Systemic failure of our land management, legal, and regulatory institutions is revealed by the serious and adverse social and environmental impacts of land use practices in private agriculture, evident in severe land and water degradation, precipitous decline in biodiversity, and reduced resilience to natural hazards and climate change. The efficacy of the standard treatment of environmental law and regulation is often hampered by the cultural and legal priority of property rights. We take a different approach, using legal geography to refocus attention on the salience and agency of place and responses to degradation, such as conservation farming and regenerative agriculture, which are reforming dominant land management cultures and institutions from within. By recognising the role of place in leading geographically responsive land use decision-making and more sustainable, resilient, and productive agricultural practices, an alternative model of private land ownership may be possible, as well as greater environmental sustainability. For researchers, our approaches too must be sensitive and responsive to place agency and our methodologies must evolve to acknowledge the agency of place. Place agency in legal geography has great potential for application in reforming suboptimal industrial agricultural practices and legal models of property ownership, and also for revitalising our scholarship.  相似文献

This paper presents a theory of the role of culture in collaborative policy networks. It builds on the literature that analyzes the factors related to the formation, maintenance, and dissolution of collaborative arrangements by demonstrating the importance of hitherto undertheorized cultural factors. Cultural theory indicates that actors with different cultural viewpoints have distinct and predictable biases in terms of their expectations of collaboration and their preferences concerning how collaborative policy networks are structured. These biases, in turn, shape how collaborative partners are chosen and how collaborative relationships are maintained over time. The theory is illustrated with a case study of the rise and dissolution of a coalition within a housing policy network in Los Angeles. The case illustrates that cultural differences can impede collaboration even when organizations share similar policy goals.  相似文献

The aim of this Viewpoint is to suggest a feminist intervention into the Sandusky scandal at Penn State University as a radical alternative to rethinking institutional violence at places of higher learning. Jerry Sandusky, former Penn State assistant football coach, was found guilty on 45 charges related to child sexual abuse. The horrific nature of the crimes shocked the community, but the unanswered questions surrounding the involvement of Penn State's most prominent administrators in a cover-up have implications for the pervasiveness of institutional violence within higher education. We contend if places of higher learning strive to be the embodiment of intellectual transformation, a feminist ethics of care and responsibility is necessary to negate the day-to-day feelings of fear and vulnerability that institutional violence supports.  相似文献

How has the Women, Peace and Security agenda been advanced in the Pacific Islands? While some observers argue that this region suffers from a contagion of unrest, violence and state weakness, these estimates commonly ignore the vital work women have performed in the region as promoters of peace and security. Even when such activity places them in direct personal danger, women across the region have spearheaded efforts to bridge communal boundaries and challenge the increasing normalisation of violence, gendered and otherwise, that accompanies threatened or actual incidents of conflict. As this article demonstrates, these efforts have had profound impacts on the ground in conflict-affected Pacific Island countries. They have also received increased recognition at the level of institutional politics, with member states of the Pacific Islands Forum recently accepting a Regional Action Plan on Women, Peace and Security. This has been hailed as a significant achievement for the region's women peacebuilders. But much of this plan is focused on women's contributions to peacebuilding at the pointy end of a crisis. This overlooks the extent to which the ‘slow violence’ of environmental degradation, masculinised politics and militarism also compound gendered insecurity in the region. Attention to these issues offers a contradictory picture of the gains made in promoting the Women, Peace and Security agenda in the Pacific Islands. While this advocacy framework has provided important opportunities for the region's women peacebuilders, it may also have discouraged broader reflection on the prevailing structural conditions at work across the region which function in an attenuated fashion to undermine women's security and the achievement of a gendered regional peace.  相似文献

To investigate potential human impacts on California Channel Island shellfish stocks over the past 10,000 years, we measured 1718 owl limpet shells from 19 archaeological components on San Miguel Island. Inhabiting the middle intertidal zone of Pacific Coast rocky shores, owl limpets are slow-growing mollusks that can live for 30 years and reach lengths of over 100 mm. Recent ecological studies indicate that owl limpets are highly susceptible to heavy human predation, which results in reduced mean shell sizes among Lottia populations along the coasts of Alta and Baja California. On San Miguel Island, we identified a significant trans-Holocene reduction in mean owl limpet size, beginning more than 6500 years ago and accelerating at least 4400 years ago. Fluctuations in limpet size show no clear correlation with changes in sea surface temperature and marine productivity, suggesting that increased predation by growing human populations was primarily responsible for the reduction in Lottia size over time. Our results provide further evidence that prehistoric peoples significantly influenced nearshore fisheries long before the development of the commercial and industrialized fisheries of historic times.  相似文献
