Water issues are inherently multi-faceted and therefore water policy often involves linkages to other issues. By providing opportunities for bargaining, use of policy linkages in transboundary water negotiations can increase the possibilities of reaching agreements; however, they also involve potential political costs. While there is ample theoretical literature on the potential benefits and risks of linkages in transboundary water negotiations, there is little empirical work exploring if, how, and why linkages are implemented in practice, especially in areas of conflict, in which they have perhaps the largest potential impact. This study evaluates the rationales behind decisions to adopt or refrain from linkage strategies by examining their actual use in Arab-Israeli water negotiations. The study finds that the likelihood, scale, and scope of linkages change over time, and they depend on factors such as the political climate, the level of trust between the parties, the degree of power asymmetry between parties, and political affiliation. Other variables such as size of negotiating parties were weakly correlated with likelihood of linkages. Knowing the opportunities and limits afforded by such linkages is crucial for negotiators and policymakers who are often drawn to linkage strategies without considering their inherent risks. 相似文献

Tell es-Safi/Gath is a multi-period site located on the border between the Judean foothills (Shephelah) and the southern coastal plain in central Israel, which has been subject to survey and excavations over the last two decades. Excavations by Bliss and Macalister in 1899 exposed a fortification system which was dated to the “Jewish period”. In this paper, we present updated data on these fortifications which have led to fresh insights. In two separate excavation areas, we excavated portions of the fortification system that surrounded the site which can now be dated to the EB III of the southern Levant. The EB fortification system influenced the location of later fortifications at the site. The nature of the construction techniques of these fortifications and the character of the settlement which they surrounded suggest that Tell es-Safi/Gath was a major regional urban centre during the EB III and was governed by a centralised administrative hierarchy. 相似文献

We use optical coherence tomography (OCT) to acquire microstructure images of Chinese Song Jun glaze to reveal the copper and quartz additives used and, in two typical samples, we show that the amount added is considerable. Focusing on these two additives, including the species, amount and granule (particle) size added in the glaze, the objective of the present study is to explore how they functioned in relation to the Jun glaze's visual characteristics, opalescence and sky‐blue colour, attributed to the unique liquid–liquid phase separation that occurs in Jun glaze. 相似文献

In late 1860, Charles Mudie’s plans to expand his circulating library inspired his detractors and competitors to challenge the validity of his ‘right to selection’ – the process by which he chose which texts he would loan from his library. Over the next few months, prominent periodicals featured correspondence and editorials that decried or supported Mudie’s ostensible monopoly over literary exchange. While the initial argument was economic, the dispute extended beyond economics to religion, literary quality and culture. To connect these disparate fields, writers turned to the politics of interpretation: that is, whether specialists should define literary culture, or if a public comprised of individual, ‘common’ readers should determine their own standards for books. Mudie’s opponents advocated for individual readers’ right to read what they liked, how they liked. His supporters argued that the public needed specialists to guide their literary tastes. The resulting exchange about what I call the ‘literary public’ amplified conversations integral to the burgeoning field of literary studies as it was emerging in the London colleges through the 1850s and 1860s. The contributing authors, publishers and critics justified or refuted ideas foundational to the establishment of English literature as an academic study for the common reader. As part of the mid-century confrontation between popular literary consumption and academic culture, the Mudie debate helped to politicize the reception and circulation of English literature. 相似文献

The agricultural settlement of western Canada took place within the framework of a complex socio-economic system produced by Canadian national institutions: the Crown, corporations and churches. The interaction of these Canadian institutions with institutions introduced to western Canada by immigrants played an important role in determining the long-term stability of immigrant rural communities. Whether an immigrant group achieved long-term stability or suffered social disintegration depended on the degree to which immigrant and host institutions werecongruentordissonant. The interaction of social and economic institutions is examined through the settlement experiences of five diverse groups that settled in western Canada before 1914: the Mennonites, Doukhobors, Jews, Mormons and Ukrainians. 相似文献

The increasing fortification of borders produces new urban forms of irregular migration. This paper invokes the concept of “borderzone departure cities” as urban constellations created where global migration routes meet blocked borders in cities which become jumping-off points from which migrants try to depart. The paper examines Athens and Calais as borderzone departure cities located at both sides of the EU Schengen area. By focussing on the Athenian City Plaza squat and the makeshift Calais Jungle camp as emblematic yet relational spaces of departure, the paper moves beyond the squat/camp divide to better understand how irregular migrants struggle against hostile bordering apparatuses through urban practices of meanwhile inhabitation and mobile commoning. The paper illustrates how these spaces were variously assembled, run, and experienced to form the conditions for movement and stay, each holding different potentials for creating solidarity infrastructures and negotiating forms of migrant citizenship to support the uncertain urban realities of those stuck on the move. 相似文献
