Start-up factories,transnational entrepreneurs and entrepreneurial ecosystems: unpacking the lure of start-up accelerator programmes

This paper examines the role of accelerator programmes in promoting transnational entrepreneurship. Designed to assist the growth of start-ups by providing seed finance and structured entrepreneurship support, these programmes are now a prominent feature in many entrepreneurial ecosystems around the world. Drawing on in-depth qualitative evidence focused on one particular programme, the paper shows accelerators play an important intermediary or ‘brokerage mechanism’ providing start-ups with enhanced relational connections and networks. Transnational entrepreneurs attracted to these programmes are highly focused on exploiting these networks whilst maintaining multiple levels of embeddedness in various contexts to maximize the opportunities afforded by accelerators. While many governments are attempting to replicate accelerators programmes within the public sector, the paper concludes that such attempts may prove problematic within weaker entrepreneurial ecosystems.     

Globalization and the closing of the universe of discourse: the contemporary relevance of Marcuse's “Marxism”1

This paper assumes that there is something in the logic of the capitalist mode of production such that, in the words of Marx and Engels' Communist Manifesto, it “must nestle everywhere, settle everywhere, establish connections everywhere,” giving a “cosmopolitan character to production and consumption in every country.” It assumes, that is, that there is an inherent tendency in capitalism to seek to globalize. Further, it is argued that one can plausibly claim that the capitalist mode of production has succeeded, or is succeeding, in globalizing against the countervailing forces of the managing state and organized labor. It is argued that this development represents, to use Marcuse's words, something like a “closing of the universe of discourse” or a “paralysis of criticism” and the emergence of a “society without opposition,” but in a context, in crucial respects, fundamentally different from that analysed by Marcuse in the 1960s.     

An Angel on the Wind: How Heroic Policy Narratives Shape Policy Realities

Narrative Policy Framework (NPF) is a new and maturing theory of the policy process that takes a systematic, scientific approach to understanding the social construction of policy realities. As such, NPF serves as a bridge between postpositivists, who assert that public policymaking is contextualized through narratives and social construction, and positivists, who contend that legitimacy is grounded in falsifiable claims. The central questions of NPF are: What is the empirical role of policy narratives in the policy process and do policy narratives influence policy outcomes? First, the contributions of NPF scholarship at three levels of analysis—micro, meso, and macro—are examined. Next, necessary conditions of a policy narrative are specified, accompanied by detailed discussion of the narrative components: narrative elements, narrative strategies, and policy beliefs. Finally, an empirical illustration of NPF—a case study of Cape Wind's proposal to install wind turbines off Nantucket—is presented. Although intercoalitional differences have long been studied in the NPF scholarship, this is the first study to examine intracoalitional cohesion or the extent to which a coalition tells the same story across narrative elements, narrative strategies, and policy beliefs. NPF is a new approach to the study of the policy process that offers empirical pathways to better speculating the role of narrative in the policy process.
