Portugal’s Declaration During the Negotiation of the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage: International Protection and Cooperation versus Possession

Portugal was the second country in Western Europe to ratify the 2001 UNESCO Convention, a pivotal step that occurred on September 21, 2006. In 2000 the Portuguese delegation presented a statement in the UNESCO meeting for the draft Convention, the substance of which emphasises the protection and cooperation principles concerning the underwater cultural heritage rather than the issue of its possession. In 2008, the discovery of a sixteenth century Portuguese shipwreck near Oranjemund, Namibia, confirmed that the referred statement opened a premonitory strategic window for the conciliation of interests of States around such examples of common heritage.     

A NOTE ON ADDED INFORMATION IN THE RAS PROCEDURE: REEXAMINATION OF SOME EVIDENCE

ABSTRACT.  An example in Miernyk (1977) presented a rather counterintuitive result, namely, that introducing accurate exogenous information into an RAS matrix estimating procedure could lead to an estimate that was worse than one generated by RAS using no exogenous information at all. This became an oft-cited black mark against RAS. Miller and Blair (1985) included a different (and small) illustration of the same possibility. It was recently pointed out by one of us that the Miller–Blair numerical results are wrong. For that reason, we decided to reexamine all the empirical evidence we could find on the subject. While figures in both Miernyk and Miller–Blair appear to be wrong, more recent published examples seem to have it right. In short, it is possible to identify examples in which additional (correct) information leads to poorer RAS estimates, at least under several fairly common metrics for comparing "closeness" of matrices. However, the overwhelming majority of the evidence is to the contrary. As a general rule, introduction of accurate exogenous information into RAS improves the resulting estimates, and counterexamples should probably not be taken too seriously.     

UNDERSTANDING LOCAL CONTENT DECISIONS: ECONOMIC ANALYSIS AND AN APPLICATION TO THE AUTOMOTIVE INDUSTRY*

ABSTRACT In industrializing regions, foreign investments often generate spillovers through regional backward links. This situation may create a gap between private and social valuations of resources, resulting in a level of local content below what would be optimal for the economy. This situation creates an opportunity for the enactment of domestic content regulations. This paper presents a model to understand how these policies condition the decisions of the economic agents and affect economic welfare. Then, it simulates the model using a case study of the automotive sector. Results suggest that, in certain conditions, this local content regulation can be welfare enhancing.

S ilence is the correct response to an unflattering critical commentary that does not misrepresent one's views. But for a commentary that seems to have sprung from a complete misreading of the text, one can only reply loudly and at length. I will deal with the criticisms levelled by Professor Ironside in order of occurrence.
