The Speakership of the House of Lords, 1660–1832

The speakership of the house of lords was a lucrative and prestigious post, held by individuals who either as lord chancellor or lord keeper carried out a range of high-profile and demanding judicial duties. There seems to be a contradiction between this and the time-consuming but largely empty ceremonial duties appropriate to this role in the conduct of business in the theoretically self-regulating house of lords. This article suggests that the apparent insignificance of the Speaker's role was a façade that disguised the chancellor's ability to influence the conduct of business in the Lords as well as to exercise leadership and electoral influence over the membership of the Commons. Nevertheless, the precise level of power that he was able to exercise was mediated by the nature of the political infrastructure within which he operated, his own personal and political skills and his relationships with the crown and its other ministers.     

Gender research in rural geography

This review examines the development of research on gender within the broad arena of rural studies. It does so through four main themes: community, work, environment and sexuality. Drawing on work from a range of Western countries, the review shows how an early reluctance to engage with feminist research and work on gender more broadly has given way to a highly active, diverse and rich research direction in rural studies. The review selectively charts key phases in the development of rural gender studies and shows how research has moved from conceptualising rurality as 'container' for the creation, performance and contestation of gender roles to seeing the rural as integral to the actual construction of gender identities and to the ways they are performed and negotiated. As well as highlighting past research areas, the review suggests some directions for the future development of rural gender studies.     

Gender and Life Course in the Narratives of Melbourne's High‐rise Housing Developers

Socially constructed ideas about the life course, sometimes encompassing gender relations, have long informed the views of those within the housing development industry about who should be housed where in the city, living what sorts of lives. Drawing on the findings of a recent study of developers’ narratives about the construction of expensive, high‐rise housing in central Melbourne, a relatively new form of dwelling even in this part of the metropolitan area, several themes are found to characterise the taken‐for‐granted ways in which these city‐builders view the gendered life courses of housing consumers. Developers’ narratives oppose the suburban ‘home’ to the high‐rise ‘lifestyle’, consider central city high‐rise residences as appropriate only for people without families, and see women, separately from the couples they make up with men, only as potential victims requiring the security that high‐rise apartment living is said to provide. These narratives reiterate the characteristics of an essentialised ‘empty nester’, or ‘young professional’ housing consumer, who is envisaged to occupy the new housing and is defined according to life course stage and gender. The developers’ partial and narrow accounts of the likely consumers of this high‐rise housing is one factor amongst many that explains the building of precincts of high‐rise housing that have limited facilities for children and for pursuits other than consumption of the individual ‘lifestyle’.     

A Community Issue? Rural Women's Feelings of Safety and Fear in New Zealand

Following previous geographies of gender and fear this article is stimulated by the dominance of urban accounts of women's experience of safety and fear in different ‘private’ and ‘public’ spaces1 This work is based on an article presented at the ‘Emotional Geographies’ conference (Lancaster University, September 2002). We argue that rural and emotional geography perspectives on these issues provide new directions for both a feminist critique of the notion of ‘rural community’ and broadening of the emotional geographies literature. Communities have been studied at length in rural geography, yet the term itself can be problematic and its emotional potency has not been rigorously interrogated. Differing experiences of the rural community in relation to characteristics of, for example, class, gender, sexuality, age and ethnicity have led to a questioning of idyllic assumptions attached to rural life and the construction of ideas about the rural community. In this article we extend existing debates to argue that constructions of the rural community as an emotionally harmonious, safe and peaceful space may be challenged by women's experiences of fear in various rural spaces. We take the specific case of two contrasting Aotearoa/New Zealand communities and document how women negotiate personal feelings of safety and fear in their own areas. We highlight the absence of a binary of fear/safety, noting that women often live with and through these emotions in more complex ways. Finally, we close by placing this discussion within broader reflections on community as an emotionally charged term and as a rhetorical space of concern and/or responsibility in agency discourse and crime management.     

Justice and Injustice in the City

Following a recent growth of interest in questions of justice and the city, this paper considers how the work of contemporary critical urbanists compares with earlier accounts of urban justice and injustice. Our purpose in making this comparison is to consider how scholars concerned with justice and injustice in the city might better articulate the conceptual relationship between justice‐thinking and (in)justice‐documenting in their writings about the contemporary planned city. Using a selection of influential texts as evidence, our comparative commentary on past and present approaches focuses on three issues we think are crucial to this relationship. First, with the rise of analyses of the politics of difference, concepts of justice stressing procedure, process, and the hearing of multiple voices have come to the fore recently, especially in urban planning. Second, contemporary writers about geographies of justice have queried the value of using pre‐formulated, philosophical justice norms to judge outcomes and processes in particular contexts, seeing justice, rather, as intuited in the enactment of social conflicts and practices in those actual situations. Third, questions about the spatiality of justice and injustice have been aired recently asking whether justice and injustice have primarily a social rather than a spatial ontology. The conclusion of our evaluative review is that similar issues are being named and investigated now as were four decades ago, in investigations of justice and injustice in cities, but that concerted debates about theory and epistemology have elaborated the conceptual focus of discussion. We call for grounded investigations of enactments of justice as well as of injustice.
