MODELLING OF RC MEMBERS UNDER CYCLIC BIAXIAL FLEXURE AND AXIAL FORCE

A model is proposed for the incremental force-deformation behaviour of reinforced concrete sections and members, under generalised load or deformation histories in 3D, including cyclic loading, up to ultimate deformation. At the section level the model is of the Bounding Surface type and accounts for the coupling between the two directions of bending and between them and the axial direction. For the construction of the member tangent flexibility matrix on the basis of the section tangent flexibility matrix, a piecewise-linear variation along the member is assumed for the nine terms of the tangent section flexibility matrix. Model parameters are derived on the basis of available test results for: (a) the force-deformation response under cyclic biaxial bending with normal force; (b) the hysteretic energy dissipation; (c) the secant-to-yield member stiffness, and (d) the ultimate deformation of the member under cyclic biaxial load paths.

Welfare and the Discriminating Public: Evaluating Entitlement Attitudes in Post-Communist Europe

Although post-communist Europe retains elements of its socialist past, public opinion shows discernment in its welfare preferences. This analysis of post-communist social welfare attitudes finds that post-communist societies are selective in their support for social policies. First, welfare preferences center on two underlying realms: government responsibility and government spending; and second, welfare opinions and beliefs are not uniform across several social policies. Although many of the conclusions highlight the selective nature of these preferences, the example of the support for unemployment benefits points to how the transition from communist-era welfare states to capitalist-led assistance continues to influence public opinion in these countries.     

History and Globalization: Reflections on Temporality

Globalization emerged as the buzzword of the 1990s, and, at the dawn of a new millennium, it continues to transfix academics, the media and policy-makers alike. However, one of the key gaps in the research into the process(es) of globalization has concerned its historical identity: the story (and analysis) of its origins, its development and mutation over time, and the continuities and differences between past and present. In this article the author sketches a typology of claims made about the historical identity of globlization in the current literature, and points to some unexplored and fruitful avenues of enquiry. Following this, two recent books are reviewed which attempt, in different but complementary ways, to deepen our understanding of globalization in history. The article concludes with a call for further research on this and related topics.

Basic Methodological Problems in Ethnic Mapping

The following excerpt from a speech delivered October 18, 1963, before the Presidium of the Academy of Sciences USSR by a leading ideological spokesman of the Communist party is relevant to the discussion surrounding V. A. Anuchin's advocacy of a unified geography. Ilyichev denounces the Stalinist definition of the environment as a purely natural category. He charges that some Soviet scholars have used this definition as a “theoretical foundation” for erecting an insurmountable wall between the natural and social sciences. A briefer version of his remarks appeared in the journal Voprosy Filosofi, 1963, No. 11, pp. 6–7.     

ANTHROPOGENIC MODIFICATION OF A HILLY SOUTHERN TAIGA LANDSCAPE IN THE SPHERE OF INFLUENCE OF A COPPER SMELTER

The environmental impact of copper-smelter emissions in a southern taiga landscape is analyzed in terms of three concentric zones: (1) an inner zone of total environmental disruption; (2) a zone of heavy modification; (3) a zone of slight modification. The changes in vegetation cover resulting from the emissions are described for each zone. [The study area is not identified beyond being in Chelyabinsk Oblast of the southern Urals, but the context makes clear that the paper deals with the copper smelter of Karabash, a town with a population of 20,000, 50 miles northwest of Chelyabinsk–Editor, S.G.] A related article on smelter pollution in the taiga appeared in Soviet Geography, April 1977.     

On the Linkage Between the Demographic Processes and Economy of a Region: (with particular reference to Pskov Oblast)

A low rate of natural increase, deriving from a disrupted age-sex structure, and net out-migration combine to account for a steady depopulation of Pskov Oblast. The introduction of industries providing additional male employment is recommended in the two principal cities—Pskov and Velikiye Luki—to correct the present predominance of women in industrial towns. Several measures (modernization of the countryside, promotion of truck-produce farming around the major urban centers) are suggested to keep more young people in rural areas and thus correct the lop-sided age structure there. Economic decision-making is viewed as a key factor in improving the demographic situation of a region.
