Sex‐determination as a multivariate problem

The length, breadth, and thickness of the pubis bone of reindeer are used in the estimation of discriminant functions for sex‐determination of relatively recent bone material from Hardangervidda reindeer population. The method is considered to be most reliable (theoretically, 98 % reliable).     

The Trelleborg House Reconsidered

THE RECONSTRUCTED Viking-age house erected at Trelleborg in 1942 (FIG. 20) has, as a result of recent archaeological investigation,¹ proved to be wrongly designed. The theory that it had an outside gallery is impossible to sustain, since on further examination the posts proved to be inclined towards the house and they must, therefore, be explained as buttresses. Further, since the height of the walls had been deduced basically from the fact that the gallery must allow of free passage, the whole structure of the house must be reconsidered. Despite these errors the Trelleborg reconstruction has produced an extended discussion of Viking-age house structure and provides a reasonable starting point for a new study.

REGIONAL DISTRIBUTION OF THE RUSSIAN FEDERATION'S EXPORT EARNINGS OUTSIDE THE FORMER SOVIET UNION AND ITS IMPLICATIONS FOR REGIONAL ECONOMIC AUTONOMY

The distribution of foreign export earnings by area of origin is analyzed for the Russian Federation, to convertible and non-convertible currency areas, as well as for four major commodity categories. The paper focuses on identifying, because of Russia's narrow export composition, oblast-level units (and commodities) that contribute disproportionately to the Federation's overall convertible currency earnings. It then explores the implications of the extremely uneven spatial districution of such earnings for the Russian government's efforts to devise a workable formula for distributing export revenues between the “Center” and the localities.     

Crystallographic and structural transformations of sedimentary chalcedony in flint upon heat treatment

The early occurrence of intentional heat treatment of silica rocks has recently become a key element in the discussion about the cultural modernity of prehistoric populations. Lithic vestiges are the only sources that remain of this process and the understanding of the material’s properties and transformations are essential for reconstructing the conditions and parameters applied during heat treatment. Several models of the structural transformations upon heating have been proposed in the current literature. These models are often contradictory and do not account for the most recent structural and mineralogical data on chalcedony. In order to propose a new model, we elaborated an experimental procedure and applied different techniques involving infrared spectroscopy, solid state NMR, X-ray diffraction and electron microscopy. The results show that the major transformation to happen is the loss of silanole (SiOH) and the creation of new Si-O-Si bonds according to the reaction: Si?OH HO-Si → Si-O-Si + H₂O. This reaction starts between 200 °C and 300 °C and causes an increase in the hardness of the rocks. The maximal annealing temperature and the ramp rate are the functions of the ability of the structure to evacuate newly created H₂O and depend on the size of the specimen and the volume of its porosity. These results also show that the annealing duration at maximum temperature can be relatively short (<50 min) for a sufficiently large amount of transformation to be accomplished.     

SOMETIMES CLOSE IS GOOD ENOUGH: THE VALUE OF NEARBY ENVIRONMENTAL AMENITIES*

ABSTRACT An extensive empirical literature exists, showing that variations in region‐specific amenities can account for persistent differences in real wages across regions. However, this literature has considered only amenities in the same location as the household. This paper argues that environmental amenities at some distance from but accessible to urban areas may lead to negative compensating wage differentials. We use a general equilibrium framework and data from the 1995 Current Population Survey to calculate implicit amenity prices based on measures of distance to environmental amenities. Our results suggest that amenities outside the metropolitan area do generate compensating wage differentials, as workers are willing to accept lower wages to live in accessible proximity to “nice” places. This implies that these places provide a positive externality to those communities that find them accessible. The estimated effects are quantitatively important, suggesting that these externalities should be taken into account in policy making.     

The necessity of “corporatism”: The case of the Hawke labor government

“Consensual Corporatism” under the Hawke Labor Government is a process of policy decision‐making engendered both by a reaction to perceived past Labor policy‐making failures and the context of the collapse of the long post‐war economic boom.

This paper argues:

1. 1) that the perceptions of economic crisis in Australia in 1983 were accurate and that the Hawkeist consensus model was a correct (though not really corporatist) reaction to the policy requirements of the mid‐1980s;

2. 2) that, primarily because of the fragility of the institutional‐cum‐political base of the Hawke “consensual corporatist” policy process it will take an unusual combination of continuous good management and good luck for the model and its progenitor government to survive beyond the next election.

     

A continuing confusion? A comment on the appropriate dispersal of policy powers in the Australian federation

Dissatisfaction with Australia's federalist constitutional and administrative arrangements seems universal. The Labor Party has historically preferred a centralist thrust to the Australian federal compact. From the opposite, decentralist tack the Liberal‐National Coalition parties currently propose that the Commonwealth should hive‐off policy functions to the States. These attitudes are expressed in an intellectual climate that disparages the allocative efficiency of Australian federalism and debates these issues in terms of shifting power to or from the Commonwealth. A more sensible focus is on the usage that the citizenry has made of the federal system in obtaining satisfactory service delivery. Using this approach our federal system works efficiently (in a limited political‐administrative sense.

This is not an argument that Australia's federal system is good because it maximises fiscal efficiency or guarantees equity. It does not do the former'and varies in its attainment of the latter. The federal system is good because it maximises opportunities and avenues for citizens to obtain what they want from government. In that sense the Coalition parties are fundamentally confused both about their philosophy and that philosophy's relationship to the political nature of Australian federalism. Labor's slowly‐ebbing centralism equally ignores the political usage that citizens have made of the administrative and funding arenas provided by our federal system.
