The Soviet program to proceed from further expansion of the grain area in the semi-arid steppe zone to intensification of graingrowing in the humid Nonchernozem Zone after decades of neglect is considered a landmark decision in the history of Soviet agriculture. If successfully carried out, the Nonchernozem program might yield by the late 1980s a grain increment equivalent to the amount now being imported by the Soviet Union for its own needs and for re-export to its allies. The implementation of the Non-chernozem program would also have consequences for regional grain-production patterns in the Soviet Union. The Nonchernozem Zone would be in a position to make a more significant contribution to the demand for grain in the industrial centers of European Russia, thus easing the pressure on the virgin lands of northern Kazakhstan and reducing the need for the present long grain hauls. Finally, a greater shift of grain production into the humid Nonchernozem would be in keeping with a program of water economies since grain output in the humid zone requires less than half of the water needed for grain production in the arid zone. The success of the Nonchernozem program is conditioned on greater attention to the development of rural infrastructure, particularly roads, which the author considers a key element in upgrading the agriculture of the region. 相似文献

AbstractThis essay, beginning with the proposition of Confucius being born with knowledge, aims to illustrate the sacred imagination Zhu Xi has on Confucius, as well as how the former utilizes specific hermeneutical strategies to maintain the image of the latter. The essay first places in order theories from scholars in the past, regarding “sages being born with knowledge,” then goes on to examine the exegesis Zhu had on the fact that Confucius has “Inborn Knowledge”; followed by a revelation on how Zhu has made use of the concept of “Expression of Modesty” to resolve textual conflicts caused by the affirmation of such knowledge. Finally, limitations of Zhu's hermeneutical strategies are critically examined, so as to exhibit the correlation between commentators of the Classics and the time they live in. The investigation can deepen our understanding on the hermeneutical tradition of Confucianism, hence producing a complementary effect on recent studies. 相似文献

Charisma is one of the most common explanations for the success of political leaders in obtaining the support of the mass public. Yet authors employing the concept typically begin their analyses by simply assuming the presence of charisma, foregoing more rigorous analyses, including the consideration of alternative explanations for public appeal. Thus, charisma becomes a post hoc attribution, a residual category of explanation that is difficult to evaluate objectively. This article examines the concept of charisma in the context of the American presidency by testing for its consequences, including presidents obtaining unusually high levels of support, support from unusual sources, or especially intense and committed support, or successfully leading public opinion on matters of public policy. I particularly focus on the best-case tests of John F. Kennedy and Ronald Reagan. Unable to find systematic evidence of some special form of leadership that we might characterize as "charismatic," I conclude that the concept of charisma is neither salvageable analytically nor helpful empirically. 相似文献

ABSTRACT This article traces the ideology that allowed Christian civilization to conquer the world. It opens with a view of biblical “national” foundation myths, the Exodus and the Babylonian Exile, and shows how this ideology also allowed for ethnic cleansing, if not genocide, and how those played a dominant role in the mind of western Christians who simply adopted the biblical attitude to foreign nations as their own. 'Britain' and 'cultural landscape' as used here are defined. The World Heritage categorisation provides the basis for a brief review of the range of such landscapes in Britain, with specific examples being named and briefly characterised. Relict landscapes are particularly noted. 'Threats to cultural landscapes are identified as of both development and decrepitude. A short discussion of the purpose and viability of cultural landscapes in Britain, for national and global purposes, concludes by noting a number of British cultural landscapes recognisable in World Heritage terms and potentially relevant to the European Landscape Convention 2000. 相似文献
