A Postcolonial Critique of Community Energy: Searching for Community as Solidarity in India and Scotland

Community renewable energy (CRE) represents a growing empirical and academic turn towards community‐based sustainability and climate change interventions. This paper brings together postcolonial theory and CRE for the first time to outline fundamental tensions in the conceptualisation and application of the idea of community. The understanding of community within the CRE discourse is largely: (1) location‐based; and/or (2) a community of choice that is consciously opted into. Driven by postcolonial theory, this paper counterpoises both as a form of community as contract against an idea of community as solidarity. Its central thesis is that actually existing community, contrary to how the bulk of CRE literature commonly understands it, is a combination of bonds of solidarity and emergent purposes. The paper conceptualises community as fluid bonds of solidarity that align and realign differently around different purposes.     

Kitchen Window Feminism: Sarah Macnaughtan,Wartime Care and the Authority of Experience in the South African and First World Wars

Sarah Macnaughtan, a wealthy novelist, used volunteer care work to claim the legitimacy of her wartime experience in the South African and First World Wars and to assert women's rights in the early twentieth-century British empire. Macnaughtan framed her caregiving experiences in both inherently domestic terms – ‘from a kitchen window’ – and as a justification for women's suffrage and participation in public life. Her example loosens a persistent binary between trained nurses and untrained wartime volunteers and highlights the importance of precedents set in the British empire to the feminist politics and caring practices of the First World War.     

OPTIMALITY OF RECYCLING AND THE LOCATION OF A RECYCLING CENTER

ABSTRACT. Consider a community investigating the integration of recycling into its waste management program. Even if (1) the county's citizens do not gain utility from recycling, (2) landfill space is plentiful, and (3) the market price for recyclables is zero, recycling can still be optimal for a local government. By determining the relationship between the amount of recycling and the location of a recycling center, conditions are identified under which recycling will reduce total waste management costs enough that municipal recycling will be optimal. In addition, it is shown that the likelihood of municipal recycling increases with the size of the city.     

Conflict, Uncertainty, and the Role of Planning and Analysis in Public Policy Innovation

Innovation by "groping along," in which appointed public officials experiment during program implementation after little, if any, initial planning and analysis, has been promoted as a more accurate model of policy innovation than the rational comprehensive model of policy change. Analysis of two cases of environmental regulatory policy innovation suggests that administrative agencies may be more likely to follow the conventional model of the policy cycle when high levels of conflict are likely to accompany policy initiatives. The cases also suggest, however, that public officials will experiment during the innovation process when they are uncertain about the nature of the problem and the probable impacts of alternative solutions.     

Technology networking in border regions: Case study of the Euregion Maas‐Rhine

This paper describes the results of a study investigating cross‐border networking by enterprises in the border region where the Netherlands, Belgium and Germany meet, the so‐called Euregion Maas‐Rhine. The study was undertaken in view of the completion of the Single European Market in 1993, which was expected to induce enterprises to make more effective use of available opportunities to improve their innovative and hence competitive potential. Special attention was given to knowledge transfer and sourcing of technology across borders. It was found that the majority of enterprises are still oriented towards a purely national environment. Technology‐intensive enterprises that are engaged in cross‐border networking, however, seem to be doing better than the ones that maintain a national orientation.
