罗马帝国的地方政府——以不列颠为例

本文通过分析罗马政府在不列颠的运作以揭示元首制时期罗马行省体系的运作机制。对总督及代理官任命之考察表明,罗马官员具有非职业性,他们生活在相对固定的晋升体系中,一生需要出任诸多不同职位,并没有为出任某个职位接受专门训练,所以无法发展出专业行政知识。此外,元首制时期官僚机构尚未增生,行省中罗马官员的数量屈指可数。这些都为地方自治开辟了空间。在某些罗马势力不易渗透的地方,地方自治政府在征服初期以藩属国的形式出现。随着时机成熟,藩属国作为一种权宜之计逐渐被具有高度自治权的城市所代替。城市里的地方官员在刑事案件之审理和直接税之征收方面发挥了重要作用。尽可能把行政负担转嫁到地方政府身上是罗马帝国正常运转的奥秘所在。     

公元前五世纪雅典法令铭文十篇译注

本文所选铭文系雅典在公元前5世纪中叶颁布的部分法令,集中反映出作为盟主之邦的雅典在政治、经济及司法等诸多方面对盟邦主权的肆意践踏,是解读该时期雅典历史的重要原始资料。国外古典学界对古希腊传世铭文的释读与研究极为重视,其中较权威的选本为R·梅格斯与D·刘易斯整理的《希腊历史铭文选》,亦是本文所依据的文本。     

高拱《病榻遗言》考论——与赵毅教授商榷

赵毅教授撰文提出,张居正倒台原因中包含高拱权谋"因素",此说值得商榷。本文认为:《病榻遗言》刊刻问世于万历三十年至三十一年之间,不在万历十年至十二年之间,故与张居正身后罹难无涉;该书是高拱对隆庆六年正月至万历元年二月之间发生的诸多政治事件的真实记录,并非不实之词;该书是当事人记述的回忆录,绝不是"为其身后报复政敌"的所谓"政治权谋"、"巧妙政治设计",因而不可能影响到万历十年以后的明代政局。     

朱舜水在日活动再考

朱舜水在日期间,除了一些翔实可考的典型事迹外,也留下了许多难以破解的疑点。由于这些疑点多散落在复杂隐微的生活背景中,也浮现于当事人矛盾苦恼的精神世界里,因此,钩沉和破解这些疑点,或许能为人们了解朱氏本身的复杂性和中日关系的复杂性,提供经典历史叙事之外的观察可能。这种可能,对于立体把握特定时期历史人物的本然状态,当有补益。     

先秦“五至”论与帝道、王道、霸道说——由《鹖冠子·博选》篇说起

《鹖冠子·博选》篇写于秦代,其主要思想是五至论。本文由该篇入手,探讨五至论的理论渊源,五至论所涉及的先秦诸子帝道、王道、霸道说,以及各学派对帝道、王道、霸道的不同看法,并对产生此三道说的时代背景做简要论述。     

乌尔第三王朝温马地区法庭判案文件译注与简析

乌尔第三王朝时期的法庭判案文件,苏美尔语称为"di-til-la",意为"最终裁决".吉尔苏出土文献最多,在温马也出土了少数泥板,基本上属于财产争诉案件.与吉尔苏的相比,温马的法庭判案文件有自己的特点.本文根据出土于温马地区的20块判案泥板文书,探讨了乌尔第三王朝时期温马地区的民法案例以及涉及的经济和社会制度.
