While the US is not a signatory to the 2001 UNESCO Convention, much progress has been made by US agencies to implement its Rules and principles. The US signed an Agreement on Titanic with Rules that are nearly identical to the UNESCO Convention. US agencies have also expressed support for the Rules and their implementation into their programs. This paper identifies these positive actions as well as the two primary concerns that have prevented the US from signing the Convention to date: (1) “creeping coastal State jurisdiction” and (2) treatment of sunken state vessels.  相似文献

In 1921 a secondary grave was excavated in a Bronze Age burial‐mound on the island of Amager in the strait of Øresund between Denmark and Sweden. Recently the material was examined in detail and the result is presented here. This grave proved to be one of the few Late Iron Age boat‐graves in South Scandinavia. The boat, only preserved through a pattern of clench‐nails, was 10–12 m long. It contained traces of grave‐goods: sword, spear, riding‐gear, bucket and chest, but no trace of a body survived. Based on Danish experiences the article discusses the increasing role that the discourse of “quality” is playing in cultural policy. Throughout the 1990s, from the general cultural debate, this discourse has spread to more instrumental considerations and practices in the field of cultural policy. The article presents this process in a historical perspective and characterises the present tendency towards a technocratisation of the discourse of quality under the auspices of New Public Management and the general trend in modern state policy towards instrumentalising all societal resources in the global economic competition. Opposing this line of development, it is argued that “quality” could serve as a progressive, non‐instrumentalist discourse if it is defined in relation to a modernised understanding of the “rational core” of the cultural policy tradition of the Nordic countries. In this perspective, the article suggests a contextualisation of the concept of quality and possible ways of implementing the discourse in practical cultural policy.  相似文献

During the 13th century the dagger re‐emerged as a military weapon in Europe. A variety of distinct types evolved, soon also functioning as popular civilian weapons, all over the Continent. Contrary to other European societies, Scandinavians favoured one specific type, namely the kidney dagger. These daggers are found in different archaeological contexts in the Nordic countries, and their violent use is known from both iconographic and written sources. The Scandinavian preference is noted by several authors, one of them even proposing a Scandinavian origin. Still, they do not try to explain this preference. The article presents an interpretation based on the phallic form both of the weapon and of the way of carrying it. The phallic symbolism of the ballock dagger was obvious in contemporary medieval times, but has been obscured later on, for instance by the Victorian label ‘kidney dagger’. Using daggers from Western Norway as a starting point, kidney daggers in Scandinavia are interpreted in a medieval context derived from the Norse sagas and laws. These sources draw a picture of a violent society with rigid conceptions of honour, masculine identity and sexuality. Based on this picture, our understanding of the kidney dagger and material culture of violence in medieval Scandinavian society can be brought a step further.  相似文献
