Snow Fences: Then and Now

Snow fences are an increasingly widespread cultural feature in the great east-west “snow belt” of the northern hemisphere. They are there not only to protect railroads, highways and buildings from the hazards of blowing snow, but also whole towns subject to the ravages of avalanches. Although their origin is unknown, their construction and use have been advanced and improved greatly by many experimenters of more than a dozen nationalities since the middle of the 19th century.

A modern example of snow fence use is analyzed for a locally named section of Interstate 80 between Laramie and Rawlins in southern Wyoming known as the “Sno Chi Minh Trail.” Here big systems of mostly 12 feet high snow fences line more than half of the western side of the highway for 50 miles. They have reduced accidents and plowing costs by significantly improving visibility in “ground blizzards” of fast-blowing snow.

An Angel on the Wind: How Heroic Policy Narratives Shape Policy Realities

Narrative Policy Framework (NPF) is a new and maturing theory of the policy process that takes a systematic, scientific approach to understanding the social construction of policy realities. As such, NPF serves as a bridge between postpositivists, who assert that public policymaking is contextualized through narratives and social construction, and positivists, who contend that legitimacy is grounded in falsifiable claims. The central questions of NPF are: What is the empirical role of policy narratives in the policy process and do policy narratives influence policy outcomes? First, the contributions of NPF scholarship at three levels of analysis—micro, meso, and macro—are examined. Next, necessary conditions of a policy narrative are specified, accompanied by detailed discussion of the narrative components: narrative elements, narrative strategies, and policy beliefs. Finally, an empirical illustration of NPF—a case study of Cape Wind's proposal to install wind turbines off Nantucket—is presented. Although intercoalitional differences have long been studied in the NPF scholarship, this is the first study to examine intracoalitional cohesion or the extent to which a coalition tells the same story across narrative elements, narrative strategies, and policy beliefs. NPF is a new approach to the study of the policy process that offers empirical pathways to better speculating the role of narrative in the policy process.     

The Secret History of TANU: Rumor,Historiography and Muslim Unrest in Contemporary Dar Es Salaam

This article explores historical rumors and narratives told by Muslims of Dar es Salaam, contending that Julius Nyerere, TANU founder and first president of independent Tanzania, was an inexperienced schoolteacher thrust into the role of political activist through sponsorship of the Muslim community. This history was allegedly hidden by the current government to cover up not only Nyerere’s meteoric rise to a position of leadership, but also subsequent actions that wrested the movement from Muslims and other early TANU leaders to monopolize power for himself and upcountry elites. Just as academic historians critique the teleological trajectory of many nationalist histories, these rumors critique Tanzanian nationalist history through appropriating its historiographic form to forefront postcolonial grievances. The discursive nature of such rumors articulates the discontent permeating the postcolonial Muslim community of Dar es Salaam. And as political speech in action, rumors are instrumental in mobilizing new postcolonial political configurations.     

DNA analysis in charred grains of naked wheat from several archaeological sites in Spain

In the present work we attempt to recover endogenous ancient DNA from cereal grains preserved under different conditions: charred, partially charred and waterlogged. A total of 126 grains from naked wheat and 18 from barley from different sites on the Eastern Iberian Peninsula ranging from the beginning of agriculture in the region to the turn of the Common Era, were studied. Two different extraction protocols were used, a standard phenol–chloroform method and a silica-based DNA extraction procedure implemented for artificially charred seeds. Amplifications were directed to three markers: the large subunit of ribulose 1,5 biphosphate carboxylase (rbcL) and the microsatellite WCT12 in the chloroplast genome and the x and y subunits of the high molecular weight glutenin gene (Glu-1) in the nucleus. The first two were used to assess the preservation status of the samples, while with the third we tried to identify the wheat grains at species level. It was possible to obtain eleven positive amplifications in 8 partially charred seeds but only two amplifications of the Glu-1 gene from a single sample of the Early Bronze age were genome-specific. Different contamination sources were identified and reported. Cloning and alignment of sequenced clones showed a correspondence of the amplified fragment to modern wheat D genome haplotypes. This result suggests that the sample corresponds to hexaploid wheat (Triticum aestivum L.), thus being the first ancient DNA evidence to date for the cultivation of hexaploid wheat in the prehistoric agriculture of the Iberian Peninsula. Moreover, obtained results highlight contamination problems associated to the study of ancient archaeobotanical charred seeds suggest that the combination of a silica-based extraction method together with the amplification of specific targets is a good strategy for recovering endogenous ancient DNA from this kind of material.     

A Shooting Incident at Insein Prison,Burma, in 1947

On 9 February 1947, a detachment of armed police was called into the Insein Central Gaol in the northern suburbs of Rangoon to quell a serious disturbance. The police fired into the rioting prison wards, killing four inmates—a further prisoner died of heart failure—and wounding three others. The inspector-general of prisons, Burma, the superintendent of the Insein Gaol, and the district superintendent of police were subsequently suspended from duty. This paper examines the background to the Insein Gaol shootings, the incident itself, the government-ordered enquiry into the shootings, the government's response to the enquiry's report, and the final fate of the three senior prison and police officials. The paper sets the Insein prison shootings, in all their aspects, in the context of the fierce struggle between the Burmese nationalists and a weakening British administration in the final months of colonial rule.     

A short-snouted trematosauroid (Tetrapoda,Temnospondyli) from the Early Triassic of Australia: the oldest known trematosaurine

The trematosauroid temnospondyl Tirraturhinus smisseni gen. et sp. nov. from the Arcadia Formation of central Queensland, Australia, is described on the basis of its rostrum. This is the first trematosaurine (short-snouted) trematosauroid from Australia, and is considered to be most closely related to Tertrema acuta from Spitzbergen. Tirraturhinus smisseni occurs alongside lonchorhynchine (long-snouted) trematosauroids in the Arcadia Formation; the co-occurrence of both trematosauroid morphotypes in that fauna is repeated in a number of non-marine Early Triassic faunas elsewhere in Pangaea. The Arcadia Formation is probably Griesbachian (earliest Triassic), so that T. smisseni is the oldest known trematosaurine.
