The Bronze Age barrows on the downs of southern England have been investigated and discussed for nearly 200 years, but much less attention has been paid to similar structures in the areas of heathland beyond the chalk and river gravels. They were built in a phase of expansion towards the end of the Early Bronze Age, and more were constructed during the Middle Bronze Age. They have a number of distinctive characteristics. This paper considers the interpretation of these monuments and their wider significance in relation to the pattern of settlement. After the Emancipation Act of 1833 officially abolished slavery in the British empire, it became clear that the anti‐slavery coalition was even more tenuous than many had believed. The expectations created by reform, and by the previous measures removing disabilities on dissenters and catholics, sent the various elements within the anti‐slavery camp in different directions. This splintering of efforts was especially true of evangelicals in parliament. During the next four years, the anti‐slavery leader, Thomas Fowell Buxton, went through a reorientation as he worked to make sense of his priorities under new political conditions. Although involved with many issues of the day, Buxton came to focus on the plight of aboriginal peoples in the British empire and then formulated his proposals to end African slavery. Buxton's shift represents a larger one for evangelicals in England. While they could not all agree on the benefits or morality of poor law reform or the appropriate way to handle the Irish Church question, most could agree that the peoples coming under British rule should have their rights protected, especially if it opened a way for further missionary activity. By 1840, Buxton's efforts provided a set of concepts and an agenda for many people of otherwise diverse political bent. Domestically, the evangelical communities in Britain might disagree on what policy and programmes served their civilisation best; but they all agreed that Britain's growing empire needed to be directed in a way that promoted christianity and commerce, and hence the spread of ‘civilisation’.  相似文献

A truly democratic European Union seems to have become the graal of European politics, the project's redemptive promise and unreachable horizon. Much has been written about the gap between promise and performance and about the obstacles to EU democratization. Here, we suggest that one way to apprehend the ‘democratic deficit’ debate as it has evolved in the wake of the euro crisis is to think of it as a ‘democratic trilemma’. We argue that European legitimacy requires responses in different realms: first, an acknowledgement of Europe's ‘transnational democratic interdependence’; second, an anchoring of the functionalist European superstructure in ‘national democratic legitimacy’; and third, a grounding of both European and national power in ‘local democratic legitimacy’. While the very notion of trilemma points to the tensions that arise in trying to satisfy these requisites simultaneously, we nevertheless need to look for ways of alleviating the trilemma rather than coming up with democratic magic bullets in a single one of these realms. While our main goal is to reframe and open up the debate around the key concepts of empowerment, mutual recognition and flexibility, we also provide examples of what this may mean.  相似文献

Community capacity building is a common goal for programmes and policies involving Indigenous peoples, but it relies heavily on organisational capacity to work effectively in intercultural settings. This paper reviews the organisational capacity of the senior leaders of Australian Red Cross and institutional efforts to build a culturally appropriate and respectful organisation. It reports results from a survey of the organisation's leadership team and follow‐up interviews undertaken in 2010, reviews the challenges facing the organisation in working with Aboriginal and Torres Strait Islander Australians, and considers institutional progress in building internal capacity to lead change in working with Aboriginal and Torres Strait Islander Australians. The paper concludes with discussion of wider implications of this research.  相似文献

ABSTRACT. This article seeks to understand why attitudes towards homosexuality in Latvia appear to be more intolerant than in all other EU member states. It argues that, while the impact of religion, the legacy of communism and post‐communist transition have all played a role in shaping attitudes towards homosexuality in Central and Eastern Europe, these factors do not explain sufficiently the divergence among post‐communist states and, in particular, do not account for Latvia's extreme position. While acknowledging that intolerance towards non‐heteronormative sexuality cannot be explained by a single factor but is the cumulative effect of a range of social influences, this study argues that homosexuality is particularly reviled in Latvia because it has been constructed discursively as a threat to the continued existence of the nation in its desired ethnic form and to the core values defining Latvian national identity.  相似文献
