Urban and Rural Estimates of Poverty: Recent Advances in Spatial Microsimulation in Australia

This paper reports on the calculation of poverty rates for small areas in Australia using a spatial microsimulation model. The spatial microsimulation methodology used involves reweighting data from confidentialised unit record files (CURFs) from surveys conducted by the Australian Bureau of Statistics (ABS) to small area census data, also from the ABS. The method is described in this paper, and then maps of poverty using poverty rates derived from this small area estimation method are shown for the eastern coast of Australia and its capital cities. Further analysis of poverty rates in capital cities is then conducted. We find that areas of higher poverty risk can be clearly identified within Sydney, Melbourne, Canberra and Brisbane. We also find that areas of high poverty are frequently ‘buffered’ by areas of moderate poverty. This is not always the case since, in some areas, we find a high poverty area neighbouring a low poverty area but, generally, there appears to be a moderate poverty ‘buffer’ in most capital cities.     

CHARIOTS AND CONTEXT: NEW RADIOCARBON DATES FROM WETWANG AND THE CHRONOLOGY OF IRON AGE BURIALS AND BROOCHES IN EAST YORKSHIRE

This paper presents 21 new radiocarbon dates for Iron Age burials excavated at Wetwang Slack, East Yorkshire, including three chariot burials. The dates are analysed using a Bayesian approach, along with previous dates from the cemetery and from other chariot burials in the region. The model suggests that regular burial at Wetwang spanned the third and earlier second centuries cal BC, a shorter period than once thought, whilst the chariot burials all belong to a short‐lived horizon centred on 200 cal BC. The dating of brooch types present in the burials is also reassessed. Our results imply that brooches of La Tène D form appeared in Britain in the later second century cal BC, in line with Continental evidence, but reinforcing the void in the later Iron Age sequence revealed in a recent study of decorated metalwork. Both this apparent gap and the end of the classic East Yorkshire mortuary tradition may well be manifestations of the more general changes that swept across Europe at this period, ushering in the new forms of political organization and social practices that define the Late Iron Age.     

TRUTH IN THE BONES: RESOLVING THE IDENTITY OF THE FOUNDING ELITE THOROUGHBRED RACEHORSES

Our multidisciplinary study of historic Thoroughbred horses solves two long‐running mysteries in racing history. Eclipse, the greatest racehorse ever known, never lost a race. His skeleton is housed in the Royal Veterinary College, London; however, there is controversy over its authenticity. The 1880 Epsom Derby was won by Bend Or. In one of the great controversies of Thoroughbred racing, the owners of Bend Or were accused of swapping him with another horse, Tadcaster, whose maternal pedigree was more prestigious. Bend Or's skeleton resides at the Natural History Museum, in London. Eclipse and Tadcaster were both extremely popular at stud, and the vast majority of racehorses today are descendents. We compared mitochondrial DNA haplotypes of living and historic Thoroughbred skeletons, including those of Eclipse and Bend Or. Additionally, we compared skeletal morphometrics of Eclipse's skeleton with measurements taken at autopsy. Carbon and nitrogen stable isotopes of a range of skeletal elements were compared in order to establish that the Eclipse skeleton was that of a single horse. Our multidisciplinary data suggest that the putative skeleton is consistent with that of Eclipse. In contrast, mitochondrial DNA haplotype sharing indicated that the skeleton known as Bend Or is most probably that of Tadcaster.     

THE GRAND MENHIR BRISÉ: ITS FALL and FRACTURE

The stability of the Grand Menhir against high velocity winds, and its fall and subsequent breakage are analyzed dynamically. It is concluded that the present locations of the fragments indicate strongly that the menhir was indeed erected and that it broke on impacting with the ground. the Grand Menhir Brisé represents a unique example of breakage in which dynamical principles of solid mechanics have been found scientifically appropriate.     

THE BADBURY-SHAPWICK HOARD AND THE DATE OF THE MAIDEN CASTLE COINS FROM SIR MORTIMER WHEELER'S 1934–1937 EXCAVATIONS

Summary. Fifteen Celtic coins found during Sir Mortimer Wheeler's excavations have never been dated with precision. A hoard of similar coins, found in the vicinity of Badbury Rings hillfort gives us a yardstick for their chronology.     

Managing Neoliberal Urban Spaces: Commercial Property Development at Australian Airports

Airports are remaking Australian cities as they remake themselves as privatised enclaves of commercial entrepreneurialism. In line with overseas trends towards airport cities, all major federally leased Australian airports now derive a significant proportion of their revenue from non‐aeronautical property development. New land uses such as direct factory outlets, big‐box retailing, and even brickworks have proven most controversial. State governments, local councils, community groups, industry, and professional associations have expressed concerns about these commercial developments with statutory responsibility for development approvals vested solely in the federal government. The paper draws on the concept of ‘actually existing neoliberalism’ to interpret the making of the new market‐driven airport spaces, the controversies which have ensued, and the re‐regulatory interventions of the Commonwealth required to address community tensions. The debate about development of non‐aeronautical activities on federally leased airport land is explored through the lens of the National Aviation Policy Review. The recommendations of this Review aim to incrementally reconfigure the policy commitment to ‘light handed’ regulation but future planning conflicts seem inevitable.
