Depicted as an imperialist by historians, William Harrison Moore, law professor, initiator of international relations teaching in Australia, government expert and League of Nations delegate, is shown to have held a positive view of the role and potential of international institutions, a fact hitherto disregarded yet the key to his thought. He clearly regarded the Empire as making a valuable contribution to the society of states and to Australian interests, but also maintained that the creation of the League had transformed the international system especially in relation to security. In particular, he held that Australia derived undoubted advantages from League membership. Consequently, his internationalism must be seen as the wider context for his imperialist sentiments.  相似文献

ABSTRACT Aboriginal stone arrangements occur throughout Australia and are of ritual importance to Aboriginal peoples. Stone arrangements are part of the dynamic context within which Aboriginal peoples lived in the late Holocene, where constant renegotiation of social alliances required an increasing reliance on ceremonial places with ritual importance. This is the past social context for the Gummingurru Aboriginal stone arrangement site complex on the Darling Downs, Queensland. In the late 19th century Gummingurru was a highly significant men's initiation site but by the early 20th century most of the traditional custodians of the site had been removed to the government‐run Aboriginal mission of Cherbourg. Since 2000, traditional custodians have returned to the site and have given the place and its cultural landscape a new meaning. No longer used for initiation, Gummingurru now has contemporary value as a site of learning and reconciliation for all Australians. Today Gummingurru has been given a new meaning and occupies a new place in Aboriginal society and political networking.  相似文献

The disorder in Timor-Leste in 2006, the collapse of the Alkatiri government, and the political crisis following the 2007 parliamentary elections have all fuelled speculation that the country is a potential ‘failing state’. After outlining the history of the latter concept, this paper examines the Timor-Leste case in relation to the phenomena associated with social and political instability. It has exhibited tensions between the civil regime and the military, apparently deepening ethnic/regional differences, weakness in governance institutions and a dependence upon state office as a means to wealth/power; all of these factors are associated with instability. In addition, some policy choices have fostered particular grievances. Timor-Leste's situation with reference specifically to the comparative literatures on ‘state failure’ and on ‘Africanisation’ is then reviewed. State failure literature suggests that regime type and executive recruitment and participation practices are crucial; as a new democracy hitherto dominated by a distinct political faction and facing vital electoral contests, the political system was bound to exhibit turbulence. However, Timor-Leste should be seen in a broader comparative context; accordingly though clearly at risk some caveats should be entered on the prospects for ‘failure’ of the Timor-Leste state. Timor Leste never having been the site of a fully functioning state, its politics more resemble Melanesia than Africa.  相似文献

This paper gives prominence to children's own accounts of school journeys. The characteristics of school journeys in Fife, Scotland are outlined, and the nature of children's school journey experiences discussed. The focus is on children in the latter years of primary school, concentrating mainly on the experiences of those who walk without adult accompaniment on their school journeys. By drawing attention to the meaning of these journeys to children this paper brings to the fore children's active and imaginative engagements in and with their environments. This situates school journeys as an integral part of children's geographies indicative of the regulation of the child's realm and the active part which children play in redefining this.  相似文献

The paper examines how the localization of multinationals can be linked to the globalization of local business networks, particularly whether domestic linkages with foreign subsidiaries can facilitate the internationalization of local suppliers. Detailed interviews were held with 16 suppliers and 8 foreign investors in both the Scottish oil-gas and electronics industries. The results highlight the importance to suppliers of 'piggy-backing' multinationals into new markets, but show its greater significance in the oil-gas industry. The paper concludes that piggy-backing is dependent on the strength and value of domestic links between suppliers and subsidiaries. Industry-specific factors determine the intensity of these linkages. The implications for such developments are being absorbed by planning and economic development policy-makers at regional and national levels, as supplier and investor development is increasingly being placed within a wider policy framework of cluster development.  相似文献
