The Forgotten Semantics of Regression Modeling in Geography

This article is concerned with the semantics associated with the statistical analysis of spatial data. It takes the simplest case of the prediction of variable y as a function of covariate(s) x, in which predicted y is always an approximation of y and only ever a function of x, thus, inheriting many of the spatial characteristics of x, and illustrates several core issues using “synthetic” remote sensing and “real” soils case studies. The outputs of regression models and, therefore, the meaning of predicted y, are shown to vary due to (1) choices about data: the specification of x (which covariates to include), the support of x (measurement scales and granularity), the measurement of x and the error of x, and (2) choices about the model including its functional form and the method of model identification. Some of these issues are more widely recognized than others. Thus, the study provides definition to the multiple ways in which regression prediction and inference are affected by data and model choices. The article invites researchers to pause and consider the semantic meaning of predicted y, which is often nothing more than a scaled version of covariate(s) x, and argues that it is naïve to ignore this.     

Traceable Tasks and Complex Policies: When Politics Matter for Policy Implementation

Implementation represents a key venue for the expression of political conflict. The challenge of illusory implementation, implementing the law's letter but not its spirit, has long vexed scholars and architects of public policy. We develop a political model of policy implementation to predict the kinds of politics—electoral, group, administrative—that different parts of complicated laws activate during implementation. Using original state‐level data on landmark education policy, we assess whether and how these politics render illusory implementation more or less likely for specific policy tasks embedded in complex laws. Consistent with our model, we find electoral politics render illusory implementation less likely for a narrow set of tasks. Group‐based politics and administrative politics bear on illusory implementation for a broader set of tasks in diverse ways. Overall, how policy activates politics during implementation depends on the features of the policy lever, where it is put into practice, and how traceable it is to the bureaucrats who do the implementing. Further, the results underscore how nuanced insights about implementation emerge when one considers individual components of complex laws, rather than treating the laws themselves whole cloth.     

Unemployed Workers’ Centres (1978–): Spatial Politics, “Non-Movement”, and the Making of Centres

This paper revisits the histories of Unemployed Workers’ Centres to consider the politicisation of unemployment in the UK. Drawing upon archive material and over 50 oral histories, it considers the emergence of centres as a response to a crisis of increasing unemployment and retrenchment of the welfare state. The paper indicates how Asef Bayat’s concept of “non-movement” proves useful for capturing a wider sphere of labour organising, moving beyond more conventional spaces and actions. This approach critically revisits the role of centres in conversation with emerging work in labour geography and social movements studies around the fostering of solidarities. It reveals tensions around their making, whilst also stressing the potential of seemingly small acts when held alongside campaigns. Revisiting this repertoire of activity reveals the persistence of trade union engagements with communities beyond the workplace, as well as a critical insight into the politics of space in forging such alternatives.     

BACK TO THE FUTURE: POSTNARRATIVIST HISTORIOGRAPHY AND ANALYTIC PHILOSOPHY OF HISTORY

Jouni‐Matti Kuukkanen has written an important book. It directly confronts a key theoretical dilemma that has shadowed debate in historiography for several decades: histories cannot be written without using some narrative structure or other, but epistemological evaluation cannot be applied to narratives qua narrative. Thus, if empirical inquiry takes the form of a history, then it cannot be rationally evaluable, and if rationally evaluable, empirical inquiry cannot be in the form of a history. Kuukkanen's book both directly confronts and proposes a strategy for surmounting this tired and tiresome theoretical barrier. Kuukkanen deserves great credit for attempting to reshape a long‐stalled debate in a way that enables the theoretical options to be imagined anew. Yet his structuring of the oppositional tendencies engenders some ongoing problems regarding how to understand the philosophical stakes and options. This review argues that achieving Kuukkanen's postnarrativist future requires going back to past epistemic concerns discarded because they were tied to conceptions of logic and explanation that could not be reconciled with narrative form. Kuukkanen practices postnarrativism but still preaches a prenarrativist conception of logic. To reach his promised future, to actually overcome the dilemma that he rightly seeks to transcend, one must actually have the courage of Kuukkanen's pragmatist convictions.     

Choosing What to Remember in Neoliberal Singapore: The Singapore Story,State Censorship and State-Sponsored Nostalgia

This article interrogates the persistence of heavy-handed censorship of political films in Singapore at a time of cultural liberalisation when the state has generally shown greater tolerance for alternative political expression in theatre, the literary arts, academia and public events. Part of this has to do with the focus of these films on political dissidents and their greater capacity to present a fundamental challenge to The Singapore Story, which is the regime-legitimising official account of Singapore’s history. It also has to do with the power and outreach of relatively low-budget independent films and the documentary genre in particular to evoke alternative histories vividly, give voice to the silenced, and channel these voices digitally into the collective cinematic and social media experience of the present. With the jubilee celebrations of 2015, the ruling party has been working hard to regain hegemony after experiencing its worst electoral losses in the 2011 general elections. Its main approach for achieving this has been to sponsor widespread national nostalgia coupled with highly selective censorship of political films that challenge the dominant official discourse in ways that can erode the government’s electoral dominance and political authority.     

Hollywood,the MPAA,and the formation of anti-piracy policy

Combating piracy is fundamental to the policy ‘priorities’ of the Motion Picture Association of America, the trade association representing the major Hollywood entertainment corporations. As the MPAA implements a multitude of actions to fight piracy, it is impossible to locate the formation of the Association’s anti-piracy policy in any single source. Instead, this article sees MPAA anti-piracy policy as formed across three fronts: the legal, through anti-piracy litigation; the political, by the MPAA joining with other trade groups from across the copyright industries to lobby for stronger domestic copyright laws and influence US trade policy; and the discursive, seen in the production of statistics to evidence the value of copyright to the US economy and consequent harms caused by piracy. Examining these actions confirms the cultural and economic influence of MPAA policy but the article is also concerned with how Hollywood’s anti-piracy efforts are challenged and contested from various directions.
