Chancellor Gordon Brown has declared that 2005 will be a milestone in the United Kingdom's campaign to meet the UN Millennium Goals. Owing to Britain's chairmanship of both the G8 and the European Union in 2005, Brown believes that an opportunity to raise the continent's star in global politics presents itself. This comes after the launch in 2004 of the Blair Commission for Africa and a recent spate of high profile interventions by assorted politicians and famous musicians. It also follows a trend begun at the G8 meetings where Africa is placed on the G8 agenda. Such an interest in the continent is to be welcomed. Yet this article contends that Gordon Brown's assumptions regarding Africa's troubles, and the ingredients found within his proposals, are mistaken and need rethinking. The article argues that Brown's approach to Africa's problems is based on incomplete information or a misreading of the situation, and by default may serve to prolong Africa's crises rather than alleviate them. 相似文献

This article takes the state of health in the world today as the starting point for a backward look at the trajectory that has led to our current position and speculation about prospects for improved global health in the future. Our model of social development and its dominant value system, which has promoted scientific progress but has also brought about great social, economic and health instability, is interrogated. This leads to questions such as what it means to be healthy and what the practice of medicine is about. Three potential scenarios for global health in the future are outlined. It is suggested that deep introspection about our current value system is required to achieve a paradigm shift that could reverse current trends and lead both to improvements in health globally and to less human insecurity. The authors conclude that while we have the material resources to achieve ambitious goals we may lack the moral and political will to do so. An expanded discourse on ethics and human rights—as well as on the limits of what is politically possible— may provide the impetus to drive change towards an improved global economic system and better health globally. 相似文献

ABSTRACT. This article focuses on the plight of the Jews in Turkey during the Second World War, with the intention of analysing specific historical events through the lenses of leading theories of nationalism. First we review recent developments in historiography that contribute the framework for understanding both the hermeneutical possibilities and limitations when addressing historical texts. Then we employ three theories of nationalism – the ethno‐symbolist, instrumentalist and social constructivist – as a means of analysing and interpreting the historical events of the Jewish predicament vis‐à‐vis the Republic of Turkey. We conclude by suggesting what impact our findings may have on the narratives from this time period, and the way in which we can understand narratives today. 相似文献

India's rise in Africa has been largely overlooked, despite the important implications of the growing presence of Indian corporations and a rise in New Delhi's political ties with the continent. Not only are Indian actors providing much‐needed investment and capital, but Indo‐African connections represent a further important diversification of Africa's international relations, something which reflects a major development for the continent. Indian activity in Africa may be said to constitute a middle ground between China's profit‐maximizing and largely statist approach and the much‐resented intrusive conditionalities associated with western policies. It is evident that India's growing activity in Africa has the potential to help African companies become more efficient by exposing them to competition, new advances in technology and modern labour skills. African governments could potentially use the opportunity of an increased Indian corporate presence in Africa as sources of appropriate technology, skills and advice for economic development. However, if not handled correctly, any goodwill that India possesses in Africa will quickly be squandered and/or India will become just another actor in Africa. It is up to Africans to negotiate with Indian actors to ensure that the benefits accrued from Indo‐African ties are evenly shared and that Indian interest in the continent, alongside that of others, may help to serve as a catalyst for economic revitalization. The key issue is how African leaders can seek to leverage newfound Indian investment and interest in Africa so that Africa's place in global trade networks becomes more proactive and beneficial to the continent's citizens. 相似文献

Globally, sea‐level rise is expected to impact on many coastal regions and settlements. While mitigation of global greenhouse gas emissions remains an important task, adaptation is now seen as a critical component of the policy equation. Local government is a key player in adaptation planning and managing risk through their mandated role in land use planning and development control. Yet, managing the predicted impacts of climate change is proving to be a complex and difficult task for planners and policy makers. This paper reports on a case of local government deliberation on possible planning responses to address future sea‐level rise impacts in New South Wales, Australia. Using structured, expert opinion of planners and other technical experts engaged in a collaborative network in the Sydney region, we explore the feasibility of implementing planning and policy measures at the local and regional scales to respond to inundation risk as a result of sea‐level rise and storm surge events. Our research shows how local governments employ specific scale‐oriented strategies to engage private and public actors at different scales to manage legal, financial, and technical risks in coastal adaptation. 相似文献

Recent survey (AES and ISSP) data and public opinion polls show an interesting dynamic at work in public opinion on environmental issues in Australia. Environmental concerns lose urgency, detach themselves from environmental groups, their established issue-carriers, and further bifurcate into distinct 'green' and 'brown' issue clusters. These shifts in patterns of concern accompany changes in forms of public expression and in the diffusion of concerns. However, public concerns about the environment in Australia do not simply wane, but become 'routinised', that is, increasingly differentiated, independent of green groups, and linked with conventional institutional issue carriers. 相似文献

Foreign direct investment (fdi) research on Canada has historically been centred on incoming rather than outgoing controlling capital. Yet the activities of Canada-based multinational enterprises (mne) have fostered an impressive outflow of direct investment abroad. To appreciate the importance of Canada's mne, one must understand the spatial and functional characteristics of Canadian parent companies and their foreign direct investments. To realize this goal, a sample of more than 17 000 examples of Canadian fdi (at various points in time) has been retrieved and analyzed. Spatially, the favourite target of Canadian outward fdi has been the United States and then the United Kingdom, but significant agglomerations of Canadian controlling capital can be found in many parts of the world (particularly in Western Europe, the Caribbean region, Australia, and Brazil, and in various Asian destinations). The locations of Canadian parent companies have been heavily biased toward the largest metropolitan cities. Additionally, multinational enterprises headquartered in Toronto and Montreal control (by far) the most foreign subsidiaries. In general, manufacturing, financial, and mining activities have constituted the most important endeavours of Canadian multinationals abroad. This pattern of functional emphasis, however, does vary with each specific location. Through a stepwise regression procedure, it was determined that market, trade (with Canada), labour, and crime conditions were critical place-specific criteria that affected the spatial decisions of Canadian direct investors. Pourtant, les activés d'entreprises multinationales basées au Canada ont engendré“un flot impressionnant d'investissements directs à l’étranger. Pour appécier l'importance des entreprises multinationales du Canada, on doit comprendre les caractéristiques géographiques et fonctionnelles des compagnies mères canadiennes, et leurs investissements directs à l'étranger. Pour atteindre cet objectif, un échantillon de plus de 17 000 exemples de ide canadiens (à différents moments) a été choisi et analysé. Géographiquement, la cible favorite des ide canadiens vers l'extérieur a été les États-Unis, puis le Royaume-Uni, mais on retrouve d'importantes concentrations de capital de contrôle canadien en plusieurs autres parties du monde (surtout en Europe occidentale, dans la région des Caraïbes, en Australie, au Brésil etdans diverses destinations asiatiques). Pour le choix de la localisation de leurs sièges sociaux, les compagnies mères canadiennes ont nettement favorisé les plus grandes métropoles. De plus, ce sont les entreprises multinationales dont les sièges sociaux sont à Toronto et à Montréal qui gèrent la plupart (et de loin) des filiates étrangères. En général, les activités manufacturieres, financieres et minieres ont const'itue“la plus importante part des projets des multinationales canadiennes à l‘étranger. Cette tendance varie cependant selon les endroits. Par un modèle de régression, il a étéétabli que les conditions de marché, de commerce (avec le Canada), de travail et de criminalitéétaient des critères décisifs qui affectaient les choix géographiques des investisseurs canadiens.
