How New is the New Local Governance? Lessons from the United Kingdom   总被引:1,自引:0,他引:1  
In recent times, a conventional wisdom concerning the governance of cities has emerged. It revolves around the contention that policy and planning frameworks are increasingly closed off from public and democratic accountability, in order to facilitate the pursuit of efficiency over equity objectives. The implication is that 'old' styles of governance were more open and accountable, while the 'new' seek to close off debate and streamline procedures. Yet the evidence to sustain such claims seems limited; this paper situates the policies and practices of local government in the UK within a historical perspective, and develops the contention that the claimed differences between old and new styles of governance are overdrawn. Using empirical material from two UK cities, we demonstrate that there are significant continuities in the procedures and practices of policy-makers, in terms of policy objectives, styles and modes of accountability. In this sense, greater clarity is required in terms of what constitutes both the old and new modes of local governance in the British cities.  相似文献

In recent years there has been a growing awareness of escalating problems in European urban areas caused partly by economic and technological changes in the European and global economies. The most visible representation of these changes has been a growth in urban unemployment and social exclusion. The European Commission has taken a growing interest in these issues and attempted to develop an European Union (EU)-wide approach to urban change. The focus of this paper is on the Commission's attempt to develop an 'urban agenda' and to promote policies which are more 'urban sensitive'. With reference to the 'urban agenda' this paper examines the contribution of, and problems associated with, two Urban Communications recently published by the Commission and the European Spatial Development Perspective. It then assesses the prospects for the development of an EU Urban Policy, arguing that an 'explicit' urban policy is unlikely to emerge in the short or medium term.  相似文献

The paper traces the genesis of SIGTUR, a new network/organization of southern unions that has been built over the past decade, which brings together democratic unions from Latin America, Southern Africa, Asia and Australasia. The impact of neoliberal globalisation has spurred this action, and Australian unions—with their rich tradition of labour internationalism—have been at the forefront. The paper shows how the initial hostility of the established trade union internationals has been transformed into strategic alliances as the internationals have come to value SIGTUR's campaign orientation. The paper argues that SIGTUR has continued to expand because of its strong emphasis on internal democracy. The new southern alliance is one instance of a search for a new form of unionism—global social movement unionism—that may offer greater scope for a more effective resistance to the logic of globalisation. In the new millennium, this search is critical if unions are to rekindle the vision and the confidence that drove the early movement.  相似文献

Abstract. Following the liberation of the Netherlands from German occupation in 1945, many Dutch intellectuals were seriously concerned about the moral comportment of the Dutch in particular its youth. In their view, the war led to a sapping of norms, values and virtues they deemed ‘typically Dutch’ which could bring about complete social disintegration. Therefore, they launched campaigns to reinstate the ‘old ways’. Based on what they believed to be the nation's authentic folk culture and character, they attempted to culturally colonise the Dutch. This article describes and analyses various forms of this institutional cultural nationalism in the second part of the 1940s.  相似文献

The purpose of this essay is to provide the historian with a generic understanding of the term economy by examining some aspects of the work of the Hungarian “economic historian” Karl Polanyi (1886–1964). It does not seek to explain Polanyi's economic ideas to economists nor does it seek to locate his ideas within the discourses of the academic discipline of economics; there is abundant academic literature which carries out those tasks. This essay is intended to help fill a void in the historical understanding, especially the modern historical understanding, of the term economy, and of how the characteristics associated with it are generally understood. Yet, in reality, it is the neoclassical paradigm of economics which is typically and uncritically taken to be the touchstone for understanding the economy. This circumstance is problematic, however, when referring to the economy of societies earlier than the late nineteenth century or of societies whose culture differs radically from that of the advanced capitalist “west.” Polanyi's insights may help historians avoid the risk of either distorting or anachronistically misunderstanding the economy of such societies.  相似文献
