This paper identifies external factors affecting the capacity of Australia's now‐formalised 56 regional natural resource management (NRM) bodies and their community‐based Boards to meet planning and management responsibilities. It demonstrates that little is known about the basic capacity‐related characteristics of NRM regions, despite the lengthy and elaborate process of regionalism that Australia has embarked upon, with its associated and substantial devolution of responsibilities and resources. A suite of indicators is used to develop an ‘exploratory’ capacity typology of NRM regions. The ten regional ‘types’ identified are found to attract varying budget allocations under the Natural Heritage Trust Extension and National Action Plan for Salinity and Water Quality. There are indications that State and regional interests within and outside NRM can significantly influence the distribution of resources. An examination of resources allocated to capacity‐building activities shows significant differences between regions in the scale of resources allocated (0–96% of total budget). The paper argues the case for intervention to reduce the gap between ‘have’ and ‘have not’ regions, and for further exploration of disparities in the allocation of resources to capacity‐building activities. Clarification is needed of the extent to which capacity‐building activities adequately target regional NRM bodies and their Boards.  相似文献

The two books under review, The tradition of non-use of nuclear weapons , by T. V. Paul and Deterrence: from Cold War to long war. Lessons from six decades of RAND research , by Austin Long, highlight the continued interest in the theory and practice of nuclear deterrence. Long traces the RAND Corporation's research on the subject, exploring the role that nuclear deterrence has played as a strategy of the Cold War. The author goes on to argue for the relevance of nuclear deterrence to the future strategic environment, considering threats from peer-competitors to non-state actors. By contrast Paul considers the rise and persistence of a tradition, or informal social norm, of non-use which has encouraged self-deterrence. Employing a series of examples, Paul argues that this tradition best explains why, since 1945, nuclear states have not used nuclear weapons against non-nuclear opponents. Taken together, these books encourage further consideration of the relationship between nuclear deterrence and the tradition of non-use. Indeed, it is difficult to see how the two practices can successfully coexist if non-nuclear states have, as Paul suggests, already begun to exploit the existence of a tradition of non-use. Such deterrence failures, real or perceived, have profound implications for relationships between nuclear and non-nuclear states.  相似文献

Shortages of family physicians, specialists and other personnel working within the realm of conventional medicine (CM) concern citizens in many regions and municipalities in Canada. Complementary and alternative medicine (CAM) approaches (such as chiropractic, holistic, homeopathic, naturopathic, massage and acupuncture) are increasingly used in conjunction with, or in some cases as replacements for, conventional medicine. Thus, to get an idea of 'total' health care supply in a jurisdiction and to draw comparisons between locations, it is useful to understand the spatial tendencies of both CM and CAM offices. With the use of a sample that contains the location, employment and sales of 4,955 CAM and 8,709 CM offices, this study details the spatial patterns of health care supply in the Canadian province of Ontario. The analysis comprises three main parts. First, the geographic tendencies of CAM and CM office activity are revealed in per capita terms and while regional differences are detectable, the main contrast is that CAM displays a much more even distribution across the urban-rural continuum in comparison to CM. Second, through the use of location quotients and a local spatial autocorrelation analysis, it is shown that certain municipalities (especially in Ontario's southwest and south-central regions) specialize in CAM and the most outstanding spatial feature is an '81 municipality CAM cluster' that represents arguably the pinnacle of CAM activity in the province. CM specialization is rarer and is biased towards the more populated municipalities. Third, a Spearman's correlation analysis suggests that CAM and CM health care supply are associated with community well-being indictors and urban density measures.  相似文献
