International and Regional Responses to the Aral Crisis: An Overview of Efforts and Accomplishments

An authoritative U.S. analyst of Central Asian water management problems, and former advisor to the Uzbek government on water management issues, surveys the nature and effectiveness of international and regional programs to mitigate the Aral Sea crisis. After first reviewing the history and magnitude of the crisis, the author assesses international and regional assistance programs during the late Soviet period and subsequent initial years of independence for the Central Asian republics within the Aral Basin. A concluding section includes policy recommendations based on the author's extensive experience in the field and familiarity with many of the principal organizations involved. Reconceptualizing Major Policy Change in the Advocacy Coalition Framework: A Discourse Network Analysis of German Pension Politics

How does major policy change come about? This article identifies and rectifies weaknesses in the conceptualization of innovative policy change in the Advocacy Coalition Framework. In a case study of policy belief change preceding an innovative reform in the German subsystem of old‐age security, important new aspects of major policy change are carved out. In particular, the analysis traces a transition from one single hegemonic advocacy coalition to another stable coalition, with a transition phase between the two equilibria. The transition phase is characterized (i) by a bipolarization of policy beliefs in the subsystem and (ii) by state actors with shifting coalition memberships due to policy learning across coalitions or due to executive turnover. Apparently, there are subsystems with specific characteristics (presumably redistributive rather than regulative subsystems) in which one hegemonic coalition is the default, or the “normal state.” In these subsystems, polarization and shifting coalition memberships seem to interact to produce coalition turnover and major policy change. The case study is based on discourse network analysis, a combination of qualitative content analysis and social network analysis, which provides an intertemporal measurement of advocacy coalition realignment at the level of policy beliefs in a subsystem.     

Devolution and the modernization of local government: Prospects for spatial planning

The creation of devolved administrations in Scotland and Wales, coupled with the proposals for the English regions are creating new operational environments for local government in different parts of the UK. This paper reviews both the key factors affecting these new environments and their relationship with local government. The paper assesses the factors influencing the context for change, and considers these comparatively within England, Scotland and Wales. Attention is focused on emerging forms and practices of spatial planning within the devolved countries at the local level, caused by sub-national, local and community institutional change. Spatial planning is utilized as an example of the changing nature of central–local government relationships within the UK. The article concludes that there is evidence of convergent and divergent trends occurring at different speeds within the three countries and that the new local government relationships in Scotland and Wales may be more defined as a direct consequence of devolution. In England, by contrast, the new relationships between local government and central government appear more complex, not least as a result of the emerging picture of governance being brought about by regionalization. This leaves the future structure and powers of spatial planning within English local government more uncertain at the present time.
