Ebenezer Howard's Garden City idea occupies an important place in the history of British planning, and in various guises it made a significant international impact. A preliminary exploration of the history of the idea in Australia is attempted, focussing on its meaning as a schema for social reform and on its impact on the landscape. The first two ‘phases’ saw the rise of ‘garden city principles’ to describe a model house and garden suburbia which was to redeem urban Australia. In the 1920s these ‘town planning principles’ were used mainly to sell land, but in a fourth phase beginning in the early 1930s they were refined into neighbourhood planning ideas, combining with previously neglected concepts of the satellite town and green belt to approach more closely the original vision of a garden city. This reformist text emerged as town planning was finally accorded professional respectability; however, with the ambiguous exception of Canberra, the promise of neither has been realized.  相似文献

The One Nation Group enjoys a mythic place in the history ofthe postwar Conservative Party. It has often been portrayedas being of extraordinary importance both for its early writings,One Nation (1950) and Change is Our Ally (1954), and for a behind-the-scenesparliamentary influence seen to exceed greatly that which wouldnormally be expected from a private dining group of ConservativeMPs. The group, with its firm association with ‘One Nation’Conservatism, has been seen to be at the fore of modernizingforces in the party in the early postwar years, and to haveplayed a pivotal role in the reshaping of Conservatism in thisperiod. This study examines the group via its publications,minutes of its weekly discussions, memoranda, and correspondence.These provide insight into the nature of backbench Conservatismand shed light upon the dynamics, activities, and beliefs ofa body that swiftly established itself as by far and away themost prestigious and respected of the unofficial Conservativeparliamentary groups. 1I would like to acknowledge my debt to the following for givingfreely of their time in interview or correspondence for thisstudy: the late the Rt. This paper examines the evidence brought forward by the excavator to support his hypothesis that foreign ethnic groups were buried in the late Roman cemetery at Lankhills, Winchester, and that these groups are identifiable from their burial rites. The report is reassessed within the pattern of diversity which is the demonstrable norm of burial practice worldwide. The value of strongly theoretical explanations of funerary layout is questioned in the light of case-studies where historical sources add an otherwise unavailable dimension to the context of the known archaeological data.  相似文献

Environmental degradation resulting from warfare is a growing concern, particularly with increasing recognition of humanity's dependence on healthy ecosystems. Though environmental legislation does exist that seeks to prevent or mitigate environmental harm before, during and after conflict, it has limited scope and effectiveness. This may be one reason why the environmental laws of war are so rarely applied in attempts to bring parties responsible for environmental harm to justice. Enforcement of such legal instruments also requires appropriate quantification of environmental damage, which is particularly difficult in a warfare context. A focus on the loss of environmental resources, habitats or ecosystems is only part of the story—the real cost of environmental damage is in the loss of ecosystem services that such resources provide, both now and in the future, and which regional and global human societies depend upon. The ecosystem services framework, wherein the costs of damage to ecosystem services are quantified in economic terms, may prove a more effective way of highlighting the environmental damage resulting from warfare. Moreover, quantification along monetary lines is potentially more likely to establish a solid case for justifiable reparations than criteria relating to loss of biodiversity or ecosystem health, which are more difficult for society and governmental agencies to place specific values on. This article discusses the ecosystem services framework in the context of warfare, and highlights both the potential and the challenges that may accompany adoption of such a framework by the international community.  相似文献

Delivery of the potential mutual benefits for biodiversity conservation and Indigenous peoples through protected area co‐management remains challenging, with partnership arrangements frequently delivering inequitable outcomes that marginalise Indigenous interests. In the Kimberley region of Western Australia, Miriuwung‐Gajerrong people initiated a Cultural Planning Framework to help achieve greater equity in planning for co‐management of the first Indigenous‐owned protected areas managed with the state. Analysis of the negotiation and delivery of this Indigenous‐controlled planning initiative concluded it made a key contribution in shaping an equitable intercultural space for ongoing negotiation of co‐management. A practitioners' model of related design concepts drawn from the analysis identified three factors of significance: a foundation platform of recognition of rights and interests; a set of effective organisations to support the roles of the key actors; and effective mechanisms for working together. The model proved robust when evaluated against international standards for best practice, suggesting it may be a useful tool for guiding better uptake of those standards. Interrogation of the two major theories underpinning these standards – common pool resource (CPR) and governance – demonstrated the theories are synergistic and inform different parts of the model. Both theories highlight the significance of Indigenous‐controlled planning. Attention to relational theory for interrogation of the intercultural space may help illuminate their relative importance. Further investigation of the potential of Indigenous‐controlled planning to build theory and practice in Indigenous co‐management of protected areas is recommended.  相似文献
