Trauma and pathology of a buried dog from San Nicolas Island,California, U.S.A.

To date more intact dog remains have been found on San Nicolas than on any of the other seven California Channel Islands. However, little is known about them. During the 2007 summer field season we excavated a medium sized young male dog in a flexed burial position from a pit at CA-SNI-25, a large Native American village site. The dog exhibits hypodontia, noticeable tooth attrition, severe scapular trauma, and vertebral, rib, and phalanx pathologies. Most of the injuries appear to have resulted from a severe blunt force trauma of unknown origin and it is likely the dog would not have survived without human care. The results of our analysis contribute to the, somewhat limited, published data on archaeological dogs in California. In this paper we describe the biological characteristics of the dog especially his anomalies and pathologies and compare them with published reports of other North American archaeological dogs with similar conditions.     

The use and abuse of hostages in later Anglo‐Saxon England

This paper explores the use of hostages in political relations in Anglo‐Saxon England, often between different ethnic groups. Although much of the evidence relates to the ninth century when hostages were used as a means of guaranteeing the peace agreements made between King Alfred and his Viking adversaries, consideration will be given here to the use of hostages in the broader context of the late Anglo‐Saxon period. The paper discusses whether the significance of these arrangements lay in their projection of imperial power or in their practicality as a crude political tool whose effectiveness in maintaining an agreement lay in a tangible threat. Both of these aspects of Anglo‐Saxon hostageship are examined, especially with regard to peacemaking, the extent to which it could be successful, and why.

Do more,with less: The realities of local government in rural Ontario

Over the past 30 years, the responsibilities, mandates, and activities of local governments in Ontario have undergone substantial transformations. Influenced by New Public Management, policy changes are characterized by marketization and managerialism resulting in downloading of responsibilities to local governments. This research examines the ebbs and flows of policy changes among different provincial governments since 1990 and the impacts of these policies on rural local governments in Ontario. Interviews were conducted with elected officials and senior staff in eight local governments to understand their realities. The findings demonstrate the continual policy changes led to the “do more, with less” approach currently faced by rural local governments—increased regulatory requirements, limited human and financial capacities, and small tax bases to support their activities. This experience, combined with limited fiscal levers, hinders the ability of rural local governments to address both new demands for infrastructure and existing infrastructure deficits, housing stock and affordability, and economic and workforce development strategies. The reality has necessitated local governments to seek alternative strategies to deliver programs and services through partnerships and collaboration.     

An Approximation for the Rank Adjacency Statistic for Spatial Clustering with Sparse Data

The rank adjacency statistic D provides a simple method to assess regional clustering. It is defined as the weighted average absolute difference in ranks of the data, taken over all possible pairs of adjacent regions. In this paper the usual normal approximation to the D statistic is found to give inaccurate results if the data are sparse and some regions have tied ranks. Adjusted formulae for the moments of D that allow for the existence of ties are derived. An example of analyses of sparse mortality data (with many regions having no deaths, and hence tied ranks) showed satisfactory agreement between the adjusted formulae and the empirical distribution of the D statistic. We conclude that the D statistic, when used with adjusted moments, provides a valid approximate method to evaluate spatial clustering, even in sparse data situations.
