The cultural construction of Italy in Albania and vice versa: Migration dynamics,strategies of resistance and politics of mutual self-definition across colonialism and post-colonialism

This article analyses the shifting ways in which Italy has been strategically represented in Albania during the different key passages of the latter's relatively recent history as a sovereign independent state. As a parallel narrative, the article also examines the way Albania has been equally strategically represented in Italy before and during the two periods in which Italy has been militarily involved in Albania, and the way this has been consistent with an attempt to elaborate and sustain a politically strategic definition of Italian identity and culture. The history of the asymmetrical relationship between Albania and Italy is deeply embedded in the social, cultural and political environments that are on the two shores of the Adriatic Sea. The cultural construction of Albania in Italy and vice versa of Italy in Albania should be linked to seemingly independent instances of domestic reforms. The dynamics of projective identification or dis-identification stemming from these instances should be seen as intertwined within two parallel processes of mutual definition encompassing both the colonial and the postcolonial relations between and within the two countries.     

Colonial rule,colonial repression and war crimes in the Italian colonies

A strange silence has long reigned in the public memory as well as in Italian historical studies regarding possible crimes committed by Italy in its colonial territories. The aim of this article is to reflect on the reasons for this silence through an examination of the major historiographical questions and a review of the few studies available on the subject. The historiographical use of the judicial category of ‘crimes’ or ‘war crimes’ should not be taken for granted, above all in examining the history of the colonial experience. The most important authors have ignored the risk that the sensationalistic use of the category ‘crime’ – in itself an extraordinary and exceptional event – can make one forget the weight of the ordinary running of a colonial power. With these precautions, the article offers a list of the principal episodes historians now unanimously define as crimes. These episodes eliminate any possibility of taking refuge in the self-absolving and vague appeals to stereotypes of Italians as ‘good people’. The article concludes by defining precisely the triple order of silences that together produced the general silence that the author considers an obstacle and a post-colonial stain on the memory of colonial Italy.     

Rooms of Their Own: Public toilets and gendered citizens in a New Zealand city, 1860‐1940

Differences in the provision of public toilets for men and women point to the gendering of citizens. In the later nineteenth century, provision of public toilets in the city of Dunedin centered on the management of male bodies as the meaning of 'public decency' was transformed, while women were catered for as consumers. By the beginning of the twentieth century, when provision for women became a public issue, it was debated in terms of women's special character as citizens. The bodily and spatial characteristics of public and private were renegotiated around this issue: as women became more public, toilets became more private. This article draws on debates about the sexed and gendered body in public space, maternal citizenship, the civilising and modernising of landscapes and bodies, and shifting conceptions of privacy and public.

Distinction and the Ethics of Violence: On the Legal Construction of Liminal Subjects and Spaces

This paper interrogates the relationship among visibility, distinction, international humanitarian law and ethics in contemporary theatres of violence. After introducing the notions of “civilianization of armed conflict” and “battlespaces”, we briefly discuss the evisceration of one of international humanitarian law's axiomatic figures: the civilian. We show how liberal militaries have created an apparatus of distinction that expands that which is perceptible by subjecting big data to algorithmic analysis, combining the traditional humanist lens with a post‐humanist one. The apparatus functions before, during, and after the fray not only as an operational technology that directs the fighting or as a discursive mechanism responsible for producing the legal and ethical interpretation of hostilities, but also as a force that produces liminal subjects. Focusing on two legal figures—“enemies killed in action” and “human shields”—we show how the apparatus helps justify killing civilians and targeting civilian spaces during war.     

Guidelines for On-Site Assessment of Historic Timber Structures

In the scope of European Cooperation in Science and Technology–Wood Science for Conservation of Cultural Heritage (COST IE0601–WoodCultHer) (available at http://www.woodculther.org) it was agreed to produce Guidelines for the Assessment of Historic Timber Structures, covering the principles and possible approaches for the safety assessment of old timber structures of historical relevance that could be used as the basis for possible European Standards, as discussed with CEN/TC346 (Conservation of Cultural Heritage).

This approach was targeted at all those concerned with the conservation of heritage buildings. These guidelines should also help decision-making regarding the need for immediate safety measures. The aim is to guarantee that inspection and assessment measures provide the necessary data for historical analysis, structural safety assessment, and planning of intervention works, while having minimal impact on the building fabric (the original materials, structural systems, and techniques).This article provides information on the criteria to be used in the assessment of load-bearing timber structures in heritage buildings. It covers the preliminary assessment (desk survey, preliminary visual survey, measured survey, structural analysis, and preliminary report), as well as the detailed survey of timbers (with a special emphasis on visual strength grading on site) and carpentry joints. The subsequent diagnostic report and the detailed design of repairs are outside its scope.     

E-mail Communication and the Policy Process in the State Legislature

E-mail has changed the policy process in state legislatures because political actors now have a new way to present their message to state legislators. What little research has been conducted on this topic examines e-mail communication generally and does not compare results by policy actor. Using an original survey of state legislators in eight states, we test for systematic effects of variables on general e-mail views and for effects specific to particular policy actors. We find that legislators have a nuanced approach to e-mail usage in the policy process with their assessment of its impact differing significantly for constituents, intermediary groups, and policy insiders. Only gender consistently shapes legislators' beliefs about e-mail with all groups, but institutional features, legislator characteristics, and legislator beliefs shape views on e-mail with different target groups. Clearly, legislators are attuned to the audience communicating via e-mail, and they value e-mail with each group differently.
