The French and Dutch ‘no’ votes in referendums on the European Union Constitutional Treaty have thrown the EU into turmoil. The messages from both referendums are that public dissatisfaction with European integration is widespread and there is a disjuncture between the views of citizens and those of elites. The original purpose of the process that produced the Constitutional Treaty was to bring the EU closer to its citizens. However, the text that was negotiated was an unwieldy document intended to satisfy diverse requirements but difficult to explain concisely. After the completion of negotiations some governments, for reasons of political expediency, took decisions to hold referendums on the treaty, but the future of The Treaty establishing a Constitution for Europe that took three years to complete is now uncertain. Furthermore, member states are divided about whether to press ahead with ratification after the two recent ‘no’ votes. What is the range of alternatives to member states if they wish to salvage the treaty or component parts? Finding a way through this current situation is the task the British government faces as it takes on the EU presidency from 1 July 2005.  相似文献

This article explores the path of methodological and epistemological negotiation travelled by a team of four geographers conducting research among people with transnational connections between northern New Jersey and El Salvador. Having illustrated that all data are contextual, feminist scholars have explored the power relations in which data collection is embedded in order to situate knowledge. The relationship between the dynamics of research teams and the broader political struggles with which they engage, however, remains a blind spot within feminist field methods and writing strategies deployed to 'see accountably'. The authors argue that there is an undertheorised relationship between the politics of academic research projects and the broader political movements with which they engage that may serve as a fertile intersection for feminist research. They explore relationships between team, field, and institutions in the context of negotiating difference among team members and their aspirations for the project. The article contributes to discussions of power, knowledge construction, and the politics of conducting fieldwork as a team by relaying experiences both from the perspective of individuals on the team and the team as a whole. The authors depict their objectives, successes, failures, and research politics; all part of a process of methodological becoming.  相似文献

ABSTRACT. This article examines ethnic stereotypes in biological race classification of Europeans between the 1830s and 1940s as part of political discourse on national identity. Anthropologists linked physical‐psychological types to nations and national character stereotypes through ‘national races’, achieving an often quite enduring international consensus on each race's mentality. The article argues that race mentality narratives were therefore partly dictated by their place within a dynamic interlocking European system. I focus on two key interacting elements that structured this system: the central role of the Germanic‐Nordic blond and the geographically uneven process of modernisation. I consider the spatiality of socio‐cultural and political factors ‘external’ to the stereotype system, such as geopolitics and modernisation, but also emphasise that discursive relationships between national stereotypes helped structure the international stereotype system. My conclusion argues for greater consideration of the influence of both scientific and international systemic factors in research on national identity.  相似文献

Research in coupled human and natural systems can be quite a cross‐disciplinary endeavour, requiring the combination of diverse concepts, methods, and approaches. While there is a wide recognition of the importance of incorporating different viewpoints, perspectives, and disciplines in achieving positive environmental and social outcomes, the methods through which such research is designed, specifically the processes engaged in, are largely absent from the literature. This presents challenges in research training for students in the field. This paper uses the example of a recent student project examining the management of Temperate Highland Peat Swamps on Sandstone to consider how research training might address project design, conceptual challenges, and methodological choices. The goal of this project was to build improved understanding of the role of context in the adaptive management of these endangered ecological communities from Commonwealth to micro‐local scales. The paper explores the complexities of integrating approaches and methods drawn from both social sciences and environmental sciences. Rather than providing a definitive ‘how to guide’ for conducting integrative cross‐disciplinary research, it offers food for thought on the processes involved in creating a research project which transcends boundaries between social science and environmental science that are easily entrenched in research training that is compartmentalised along discipline lines.  相似文献

Canada is an evolving human geography that has nurtured difference and made a unitary state impossible. In this short essay I allude to the historical-geographical construction of Canada and the type of confederation it encouraged. I show how deeply different identities are ingrained in the fabric of this country. As the state cannot provide equally for all these identities, I consider the special claims of Native peoples and French speakers, particularly in relation to those of multiculturalism, and argue that the country has a particular responsibility to those societies that were here before the Canadian state, and found it superimposed upon them. Overall, I try to show that Canadian patriotism, based less on an overriding meta-narrative (which the country had never found) than on an appreciation of difference and the responsibilities of citizenship, provides a welcome alternative to either an exclusionary ethnic nationalism or a borderless electronic postmodernity.  相似文献

