw chisel in stone masonry and sculpture. This tool was thought to have been invented in 6th-century Greece for the needs of marble carving. The detection of its traces on a tomb of 7th-century Egypt in soft limestone, however, now suggests not only that the Greeks borrowed it from the Egyptians but also that it was not originally a marbleworker's tool. Part II deals with both the tomb and career of an Egyptian official designated Nespeqashuty D in order to place into a chronological framework one of the earliest securely dated attestations for the use of the claw chisel in Egyptian art. Both parts are intended to place the impact of Egypt on Greece into sharper focus.  相似文献
