In recent years a revolutionary shift has occurred in the federal goovernment—-higher education relationship. Why didn't higher education resist more vigorously federal encroachment in its autonomy? First, academia focused its attention on the wrong kind of threat. Second, federal involvement was useful for solving problems on campus and often was in keeping with objectives and values supported in academia institutions. Third, the rise of public institutions altered the receptivity of higher education to accepting federal funds and pursuing direct solutions to society's problems, i.e. to being “involved” at the expense of autonomy. Finally, higher education's traditional strategy of being aloof from partisan politics kept it from vigorously defending its interests. Alternatives for the future appear to be: 1) a reorganisation of higher education to make it a clear, systematic agent of national policy, or 2) a successful effort by higher education to convert itself into an effective national interest group.  相似文献

The concept and ideal of statesmanship have been handed down to us from ancient to modern times, but it has a paradoxical relationship with the modern state. While terminology suggests that statesmanship presupposes the state, in fact it appears rather incongruent with modern (i.e., constitutional, democratic, and bureaucratic) statehood. Nonetheless, statesmanship continues to be promoted and new understandings, such as judicial and administrative statesmanship, have been proposed. Some hope, moreover, that statesmanship becomes more feasible again as we transfer from state government to multilevel governance. There are problems, however, with conceiving of statesmanship, either in its original or in its newer meanings, under these new conditions. Despite the enduring appeal of statesmanship, the changing role of the state in present-day governance does not mean that this ideal can be easily regained.  相似文献

ABSTRACT

Memorialization on the cultural landscape is a common method of celebrating the legacy of an event or person significant to the history of geographical location. The Grateful Dead is a band that continues to define the ideals of the late-1960s San Francisco Sound through their music’s creative freedom and inclination toward experimentation. Although the original lineup of the Grateful Dead is no longer intact, the spirit of the music they created and their psychedelic appeal has been preserved on the cultural landscape. Despite differing reasons for naming their business after the band, hundreds of business owners in the United States have collectively preserved the Grateful Dead’s presence on the cultural landscape. In this paper we explore the distribution of businesses in the United States with Grateful Dead-related names, and how the presence of these business names enriches the cultural landscape with the memory of the band’s music as a product of the iconic San Francisco Sound.  相似文献

Combined petrographic and chemical analysis of MN and LN ceramics from the Cave of the Cyclops on the island of Youra, Greece, has revealed a compositionally diverse assemblage with a range of different local and off-island sources. Ceramics deposited in Neolithic times on this barren, rocky outpost of the Sporades chain may have originated from a surprising number of possible origins, including from the Plain of Thessaly, Euboea and the volcanic northeast Aegean islands. This picture challenges traditional assumptions about Neolithic pottery production and indicates that significant movement of ceramics was already taking place within the northern Aegean as early as the beginning of the sixth millennium BC. The discovery of a persistent local pottery tradition, that is also found on the neighbouring island of Kyra-Panagia, indicates significant continuity in ceramic technology over some 1500 years.  相似文献

Recent moves towards greater political liberalization in Africa, with the widespread introduction of multi-party elections in many states since 1989, do not necessarily constitute evidence of successful democratization. In particular, the focus on elections to the exclusion of other essential features of a properly functioning democracy has vitiated much recent analysis of the 'democratic transition' in Africa. By examining in turn the roots, meaning and limits of democratization in Africa, the author shows that a focus on accountability rather than on democracy per se would be more appropriate.  相似文献
