The literature on the Western city as a site of "actually existing neoliberalism" has done much to expose the injustices wrought by new modes of urban governance. In particular, this literature has highlighted the increasing exclusion of minority groups from the spaces of the central city. To date, however, there has been little sustained exploration of the gendered dimensions of this process. In this paper I offer such a gendered reading, suggesting that neoliberal policy serves to recentre masculinity in the cityscape at the same time that it encourages capital accumulation. I demonstrate this by noting some of the forms of revenge currently being exacted on prostitute women in Western cities, reading such actions as symptomatic of urban policies that serve both capital and the phallus. In conclusion, I suggest that the conceptual framework of neoliberalism is useful for making sense of contemporary urban restructuring, but only if we recognise that the resulting city can be mapped along axes other than those fixated on capital and class. 相似文献

Changes in epistemology in biosciences are generating important spatial effects. The most notable of these is the emergence of a few 'Bioscience Megacentres' for basic and applied bioscience medical and clinical research (molecular, post-genomic, proteomics, etc.), biotechnology research, training in these and related fields, academic entrepreneurship and commercial exploitation by clusters of 'drug discovery' start-up and spin-off companies, along with specialist venture capital and other innovation system support services. Large pharmaceutical firms that used to lead such knowledge generation and exploitation processes are becoming increasingly dependent upon innovative drug solutions produced in such clusters, and megacentres are now the predominant source of such commercial knowledge. 'Big pharma' is seldom at the heart of megacentres such as those the paper will argue are found in about four locations each in the USA and Europe, but remains important for some risk capital ('milestone payments'), marketing, and distribution of drugs discovered. The embedding of these processes also creates major new regional disparities, which some regional governances have recognised, causing them to develop responsibilities for regional science policy and funding to offset spatial biases intrinsic in traditional national (and in the EU, supranational) research funding regimes. Responses follow a variety of models ranging from market-following to both regionalised (decentralising by the centre) and 'regionalist' (ground-up); in each case, the role of megacentres is justified in health terms. But their role in assisting fulfilment of regional economic growth visions is also clearly perceived and pronounced in policy terms. 相似文献

In the post logging era, Sarawak is being restructured to make way for large‐scale oil palm plantations. In this restructuring, the vulnerabilities of particular areas are being used in a wider battle to control production, particularly for export. Native customary lands, considered ‘unproductive’ or ‘idle’ by officials, are the target of oil palm plantation development under a new land development programme called Konsep Baru (New Concept). Abstract: The offshoring of business processes from the global North to low‐cost countries of the global South has grown spectacularly in the current decade. Self‐evidently, transnational relocation presents considerable challenges for organised labour since it suggests both a ‘race to the bottom’ in respect of pay, conditions and workers' rights and wholesale redundancies in the developed economies. This paper examines the specific case of the migration of call centres from the UK to India and trade union responses in both geographies. Informed by theoretical developments, insights and evidence from diverse disciplines and literatures, the authors concur particularly with Herod's conviction that union strategies to counter TNCs should not be counterposed between ‘organising globally’ and ‘organising locally’and that ‘organising at both scales simultaneously may best serve their goals’. Following reflection upon the nature of the call centre and consideration of important contradictions in the offshoring process, we present evidence of UK union responses ranging from the nationalistic, even xenophobic, to the internationalsist, and conclude that membership mobilisation on a principled basis has been key to the limited successes unions have achieved. The paper also evaluates developments in India and the emergence of an embryonic organisation UNITES which is attempting to organise its call centre and business process outsourcing (BPO) workforce. The paper examines how the localization of multinationals can be linked to the globalization of local business networks, particularly whether domestic linkages with foreign subsidiaries can facilitate the internationalization of local suppliers. Detailed interviews were held with 16 suppliers and 8 foreign investors in both the Scottish oil-gas and electronics industries. The results highlight the importance to suppliers of 'piggy-backing' multinationals into new markets, but show its greater significance in the oil-gas industry. The paper concludes that piggy-backing is dependent on the strength and value of domestic links between suppliers and subsidiaries. Industry-specific factors determine the intensity of these linkages. The implications for such developments are being absorbed by planning and economic development policy-makers at regional and national levels, as supplier and investor development is increasingly being placed within a wider policy framework of cluster development. 相似文献
