This compendium of fifty essays by international philosophers examines history from the point of view of its cognate disciplines, historiography and the philosophy of history. The authors often use the terms history, the past, and historiography interchangeably. Essays are grouped in four broad categories: basic problems, major fields, philosophy and sub‐fields of historiography, and classical schools and philosophers of history. The book provides useful insights, some dated by the fashion of postmodernism. The essays are largely independent of one another, and may be read in any order. Licit narcotics production in Australia is based on the cultivation of a poppy crop restricted to Tasmania under local, national, and international regulation. Its legal geographical analysis is advanced by drawing on the thinking about ‘the nomosphere’ and ‘topology’ developed by David Delaney and John Allen, respectively. Australia continues to lead global production of licit narcotics as distinct new entities, relationships, and capacities have been enabled by differentiating between the constituent alkaloids morphine and thebaine with a loophole identified in US legislation of the 80/20 rule. Nomospheric and topological lenses are used to focus on the intensive, emergent qualities of the industry in addition to the traditional topography revealed in its scalar, networked territorialisation. A renewed understanding of the spatial workings and power plays relevant can inform possible transformation around narcotics production.  相似文献

The legacy of the liberation theology in Guatemala is complex. Although it mobilized progressive Catholic forces at times, it has not overcome reactionary and conservative church elements. While the issue of the role of the private sector in development is very much on the agenda of donors and governments, mainstream Corporate Social Responsibility (CSR) debates continue to neglect questions with regard to the accountability of companies to the communities in which they invest. Liberal notions of CSR place great emphasis on voluntary, partnership and market based approaches to tackling social and environmental problems and managing conflict. While the rise of voluntary standards and codes of conduct in the North and the growing popularity of various forms of 'civil regulation' has improved the responsiveness of corporations to social and environmental issues, there are doubts about their transferability or relevance in many southern settings. This is particularly so when viewed from the perspective of communities pursuing corporate accountability in the absence of donor, NGO or government pressure for company reform. It is in these 'majority world' settings that we encounter the limits of the liberal CSR agenda.
This article therefore explores the different tools that poorer communities have developed in order to construct mechanisms of corporate accountability. Recent work in India is drawn upon to ground the analysis, but reference is made to many other cases in different regions of the world and across a variety of sectors. It is suggested that many state-based, community-based and company-based factors determine the likely success of such initiatives. Power disparities and how to contest them emerge as key, however, and their neglect within mainstream CSR approaches undermines their ability to address issues of corporate accountability in situations characterized by sharp inequities in power. The emphasis here is on the process of promoting corporate accountability, and the relations of power that underpin these, rather than the achievement of more narrowly defined indicators of corporate performance.  相似文献

Contrasting perspectives of international companies and civil society groups have divided recent debates about corporate responsibility in developing countries. The Corporate Social Responsibility discourse has been promoted by business lobbies, emphasizing the role of international companies in voluntarily contributing towards the solution of pressing social and environmental problems through partnerships with other stakeholders. The notion of corporate accountability has become the rallying point for sustainable development, demanding stricter regulation of corporate behaviour by national governments and the enactment of an international corporate accountability convention. This article assesses the promises and pitfalls of these two competing approaches to industries in South Africa. The article argues that a multi-level approach is necessary to the impact of CSR and corporate accountability initiatives. It concludes that CSR may improve environmental management systems and reduce corporate pollution levels whereas corporate accountability approaches may provide important incentives for companies to improve their environmental performance, assist in the development of national environmental governance frameworks guiding company-community interaction, and facilitate the enforcement of national legislation pertaining to corporate responsibility. However, both approaches fail to address the underlying, globallevel structural causes of conflicts between companies and stakeholders affected by their operations. These conflicts can only be reversed by fundamental changes in the global economy.  相似文献

This review article examines four recent books that explore how international peacekeepers have coped with the challenges of state-building and regionalization. Two volumes analyse the pitfalls and prospects of international attempts to turn war-shattered states into stable market democracies, while two volumes explore the problems and opportunities thrown up by attempts to forge effective working relationships between the United Nations and regional arrangements in Europe, Africa and beyond. The review concludes that although state-building is most legitimate when conducted under the auspices of the UN, the organization's almost permanent condition of overstretch and the US-led 'war on terrorism' have undermined its practical ability to lead such operations. It also suggests that the current approach to regionalization is unlikely to provide panacea for state-building or more general peacekeeping problems.  相似文献

This article focuses on the identification of critical water policy instruments, and opportunities and barriers to transforming urban water use in a sustainable and efficient direction in Amsterdam (The Netherlands). The main lessons that can be inferred from past and current water policies and management practices in Amsterdam show (1) the relevance of common action for increasing the quality of or general control over water resources when shared interests of different actors using the same water resource are present; (2) that the effectiveness and applicability of water policy instruments are strongly conditional upon receiving the support of both water users and suppliers; (3) that the governance structure of water provision plays a crucial role in increasing the efficiency of water use.  相似文献
