This article examines the bipartisan nuclear ‘grand bargain’, namely that Australia would only export uranium to states signatory to the Non-Proliferation Treaty (NPT), in framing Australian policy and debate towards India. India has not signed the NPT, and shows no willingness to do so. Since 2006 the domestic political and media debate regarding uranium sales to India shows that this grand bargain is fraying. This article explores the major arguments that have been elucidated by Australian political party leaders either for or against uranium sales to India and concludes with a discussion of the opportunities and challenges presented to Australia if it were to make an exception for India. 相似文献

The Australian Senate is a significant part of the Australian parliamentary system and the electoral contest for the Senate results in representational outcomes that will influence the way the Senate will perform. This paper argues that the 2004 half-Senate election result was significant because it resulted in the Liberal–National Coalition obtaining a majority in the upper house. It accounts for this outcome by examining the contest by way of inter- and intra-party bloc contests. It finds that a particularly strong Right-of-Centre performance in Queensland, to which voters voting for Ms Pauline Hanson made a major contribution, delivered the Senate majority to the Howard government. The significance of the result also lies in the way it confounded previously held views that the combination of proportional representation used for the Senate with the need to elect six senators from each State would make it unlikely for either Labor or the Liberal and National Parties to ever win an upper house majority in the future. 相似文献
Communion seasons were a distinctive and important part of nineteenth–century Presbyterian culture. This paper examines such occasions in the Presbyterian–dominated colony of Otago, New Zealand. Communion was a significant social event, and its preparatory fast days were holidays for the whole community. As a spiritual event, the communion season induced an experiential and emotive piety, belying common modern perceptions of nineteenth–century Presbyterianism as an ascetic and intellectualised faith. Over the period from the founding of the colony (1848) to the turn of the century, certain rituals of the communion season altered significantly. Some changes occurred in response to new ideologies such as temperance; others reflected a softening of traditional Calvinist theology in favour of a more inclusive religion, Presbyterians being invited to communion rather than having to prove themselves fit to attend. Such changes were not unique to Otago, and practice in the colony reveals a strong continuity with events in Scotland: the Presbyterian communion season proved a remarkably successful import to colonial Otago. 相似文献
This article reviews the state of the two security and defence institutions available to west Europeans: NATO and the EU's common European Security and Defence Policy (ESDP). In each case, the authors assess the political maturity and stability of the institution, and then ask what it can contribute in terms of coordinated military capability to west European's strategic readiness. NATO's Prague summit in November 2002 will address the thorny issue of the next tranche of post–Cold War enlargement. But beyond the predictable debate about which candidates to admit, and what should be offered to those unsuccessful in their bid, there will be a far more urgent and important agenda to be discussed at Prague—the military capabilities of the European allies. Given that ESDP is still far from achieving its capability goals, the authors argue that the time is right for European allies to begin thinking in terms of generating a composite, joint strike force which could be configured to be interoperable with US forces and which could salvage something useful from the disheartening lack of progress in developing a European military capability. 相似文献
In this paper we ask how a shrinking city responds when faced with a perforated urban fabric. Drawing on Manchester's response to its perforated eastern flank —and informed by a parallel study of Leipzig—we use the city's current approach to critique urban regeneration policy in England. Urban renaissance holds out the promise of delivering more sustainable—that is more compact, more inclusive and more equitable—cities. However, the Manchester study demonstrated that the attempt to stem population loss from the city is at best fragile, despite a raft of policies now in place to support urban renaissance in England. It is argued here that Manchester like Leipzig is likely to face an ongoing battle to attract residents back from their suburban hinterlands. This is especially true of the family market that we identify as being an important element for long-term sustainable population growth in both cities. We use the case of New East Manchester to consider how discourses linked to urban renaissance—particularly those that link urbanism with greater densities—rule out some of the options available to Leipzig, namely, managing the long-term perforation of the city. We demonstrate that while Manchester is inevitably committed to the urban renaissance agenda, in practice New East Manchester demonstrates a far more pragmatic—but equally unavoidable—approach. This we attribute to the gap between renaissance and regeneration described by Amin et al. (Cities for the Many Not for the Few. Bristol: Policy Press, 2000) who define the former as urbanism for the middle class and the latter as urbanism for the working class. While this opportunistic approach may ultimately succeed in producing development on the ground, it will not address the fundamental, and chronic, problem; the combination of push and pull that sees families relocating to suburban areas. Thus, if existing communities in East Manchester are to have their area buoyed up—or sustained—by incomers, and especially families, with greater levels of social capital and higher incomes urban policy in England will have to be challenged. 相似文献

Here I use ISI Web of Knowledge to build on a recent paper by Butzer (2009) and track current trends in the archaeological sciences. I researched eight thematic keywords replete in the title, abstract, keywords and main body of archaeological science literature for the period 1970–2008. For all keywords investigated a steady rise in archaeological science research is evidenced after 1980, with pronounced growth occurring after 2000. I attribute this pattern to the standardisation of research production and academic evaluation, in addition to the democratisation of new information technologies, notably the Internet. The evolution of 10 leading archaeological science journals was also tracked. Since the 1970s, the bibliometric data show that nine of the ten journals have successfully expanded on an annual basis. I found that the biggest growers (the Journal of Archaeological Science [JAS], the Journal of Human Evolution and the Journal of Anthropological Archaeology) are all published by Elsevier. In 2008, the JAS was ranked first for five of the eight thematic keywords by ISI, underlining the popularity and interdisciplinary scope of the journal. According to the 2008 Journal Citation Reports, the JAS ranks second for total citations (4219) in archaeological science and third for its overall impact factor (1.779). 相似文献
