Evaluation als Perspektive für die Geographie?

Programme wie „Stadtumbau Ost“, „Stadtumbau West“ oder „Soziale Stadt“ haben dazu geführt, da? über Wirksamkeit und Erfolg solcher Ans?tze eine lebhafte Diskussion in Gang gekommen ist. Insbesondere auf politischer Seite besteht Bedarf, den Erfolg von Projekten zu überprüfen, um St?rken und Schw?chen aufzudecken und die hohen finanziellen Mittelaufwendungen langfristig zu rechtfertigen. Die Evaluation bietet dazu eine M?glichkeit, die wissenschaftlich fundierte und klare Ergebnisse liefern sowie Handlungsempfehlungen aufzeigen soll. Dazu wird es immer wichtiger, die Evaluation auf einem hohen und gesicherten Qualit?tsniveau zu professionalisieren und einen Diskussionsproze? in Gang zu setzen. DIPL.-GEOGR. SONJA PINIEK und DIPL.-GEOGR. GISELA PREY sprachen mit PROF. PETER SEDLACEK, Lehrstuhl für Wirtschaftsgeographie und Regionalentwicklung an der Universit?t Jena, über Chancen und Perspektiven in der Evaluationsforschung für die geographische Praxis und Ausbildung.     

Beyond the German Model of Capitalism: Unorthodox Local Business Development in the Cologne Media Industry

On the basis of a media firm-survey and the measurement of in-town enterprise concentration, this paper explains the extraordinary sub-sectoral specialization and the spatial concentration towards radio and television in a German city: Cologne. A peculiar mix of institutional support, typical of German capitalism and unorthodox deviance from such arrangements is discovered in all matters of collective goods provision, including vocational training, enterprise financing, etc. Using a case study-approach, this article shows how the German model of capitalism can be rearranged for new markets on the local level, successfully overcoming institutional constraints by informal cooperation and institutional entrepreneurship.
