This article is an evaluation of Ireland's participation in the Telematics Applications Programme (TAP), which was part of the European Commission's Fourth Framework Programme for the period 1994-1998. TAP was primarily concerned with public sector bodies and their ability to adapt to the Information Society. The article explores Irish participation in the programme and examines the contribution of this participation to the clustering of telematics experimentation within Ireland and to the increasing integration with other European regions arising from project networks. The Southern Indian Neolithic-Iron Age transition demonstrates considerable regional variability in settlement location, density, and size. While researchers have shown that the region around the Tungabhadra and Krishna River basins displays significant subsistence and demographic continuity, and intensification, from the Neolithic into the Iron Age ca. 1200 cal. BC, archaeological and chronometric records in the Sanganakallu region point to hilltop village expansion during the Late Neolithic and ‘Megalithic’ transition period (ca. 1400–1200 cal. BC) prior to apparent abandonment ca. 1200 cal. BC, with little evidence for the introduction of iron technology into the region. We suggest that the difference in these settlement histories is a result of differential access to stable water resources during a period of weakening and fluctuating monsoon across a generally arid landscape. Here, we describe well-dated, integrated chronological, archaeobotanical, archaeozoological and archaeological survey datasets from the Sanganakallu-Kupgal site complex that together demonstrate an intensification of settlement, subsistence and craft production on local hilltops prior to almost complete abandonment ca. 1200 cal. BC. Although the southern Deccan region as a whole may have witnessed demographic increase, as well as subsistence and cultural continuity, at this time, this broader pattern of continuity and resilience is punctuated by local examples of abandonment and mobility driven by an increasing practical and political concern with water. 相似文献

AbstractHistoriographies of humanitarian aid and aid agencies alike had suggested an ever-growing politicization and militarization following the end of the ‘cold war’. But already in the 1980s, the field of humanitarian aid underwent extensive changes; new aid agencies no longer relied on Christian ideas of charity or leftist internationalism, short-term aid gained new importance and an ever-growing disaster awareness can be observed. The relief organization ‘Cap Anamur ’/’ German Emergency Doctors’ (GED) was founded in 1979 with the purpose of saving the so-called ‘boat people’. Typical for its time, it ascribed to a pure and innate humanitarian impulse summarized under the term ‘radical humanism’. Using the example of GED the article sets out to scrutinise the policies of this new humanitarianism that can be summarized as ‘controlled demerging’. The article brings into focus humanitarian aid as such, its own logic deriving from a particular idea of humanitarianism, considering both site-specific practices and also specific policies that are not necessarily congruent with political or economic interests. It becomes clear that the basis for the new political meaning humanitarian aid gained from the 1990s onwards was already laid by the humanitarian-aid agencies themselves. 相似文献

This article combines the historical record of presidential-congressional relations with previous scholarly findings to develop a model that identifies the members of Congress whose support is critical to the president's ability to build enacting coalitions. It then analyzes the relationship between President Obama and the House of Representatives during the 113th Congress as a case study that demonstrates the model's utility. Conventional wisdom and political pundits suggest that presidents working in divided government will have impossible difficulty working with Congress, but history suggests otherwise. The president's ability to successfully build enacting coalitions during divided government requires him to perform two rather disparate tasks. First, the president must minimize the amount of presidential party members who cross party lines to vote against the president's position. Second, the president must entice at least some opposition party members to cross party lines and support the president's position. Using data from 1981 to 2015, I find that representatives’ behavior on presidential support votes are related to constituency-level presidential strength, electoral vulnerability, ideological moderation, and ideological extremity. I use these results to identify the critical members of the 113th Congress. When a majority of these critical members supported President Obama's positions his legislative efforts were successful. When a majority of these members opposed the president's positions, the House Republican majority defeated the president. 相似文献

Abstract. This study implements and tests a mathematical programming model to estimate interregional, interindustry transaction flows in a national system of economic regions based on an interregional accounting framework and initial information of interregional shipments. A national input–output (IO) table, regional data on gross output, value‐added, exports, imports, and final demand at sector level are used as inputs to generate an interregional IO account that reconciles regional economic statistics and interregional transaction data. The model is tested using data from a multiregional global IO database and shows remarkable capacity to discover true interregional trade patterns from highly distorted initial estimates. 相似文献

Abstract This study examines the indirect effects of military installations on county–level private employment, and specifically the special cases of base closure under the Base Realignment and Closure (BRAC) proceedings of 1988, 1991, 1993, and 1995. Local employment impacts are considered within a partial adjustment construct of the changes model, a specification that facilitates the decomposition of defense personnel changes into their positive, negative, and BRAC–related components. The latter two components are subsequently examined for asymmetric effects attributable to ordinary force drawdown on the one hand, and base closure on the other. Also considered are the specific effects of direct federal assistance as well as facilities conversion and reutilization within BRAC communities. 相似文献
