This article explores the political potential of the local state through an engagement with the case of Sheffield City Council in the 1980s. The new municipalism movement has generated renewed interest in the “local” and “urban” as transformative projects. The local state holds a pivotal if problematic role in these debates, often seen as the decisive force facilitating or impeding transformation. In building a dialogue with 1980s Sheffield, we provide a less certain account of the local state's potential. Sheffield occupies an ambiguous position within and beyond traditional municipal labourism and therefore provides a potent example to explore tensions within municipalism between state and autonomist visions of politics. In Sheffield, radical intent turned into a more cautious governmental programme in the city, notwithstanding glimpses of political alternatives. The experience of those years provides insights on the contingencies of bringing movements and state politics together in what was then called “local socialism”. 相似文献

Ecosystem health' is an increasingly common metaphor in the langauge of science and policy. Given the prominence of both the ecosystem and health concepts within geography, this paper examines the meanings generated by the adoption of the metaphor for scientific research and for environmental policy on the North American Great Lakes. 'Ecosystem' can be characterized as an entity, an abstract concept, or a perspective. As perspective, ecosystem shares many features of postmodern science, emphasizing complexity and holism and calling for the inclusion of human beings in our considerations of nature. The ecosystem health metaphor is politically powerful in its ability to evoke action and concern for the environment with an appeal to the universal experiences of human ill-health. The organismic ecosystem health metaphor provides a new, relevant way of thinking about the natural world. In policy discourse, however, metaphor can be problematic in that there is potential for the author or speaker to hide behind the nonliteral language. Moreover, the acceptance of the ecosystem health metaphor which can draw upon widely held beliefs and norms implies that other ways of knowing the world are necessarily omitted. We highlight some of these issues in a case study of a policy document prepared by the Ecological Committee of the Great Lakes International Joint Commission. ABSTRACTThis article analyses the inter-relationship of developments in international justice and the prosecution of Efraín Ríos Montt for the crime of genocide in Guatemala. International justice processes, particularly concerning the application of ‘universal jurisdiction’, contributed to the advancement of the case against Ríos Montt, in Spain and Guatemala. In turn, the prosecution of Ríos Montt influenced the interpretation and application of universal jurisdiction, with ramifications beyond the Guatemalan case itself. The article traces the prosecution for genocide of Efraín Ríos Montt in the Spanish National Court, and situates this particular case within broader currents and networks associated with prosecuting grave violations of human rights. The prosecution of Ríos Montt demonstrates that, rather than a simple case of global norms trickling ‘down’ to the (lower) local level, mutually constituted activities of the global and the local continually shape each other. Hugh of Arles, king of Italy between 926 and 947, has come to be regarded as one of the more successful kings of Italy in the tenth century. The evidence of his charters supports this conclusion, showing how effectively he managed to insert members of his own Provençal family into the existing political fabric of northern Italy. Contemporary narrative sources tell the same story, but as one of failure. For Rather of Verona, Liutprand of Cremona and even Flodoard of Reims, Hugh and his family were suspect and their sexual mores questionable. Their texts intervened in contemporary politics not simply as records of Hugh's inadequacies but as real political actors that helped to make that failure happen. 相似文献

Siam’s practices of polygamy variously bemused and shocked European visitors to the kingdom in the nineteenth century; however, especially in the case of the early Chakri monarchy, there was always also a strong political rationale to such customs. Multiple liaisons would yield multiple sons who could subsequently serve as defenders of both realm and dynasty; later, as the nation evolved, they could form a pool of ministers and administrators. Multiple daughters, in turn, were always useful in shoring up support from a restive nobility. Sons in particular, however, presented a real estate challenge as they had to be housed in appropriate style and this called for a profusion of both small and large palaces, wang, throughout the old historic city of Rattanakosin. From the locations of wang and their degrees of splendour one might have been able to read the evolving politics and political economy of early Bangkok, also the always evolving role of the monarchy, except that most have been swept away for more mundane urban development. Yet enough evidence remains for the story still to be pieced together, thereby throwing some light on currently fraught debates over the political context and role of the monarchy. 相似文献
