Using Rural Water Supply (RWS) policy practices as a case study, this article shows that the disjunction between implementation as formally conceived and informally practised is not a question of ineffective policy cycle dynamics, but rather an inherent feature of Vietnam’s Cultural Political Economy. Drawing on critical realist approaches to social and state theory, we argue that formal and informal RWS policy practices, as a set of two interconnected spheres, serve as key, separate but connected, mechanisms for reproducing the distribution of material resources (primarily through the informal sphere) and the hegemony of ideas (primarily through the formal sphere) in Vietnamese society. We conclude that the formal, administrative practices of RWS policy are primarily to be understood in their function of reproducing the idea of the state and state legitimacy. RWS administrative practices function to sustain the core social and political order in Vietnam as institutionalised in “the state”, rather than being primarily oriented to improving rural water supply. The findings raise questions for donor-supported programs that focus on formal administrative institutions and practices for improving the performance of the water sector.  相似文献

The simple case against the philosophic practice of exoteric writing is that it takes too long. Especially short of time are those who would contribute to or even attempt to keep up with the advance of what used to be called natural philosophy. The assumption of progress in science has been purchased with the relentless specialization of its practitioners. The domination of the economy of Newcastle upon Tyne by the coal industry during the seventeenth- and eighteenth - centuries is well known. Many ships arriving to collect a cargo of coal did not carry cargo but carried ballast, often in the form of sand or gravel. Over many years a vast quantity of ballast was deposited along the banks of the river, often spilling into the water, causing obstruction to river traffic. The management of ballast became a major pre-occupation for the Burgesses of Newcastle and a complex organisation evolved to manage the problem. Ships masters paid fees to the town to deposit ballast at ballast staiths which was then conveyed to the ballast hills at some distance from the river. The cumulative amount of these fees provided a substantial income both to the town and the Ballast Conveyors who leased and ran the ballast staiths, resulting in significant competition between the leading citizens in the town to obtain a lease to work a ballast shore. The ballast trade and its associated social, political and business networks played a very important and previously little understood role in the economy of Newcastle during this period.  相似文献

In autumn 793, Charlemagne visited the fossatum magnum (the ‘big ditch’ or canal) between the Rhine and Danube. Excavations, dendrochronology and a re‐reading of Carolingian Annals shed new light on the chronology and setting of this canal, which was planned in 792, initiated in 793, and abandoned later that year. The abandonment is attested by both written and archaeological evidence. The different versions of the annals offer a unique opportunity for comparison with the archaeological record. Evidence that works of Vitruvius circulated in the Carolingian court suggests that Charlemagne’s advisers were drawing on classical tradition when they pitched the idea of digging the canal.  相似文献

Stilt structures in the inter-tidal zone or over shallow water on fringing reefs are widely accepted as a feature of settlements of the Lapita cultural complex in Near Oceania. Claims for similar structures in a pre-Lapita context at the Apalo site in the Arawe Islands, New Britain, Papua New Guinea, have been queried on several grounds. Re-evaluation of the Apalo evidence, together with 10 additional AMS radiocarbon dates, establishes human activity associated with some form of structure and possibly with a ground stone axe about 400–500 years before the Lapita pottery occupation. The paucity of occupational refuse suggests a non-residential structure perhaps associated with water transport. Comparisons with the older Dongan midden site in the Sepik-Ramu basin suggest stilt structures were probably used there as well. An apparent shift in depositional processes between the pre-Lapita and Lapita use of Apalo could reflect changed sea conditions arising from increased ENSO activity.  相似文献

Research recommenced at Tell Abraq in 2007, carried out by Bryn Mawr College with an international team in co‐operation with the Sharjah Archaeology Authority. Between 2007 and 2010 fieldwork was limited to documenting sections of the previous excavations and one small sounding while our attention focused mainly on the nearby shell‐midden site of Hamriya and the fortified Iron Age settlement site of Muweilah. Since 2010, large‐scale excavations have been conducted which have fundamentally altered our understanding of the layout of the settlement and its economic relations during the second and first millennia BC. In this report, we detail the results of this work and present preliminary interpretations.  相似文献

In late 1860, Charles Mudie’s plans to expand his circulating library inspired his detractors and competitors to challenge the validity of his ‘right to selection’ – the process by which he chose which texts he would loan from his library. Over the next few months, prominent periodicals featured correspondence and editorials that decried or supported Mudie’s ostensible monopoly over literary exchange. While the initial argument was economic, the dispute extended beyond economics to religion, literary quality and culture. To connect these disparate fields, writers turned to the politics of interpretation: that is, whether specialists should define literary culture, or if a public comprised of individual, ‘common’ readers should determine their own standards for books. Mudie’s opponents advocated for individual readers’ right to read what they liked, how they liked. His supporters argued that the public needed specialists to guide their literary tastes. The resulting exchange about what I call the ‘literary public’ amplified conversations integral to the burgeoning field of literary studies as it was emerging in the London colleges through the 1850s and 1860s. The contributing authors, publishers and critics justified or refuted ideas foundational to the establishment of English literature as an academic study for the common reader. As part of the mid-century confrontation between popular literary consumption and academic culture, the Mudie debate helped to politicize the reception and circulation of English literature.  相似文献