The intrametropolitan distribution of economic activities and, specifically, the formation of suburban employment centres has become a major research and policy issue. In spite of an increasing number of detailed analyses of the geography of employment in individual metropolitan areas, no generally accepted and systematic methodology for identifying employment centres exists. Comparisons between metropolitan areas have been highly limited due to both a lack of consistent and comparable data and a plethora of methods. We first present an overview of various methods that have been used to identify employment centres. Using Montreal as a case study, we then evaluate the suitability of various methods in the light of available data on job location in Canadian metropolitan areas. The method that yields the best results is one based upon dual criteria applied at the census tract level: a total employment threshold and the ratio of employment to the resident workers. We use this method to identify the form of the Montreal space-economy in 1996. The identification of a suitable, although imperfect, method represents a first step towards being able to more objectively and systematically examine a wide range of issues concerning metropolitan economic structure.  相似文献

The 1964 general election was one of the closest in modern Britishhistory and resulted in the narrowest of defeats for the ConservativeParty, who had been in office continuously for thirteen years.In terms of the popular vote, the difference between the victoriousLabour Party and the Tories was just 0.3 per cent and—witha swing of just 3.5 per cent—the Labour majority in theHouse of Commons was only four, the smallest since Lord JohnRussell's Whigs in 1847. There were, of course, many differentfactors involved in the defeat, including the longterm damagecaused to the Conservative Party by the 'Profumo affair' andother security scandals. Yet, the issue that caused the greatestpolitical problems for the Conservative government in the run-upto the election was not a public scandal or the general managementof the economy, but a seemingly innocuous macroeconomic issueknown as resale price maintenance (RPM). The Macmillan and Douglas-Homegovernment's attempts to abolish RPM—a practice wherebyproducers would dictate the price at which their goods couldbe sold by retailers, thereby ensuring that prices were 'fixed'across the board—led to the biggest backbench rebellionsince Neville Chamberlain was forced out of office in 1940.During the RPM affair, Conservative MPs openly plotted againsttheir own government and threatened it with embarrassing defeatin a series of highly charged parliamentary votes. At one stagethe Conservative government's majority in the House of Commonswas reduced to just one vote. Party whips and managers foundthemselves unable to contain the rebellion, and even the Cabinetfound it difficult to remain above the fray, with several seniorministers strongly opposing the measures. Originally introducedby Harold Macmillan as part of an overarching policy programme,RPM abolition was highly controversial during his administrationand continued to overshadow that of his successor, Alec Douglas-Home.The Conservative government's attempts to legislate againstRPM culminated in an attempt to force through the controversialmeasures in the run-up to the general election. The measuresinvolved and the resulting rancour, fed by an anti-governmentcampaign organized by retailers and a large section of the press,split the party and alienated many 'natural' Conservative votersm the country. This study seeks to explain the issue of RPMabolition and its origins within the context of the two successiveConservative administrations, and to assess the political rationalebehind the controversial decision to proceed with the ResalePrices Bill in Parliament. The intention is not to show thatRPM abolition in isolation was responsible for the ConservativeParty's defeat in 1964, but rather to demonstrate that the directand indirect effects of the whole issue were crucial to theelectoral fortunes of the Conservative Party in one of the closestgeneral elections in modern British history.  相似文献

The recent introduction of standardised achievement tests in several provinces has created an opportunity for Canadian geographers to contribute to public and theoretical debates. Geographers are well‐equipped to comprehend and analyse the effects that neighbourhoods have upon pupil achievement. Independent of family background and school funding, such effects may be stronger in education than in other fields, such as voting behaviour and health research, but they have been ignored in recent public debates. They should be considered if informed judgements are to be made about whether specific teachers, schools, and boards are doing an adequate job. Analysis of the Ontario Grade 3 test results for 1997 in public schools in the City of Toronto and in Hamilton‐Wentworth indicate that social class had a greater effect on pupil achievement than language background. Differences in the determinants of achievement between these two urban centres may be attributable to local variations in occupational structure and residential patterns. L'introduction récente en éducation des tests de compêtences standardisés, dans plusieurs provinces, offre aux géographes canadiens l'occasion de contribuer aux débats publics et théoriques. Les géographes sont bien placés pour comprendre et analyser les effets de quartier sur le rendement scolaire des élèves. Indépendamment du milieu socioculturel et du financement scolaire, ces effets ont peut être plus d'impact en éducation que dans les domaines tels que le comportement électoral et la recherche dans le milieu de la santé, cependant, ils demeurent à l'écart des débats publics. Ces éléments doivent être considérés si l'on prétend juger en connaissance de cause l'efficacité et le rendement des écoles, le corps enseignant et les conseils scolaires. L'analyse des résultats d'examens de l'Ontario en 1997, pour les élèves des écoles publiques de la troisième année des villes de Toronto et Hamilton‐Wentworth, démontre que la réussite scolaire est plus liée au niveau socio‐économique qu'à l'origine linguistique.
