Under which conditions do politicians listen to scientific experts in a crisis? This study addresses this question by assessing how the Swiss government implemented 186 policy recommendations formulated by the National COVID-19 Science Task Force (STF) to combat the spread of the virus and alleviate its impact on the health system, society and economy during the first year of the pandemic. Results of multiple regression analyses show that the impact of problem pressure on the propensity of the government to implement experts' recommendations varies over time: it was considerably larger during spring 2020 than afterwards. We argue that this reflects a change in status of the STF during the second phase of the pandemic: it was distanced from the political-strategic level of the crisis management organization and its epistemic authority was increasingly questioned by political parties and interest groups. Policy scholars should thus give more attention to how rapidly the government's propensity to rely on expert advice can change.  相似文献

In this paper, we develop a model of spatial segregation mediated by competitive land prices. Agents of two groups consume city land and benefit from social interactions. Because of cultural or ethnic differences, intragroup interactions are more frequent than intergroup ones. When group sizes differ, population groups sort into distinct neighborhoods. We characterize two‐ and three‐district urban structures. For high population ratios or strong intergroup interactions, only a three‐district city exists. In other cases, multiplicity of equilibria arises. Both groups generally rank these equilibria differently. However, when group sizes are similar, all individuals agree on which spatial equilibrium is best.  相似文献

ABSTRACT

Like most Enlightenment philosophers, Priestley acknowledges his debt to Newton. However, despite his mentor’s prohibition against “making hypotheses”, in the 1770s, he embarked on a surprising metaphysical epic that led him, the theologian and scientist, to develop in his Disquisitions a bold system that articulated materialism, necessity and Socinianism. This synthesis constitutes the originality of a thinker who wanted to reapprehend science, metaphysics and theology together at the very moment when their dispersion seemed inevitable (and to give them an educational and political extension). It is based on a monistic ontology to which Priestley did not hesitate to give the unexpected name of materialism, at the risk of a number of misunderstandings, while he claims, much to the dismay of Reid, to closely follow the method of Newton. This paper will focus on the relation between Priestley and Newton’s ambiguous inheritance. What is Priestley’s “science” made of? What is its relationship to Newton and his “rules”, to mathematics, to the theory of language, to the so-called “analysis and synthesis method”, to Boscovich? How important is his claim for hypotheses and metaphysics? If Priestley indeed was a Newtonian, he surely was an unorthodox one.  相似文献

Abstract

Over the last two centuries, numerous exquisitely preserved thalattosuchian crocodylomorph skeletons have been found in the Jurassic strata of Southern Germany. While the majority of these specimens occur in Toarcian and upper Kimmeridgian–lower Tithonian deposits, thalattosuchian remains are otherwise rare in strata representing different stages of the Jurassic. Here, we describe skeletal elements from two large-bodied thalattosuchians attributable to the family Metriorhynchidae – these were recovered from lower Kimmeridgian sediments in Bavaria and Baden-Württemberg, respectively. These new metriorhynchid fossils are closely comparable in both stratigraphic age and dental morphology, and thus may be congeneric. Furthermore, our phylogenetic analysis suggests affinity with metriorhynchid remains from France, Switzerland, and the UK. We interpret these taxa as members of an as-yet unnamed geosaurine metriorhynchid lineage (herein termed the ‘E-clade’) from the Kimmeridgian and Tithonian of Europe, which appears to be related to species of Torvoneustes from England and Mexico, and Purranisaurus potens from Argentina, collectively contributing to ‘Subclade T’ of the tribe Geosaurini. Finally, the metriorhynchid material described herein suggests preservation as a ‘bloat and float’ carcass that underwent diagenetic dispersal within a limestone-marl-alternation deposited in an off-shore epicontinental marine environment.

Abstract

This article focuses on questions of rupture and continuity in European international relations around 1800, taking French revolutionary diplomatic practice in the Ottoman Empire as a case in point. Historians who have studied the conduct of French revolutionary diplomacy tend to emphasize the ruptures in revolutionary diplomatic practice. The analysis of Franco-Ottoman alliance negotiations (1792–1797) does not fully match with this assessment. Although it is certainly true that the Revolution led to great alterations in French diplomatic culture, French diplomats were often far from discarding all diplomatic conventions. The article gives a short overview over the diplomatic agents working for the French embassy and their reactions to the Revolution in France. It then presents the Ottoman reaction to the regime change in France, in particular with regards to the transition from monarchy to republic. The main focus is on the question of innovation and continuity in diplomatic practice and on the self-representation of the new French state.  相似文献
