“We're socialists not nationalists”: British labour and the national question(s)

The UK Labour Party, which in government delivered devolution to Scotland and Wales, has struggled to adapt to a multilevel and increasingly territorialised political space, where demands for significant territorial reform grow ever louder. These challenges intensified with the Scottish independence referendum and the United Kingdom's exit from the European Union. During this prolonged constitutional moment, the Labour Party has had to articulate the case for a plurinational and multicultural British identity and for the Union, and to a large degree, has struggled to do so. Capturing the period from 2012 to 2020, this article examines the discursive strategies adopted by the Labour Party and individuals within it. It identifies a deep discomfort, more pronounced in London and Edinburgh than in Cardiff, with the national questions and a reliance on largely instrumental arguments, albeit ones rooted in traditional left-wing values of welfare and social solidarity between working people.     

Ammonoids and the correlation of the Lower Carboniferous rocks of eastern Australia

The occurrence of ammonoids in the Lower Carboniferous rocks of eastern Australia is reviewed within a biostratigraphic framework provided by the brachiopod zones that have been summarized most recently by Jones & Roberts (1976). Ammonoid abundance is low at all stratigraphic levels. Nowhere are more than 20 specimens known at a locality, and usually there are only one or two. The group is too sparse to be used for local or regional correlation, and its main value is for the intercontinental correlation of a number of well separated horizons. The rocks dated range in age from middle Tournaisian (Tn_2a) to late Visean V_3c). Some relatively minor differences between ammonoid and conodont ages remain to be resolved. The biogeography is briefly discussed.

The type specimens of all available previously described species have been examined and where necessary they are re-illustrated. New species described are Irinoceras tuba, Muensteroceras jenkinsi, M. delepinei, M. merlewoodense, Beyrichoceras mackellari, B. bootibootiense, Nomismoceras pseudocyclus, Goniatites mundubberensis, G. cuniculus, Protocanites careyi, and Cantabricanites jelli. Several species that are probably new are described under open nomenclature.     

Framing,agency and multiple streams– a case study of parks policy in the Northern Territory

ABSTRACT

There is increasing interest in the role of agency in policy processes for creating effective change. In this paper I explore the critical role of policy entrepreneurs in both creating and capitalising on windows of opportunity through creative framing of issues. I combine Kingdon’s multiple streams framework of the policy, problem and politics streams with the three types of social movement framing – diagnostic, prognostic and motivational – to analyse a case study of pragmatic and innovative policymaking in Australian Indigenous policy. I find that pragmatic policy entrepreneurs used framing to actively refine available policy solutions, particularly in response to structural barriers, and played an active role in brokering the problem in ways to make it politically acceptable. This confirms the importance of ideational processes, and the critical role of framing, in creating windows of opportunity for significant reform.
