Abstract

The lawyers called upon to draft a Bill which, if enacted, could validly give effect to the promise of the successful Liberal–Country Party coalition in the 1949 federal election to outlaw the Communist Party of Australia, faced a difficult assignment. Their political instructors faced a dilemma: should the new government take a less confrontational approach to communist disruption of the economy and risk undermining the government's popular support, or should it press ahead with the promised ban and risk having the High Court of Australia invalidate it? In a process in which the politics of pragmatism gave way to Cold War ideology, the choice of the latter path led to failure.  相似文献

This article is derived from a research project designed to establish a better understanding of the nature of professional architectural activity in the State of Victoria, Australia, in the second half of the 19th century. It posed the following question: why is the activity in rural areas not acknowledged by the traditional approaches to studying architectural history? Part of the conclusion is that our understanding of urban cultural landscapes/townscapes will be improved if we look beyond the limitations of separate disciplines such as architectural and social history or historical geography. The landscape is built from many layers and they all need to be acknowledged if we are to understand what we find important about it. The reasons for seeking the conservation of our urban environment cannot be related solely to the peculiar interests of one discipline alone. Over the past 30 years the Australian community has developed a substantial interest and appetite for heritage conservation and along with that has grown a broadening interest in how the importance of the urban environment is defined.  相似文献

Formany Americans with disabilities, transit is the only path to real opportunities. An open society for them depends upon increased transit services for all Americans. Many transit professionals, however, daunted by transit needs and worn down by their critics, wallow in cost issues, ignoring transit's real value to their communities. The key to improvement is to measure transit benefits that are intuitively obvious to most taxpayers. Empirically, accessible transit proves to be the most valuable transit to passengers and to other taxpayers as well.  相似文献

How an isolate distribution of the Austronesian outrigger canoe complex came into the possession of Pama‐Nyungan speakers of Cape York Peninsula and Torres Strait has long been obscured by the diverse typology and lexicons of these canoes. Here I pinpoint links between the typological variation and the distribution and ages of associated Austronesian loan words. These links implicate several Austronesian contact sequences, one in Torres Strait and another in southeast Cape York Peninsula, and point to speakers of Papuan Tip Oceanic languages as the main source. Some of these loan words reflect archaic forms of Papuan Tip words and are thus indicative of early contact dates. I suggest that the introduction of these canoes most likely involved past episodes of sustained trade engagement and/or small‐scale colonization by speakers of Austronesian languages.  相似文献

Scholars have long debated John Marshall's intent in his famous opinion in the case of McCulloch v. Maryland (1819). Despite long-standing disagreement concerning the character of Marshall's nationalism and federalism, interpretations of the opinion typically rely on an incomplete picture of the case. This analysis revisits McCulloch to illustrate his support for national and state sovereignty as defined in the Constitution. It then moves beyond the opinion itself to examine Marshall's defense of McCulloch in a series of newspaper essays he authored in the aftermath of the case. Situated alongside the McCulloch opinion, these essays show that Marshall was as much concerned with defending the sovereignty of the Constitution as he was with adjudicating political authority between national and state governments.  相似文献

This article provides a summary of the various maritime archaeology projects undertaken in the French Antilles (Guadeloupe and Martinique) since the 1980s that date to the 17th–19th century Colonial period. These projects are presented in the context of the principal maritime archaeological research questions. The results are analysed thematically touching on different aspects of archaeological research in littoral and underwater zones: coastal plantations, ports, and micro‐islets. Research carried out on wreck‐sites is presented with respect to their maritime use (commercial, naval, and cabotage). The nature and distribution of such sites provides information both on maritime routes and traffic, trade, conflicts, and environmental risks specific to the Antilles in the Colonial period.  相似文献

Through an exploratory study of romantic heterosexual couples in a public park situated in Hanoi’s outskirts, this article offers a conceptual rethinking of a western understanding of the park’s public/private dichotomy which can then be used to better appreciate how these categories are evolving in western urbanizing societies and their impacts on gender relations. By developing a relational, spatialized understanding of how young romantic couples justify their ‘transgressive’ displays of sexual intimacy in public spaces in contemporary urban Vietnam, this article focuses on how couples, especially women, manage their visibility. This analysis confronts the public civilizational discourse on Vietnamese sexual restraint by analyzing how young couples justify their romantic displays by creating an intimate space within a public environment. This space of visible intimacy is justified through their commitment to marriage. For the individuals involved in these romantic couples, visibility is justified, particularly for young women, through the enjoyment of a newly gained sexual autonomy as they migrate to the city.  相似文献
