Abstract

China’s emergence as a global development actor has implications for developing countries and “traditional” donor agencies. Its current provision of foreign aid and other forms of development assistance to developing countries throughout the world presents both opportunities and challenges for all actors. At the same time, China’s growing need for natural resources and its policy of securing access through state-led “resource diplomacy” are causing concern. While most scholars and commentators are focused on the “China in Africa” dimension, China’s engagement in the South Pacific region has also been growing rapidly over the past decade and offers some interesting and unique insights. This article examines the dynamics of China’s provision of foreign aid and its quest for natural resources in the South Pacific region, with comparative references to other regions. Drawing particularly upon interviews and site visits in Fiji and Papua New Guinea, it argues that although major commercial resource contracts do appear to be supported by Chinese Government assistance, resources deals are not explicitly part of Chinese foreign aid in the region.  相似文献

Australia's international education serves as public diplomacy, essentially engaging and influencing public audiences in ways that progress Australian foreign policy priorities and national interests. The multidimensional and increasingly globalised nature of international education presents enormous opportunity for vital exchange and interactions between and with students, academics and communities via onshore and offshore modes of delivery. Positive experiences of student mobility and the development of intellectual, commercial and social relationships can build upon a nation's reputation, and enhance the ability of that nation to participate in and influence regional or global outcomes. This is ultimately the essence of soft power. While Australia has made significant commercial gains through international education, it has fallen short of realising the soft power potential inherent in the volume and depth of interactions, relationships and achievements resulting from it, particularly in the Asian region, where Australia's international education sector continues to be most active. This article argues that there is a soft power benefit in recognising international education as public diplomacy, though acknowledges that challenges exist in connecting the soft power aspirations to reality. Findings suggest that there is room for more coherent public diplomacy leadership and inter-agency coordination, improved evaluation and expanded dialogue both within the sector and the broader community.  相似文献

Law is central to the construction of sanctity in Adam of Eynsham’s Magna vita of Hugh of Lincoln (1186–1200). Hugh had no formal training in canon law, and, beyond the Magna vita, there is no evidence to suggest that he was a particularly proficient judge. If that lack of legal training was not a problem in Hugh’s lifetime, it had become a more sensitive issue by c.1212, the date of the composition of the Magna vita. Rather than ignoring the law, or denying its importance, Adam attempted to demonstrate that Hugh received mastery of legal argument as a divine gift, and multiple miracles involve Hugh correcting legal scholars. Recognising these careful patterns of construction raises problems for reading Adam’s Magna vita. While Adam has traditionally been characterised as a truthful biographer, this reading suggests he was engaged in a more complex project of marrying sanctity to legal learning.  相似文献

This article approaches Chilean filmmaker Alicia Scherson’s first feature-length film, Play (2005), from the perspectives of mobility and social cartography in relation to the spatial practices of the main characters. Through the paradigmatic figure of the flâneur, the article explores the representative function of both the characters’ and the camera’s drifting itineraries across the city, as they subtly perform a peripatetic cartography of present-day Santiago. The diegetic threads that are spun by the characters progressively interlace to weave an urban text which lays bare – as they are transgressed – a series of frontiers that cut across the cityscape. The film maps out two very different human geographies of post-dictatorship Chile, a lived urban space that reveals the stark social divide propping up the nation’s neoliberal economic structure. Scherson’s roving camera engages in a politics of perception which invites the spectator to view the city differently, thus exploring the possibility of upsetting this divide.  相似文献
