Abstract

William Waldegrave Palmer, second earl of Selborne, took up his appointment as first lord of the admiralty in the marquess of Salisbury's third administration on 1 November 1900. This was Salisbury's recently acquired son-in-law's first experience of high office. Initially, as will be seen, Selborne regarded France and Russia as constituting the sole threat to British naval supremacy. Indeed, for reasons entirely to do with ‘economy’s, he was prepared to envisage the making of an alliance with Germany. He maintained this stance throughout 1901. At some point in the course of 1902, however, he displayed a dramatic change in outlook, which it is the purpose of this article to describe and, by pinning down the date with more precision than did Selborne himself in correspondence with Arthur J. At a time when Japanese foreign policy was constrained by the legacies of war and the exigencies of the Cold War, hosting the 1964 Tokyo Olympics was conceived as an alternative means of engagement with the international community. The sporting diplomacy of the Tokyo Olympics centered around elevating Japan’s international position by engaging the people of the world on a grassroots level. The pervasive notion that sports are separate from politics helped smooth Japan’s return to the international community, while concerns about the image presented to foreign audiences motivated efforts to internationalize Japan, in terms of both the physical infrastructure of the capital and attitudes of the people. The development of infrastructure for the Games—including new buildings, roads, and trains, and even a satellite to facilitate live international broadcast—all contributed to making Japan more “international.” The event was a great success for Japan, both athletically and diplomatically, and sports diplomacy became a lasting component of Japan’s foreign policy, still used today to promote international connections and develop greater knowledge and understanding of Japan. At the same time, this build-up of soft power also cleared the way for the development of greater hard power by Japan.  相似文献

This article examines Canada's role in post-war planning for international civil aviation and how it was influenced by plans emanating from both London and Washington. Canadian aviation policy was driven by ambitions not easily reconciled: collective-security idealism; commercial advantage; the desire to reconcile British and US policies; and to raise Canada's international profile. These issues are explained and analysed in the lead-up to and in the events of the Chicago International Civil Aviation Conference in November–December 1944. What emerges challenges a considerable part of the conventional wisdom about Canada's diplomacy and the role it played at Chicago through a more nuanced picture of both motives and the stage upon which the civil-aviation drama was played out.  相似文献

The rock art in Altamira Cave was the first ensemble of Palaeolithic parietal art to be identified scientifically (Sautuola, 1880). Due to the great thematic, technical and stylistic variety of the art in the cave, which constitutes one of the most complete Palaeolithic art ensembles, Altamira was listed as World Heritage by UNESCO in 1985. Uranium-series dating has recently been applied to figures on the decorated ceiling in the cave. Several motifs are partly covered by thin layers of calcite precipitates, whose formation process is datable by this method. The results provide the date when the calcite formed, which gives a minimum age for the underlying depictions. These results confirm that the parietal art at Altamira was produced during a prolonged period of time, at least 20,000 years (between 35,000 and 15,200 years ago), and that part of the ensemble corresponds to the Aurignacian period.  相似文献

Recent lidar and pedestrian surface surveys have remapped the well-known Mesoamerican site of Izapa and the surrounding Soconusco piedmont. These data document: 1) occupation from the surrounding piedmont environment, 2) significantly larger estimates of the site's size during both the Formative and Classic periods as well as 3) new architectural features from the monumental site core. Methodological issues are outlined for combining high precision lidar mapping with ground truthing and pedestrian survey that focuses on surface collection of temporally diagnostic artifacts. Results are presented for 670 mounds documented in an area of 43.1 sq km in and around the ancient capital of Izapa.  相似文献

The chemical composition of twenty glass bracelet fragments found in Nuf?ru, a Byzantine site from 10th–13th centuries A.D., nowadays located on Romania's territory, has been determined using Particle Induced X-ray Emission (PIXE) and Particle Induced Gamma-ray Emission (PIGE) in external beam mode. Most of the Byzantine bracelet fragments were identified as “mixed natron-plant ash” soda-lime-silica glasses. The obtained chemical compositions indicated that the manufacturing of these finery items was performed using similar raw materials and techniques, in most of the cases involving colored glass recycling. PIXE–PIGE results highlighted the glass chromophores (cobalt, manganese, copper and iron ions) and provided hints about the mineral pigments used to paint the external surface of some bracelets.  相似文献

A correct sex assignment of a given bone or bone fragment is of paramount importance for the archaeologist, anthropologist and in forensic medicine. Discriminant functions, combining several anthropometric measurements obtained from individuals with known sex are useful tools for this purpose, but it is essential to know exactly the sex from which the measures are obtained. This is an easy task in modern populations, but it is problematic in ancient ones, since even when the entire skeleton is available, diagnosis of sex is not 100% accurate. Sexing by genetic methods by amplifying the first intron of the amelogenin gene constitutes a much more accurate method for sexing bones and may be the gold standard for further elaboration of discriminant functions which may serve for sexing new bones dug up in future excavations. With this aim we have genetically sexed 52 (out of 59) tibiae belonging to the prehispanic population of El Hierro, in the Canary Islands, identifying 18 women and 34 men, and then, performed discriminant functions combining several anthropometric variables. These functions show a high accuracy in sex diagnosis (94.2%; area under ROC curve = 0.954 with the best of the functions), so that they allow correct sexing of tibiae or tibiae fragments (only proximal third, distal third or midshaft). Thus, genetic sexing obviates the problem of finding an accurate gold standard for the elaboration of discriminant functions for ancient bones. This method could be applied to other populations of different antiquity and different ethnicity.  相似文献
