La mobilité forcée des personnes utilisatrices de drogue par injection et inhalation en situation d'itinérance à Montréal

This article focuses on the various actors in the urban setting who contribute to the increase in the forced mobility of homeless injection drug users and crack smokers in Montréal, Canada. The objective is to analyze who these actors are and how they contribute to increasing this forced mobility from the perspective of homeless injection drug users and crack smokers in relation to three needs : basic needs, acquisition of financial resources, and drug use. One hundred and six semi-structured interviews were conducted among this population. The results indicate that various actors—police officers, community organization, peers, municipal administration, storekeepers, and residents—contribute to the forced mobility of this population in their daily activities. As for their needs, it is when they use drugs, sleep, or loiter that they are more likely to experience events of forced mobility. Police officers are by far the actors who contribute the most to this, often in a repressive way. The role of the municipality is also a determining factor in the daily activities of homeless injection drug users and crack smokers.

PANEL DATA MODELS WITH SPATIALLY DEPENDENT NESTED RANDOM EFFECTS

This paper focuses on panel data models combining spatial dependence with a nested (hierarchical) structure. We use a generalized moments estimator to estimate the spatial autoregressive parameter and the variance components of the disturbance process. A spatial counterpart of the Cochrane‐Orcutt transformation leads to a feasible generalized least squares procedure to estimate the regression parameters. Monte Carlo simulations show that our estimators perform well in terms of root mean square error compared to the maximum likelihood estimator. The approach is applied to English house price data for districts nested within counties.     

The Political Economy of Electrical Power Generation

This article examines the procurement practices of Canada s three largest electric power utilities, Ontario Hydro, Hydro Quebec, and B.C. Hydro in terms of their impact on the technological development of the electrical power equipment industry in Canada. The theoretical underpinnings of this analysis are that under certain economic, technical and institutional conditions, procurement as managed by large publicly owned corporations with a high level of technical capacity can be a powerful instrument of industrial innovation. The paper describes how in the face of weakening market power following the twenty-year expansion phase in the industry (1960–80) and global restructuring among electrical power equipment suppliers, the three utilities have been forced to reassess conflicting commercial and technological objectives. The authors point to Hydro Quebec's signing of a recent series of strategic production agreements with key suppliers as an example of a new approach lo procurement through concentrated use of limited market power in critical product areas. The paper concludes that the distribution of risks involved in technology development between buyers and sellers is dependent on market structures. Secondly, the nature of these client-supplier interactions in management of risk will reflect the internal coherence of an organization's commercial and technological strategies.
