Tracing the origins of Eastern European enamelling: Chemical composition of glass and enamels from the Bryansk hoard (south‐western Russia)

The chemical composition of a series of Eastern European enamels from the Bryansk hoard from the third century ad and other sites was studied using scanning electron microscopy with energy‐dispersive spectroscopy (SEM‐EDS) and electron microprobe analysis (EPMA) techniques. Red opaque glass is homogeneous compositionally, suggesting not only common manufacturing traditions but also identical types and sources of raw materials and, consequently, a single origin. The glass is made in the Roman tradition of enamelling, which appeared in the mid‐first century ad , as was the case with orange glass. The difference in the lead content in glass of different colours, which determines the melting temperature, allows the reconstruction of polychrome enamelling techniques.     

The dark colour of the Ploutonion at Hierapolis of Phrygiae (Turkey)

The dark colour of some excavated architectural elements of the Ploutonion, in the archaeological site of Hierapolis of Phrygiae (Turkey), was investigated. The Ploutonion, visited by numerous ancient writers, such as Cicero and Strabo, was a sanctuary dedicated to Pluto and Kore, constructed during the early Imperial period above the entrance to a natural cave, from which thermal waters and poisonous gases emerge. It was used for sacred rituals: sacrifices, incubation and healing. A multi‐analytical approach (X‐ray diffraction, X‐ray fluorescence, optical and electronic microscopy, and chemical analyses of the thermal spring water) was used in order to define the composition and origin of darkening phenomena of some architectural elements of the Ploutonion.     

Racial rent differences in U.S. housing markets: Evidence from the housing voucher program

This paper exploits an unusually rich data set to estimate racial differences in the rents paid for identical housing in the same neighborhood in U.S. housing markets and to show how they vary with neighborhood racial composition. Results suggest that black households pay more for identical housing in identical neighborhoods than their white counterparts and that this rent gap increases with the fraction of the neighborhood white. In neighborhoods with the smallest fraction white, the premium is about 0.6%. In neighborhoods with the largest fraction white, it is about 2.4%. This pattern holds across different types of areas.     

Determinants of Organizational Failure in the Milwaukee School Voucher Program

In this article, we utilize 25 years of data on the Milwaukee voucher program to test the relationships among organizational liabilities of newness, institutional affiliation, market‐share, and regulatory environment on the cumulative risk of school failure. Overall, we find that 41 percent of all private voucher schools operating in Milwaukee between 1991 and 2015 failed. Start‐up voucher schools, and those unaffiliated with a larger institution, have comparatively higher failure risk over time. The results of our analysis shed light onto one of the long‐term impacts of a public policy reform premised on social entrepreneurship. We conclude that policymakers should consider the consequences of organizational failure when utilizing nongovernment entities in the provision of public goods, and that scholars focus increased attention to understanding the negative externalities created by public entrepreneurship.

Spatial imaginaries and institutional change in planning: the case of the Mersey Belt in north-west England

One outcome of the increasing spatial sophistication in research on regions is a growing interest in how spatial imaginaries are institutionalized in processes of region-building. This article proceeds from the observation that the Mersey Belt spatial imaginary, in north-west England, exhibits an outstanding degree of durability as compared to other spatial imaginaries in the region. It is hypothesized that the Mersey Belt has come to function as an informal planning institution with which subsequent spatial imaginaries are compelled to engage. In order to test this hypothesis, Neuman's lifecycle theory of institutional change is adapted to examine a spatial imaginary as a planning institution, analyzing the relationship between the Mersey Belt and subsequent spatial imaginaries produced in the region. The article in this way adds to existing theories on the institutionalization of spatial imaginaries. Based on the findings, it is suggested that the Mersey Belt has become embedded within the region's planning culture, such that shifts in the spatial conception of the region based on new economic imaginaries have been expressed through the spatial imaginary of the Mersey Belt.     

Soft power in Turkish foreign policy

This article examines to what extent Turkey's foreign policy identity has transformed from being a ‘hard power’ to a ‘soft power’ over the last few years. In doing so, this article also contends that there is a close relationship between the degree of securitisation of issues and whether the power used to deal with them is hard or soft in nature. If issues of concern were securitised, the tendency to use hard power would increase. Another argument is that the main difference between these two types of power stems from the kind of ‘logic of action’ that governs the behaviour of agents. If an instrumental logic of action were in play, meaning if the goal were to force others to make a cost-benefit analysis through coercing or coaxing strategies, then one could talk about hard power. If the goal were to ensure that others would automatically follow the lead of the power-holder due to the power of attraction the latter has in the eyes of the former, then one could refer to the existence of soft power. The main conclusion of this article is that recent internal and external developments have contributed to Turkey's soft power potential.
