Introduction: cultural policies for sustainable development

Abstract

Sustainable development has long conceptual roots, and international organisations have played a significant role in articulating the meaning of the term and the content of the dominant discourses. Within these frames, the concept of cultural sustainability tends to be diversely defined and operationalized. This article and special issue examine culture and sustainable development in ways that articulate and contemplate different roles for cultural policy.     

Inaccessible childhoods: evaluating accessibility in homes,schools and neighbourhoods with disabled children

Accessible built environments are a critical component of Canada’s commitment to disabled children’s ‘right to enjoy full and decent lives’ [United Nations Convention on the Rights of the Child. 1989 United Nations Convention on the Rights of the Child. 1989. Although valid, reliable research data about the accessibility of built environments are key to developing related policies, these data currently do not exist. To begin to redress this gap, we conducted a case study series followed by a survey to determine the accessibility of schools, homes and neighbourhoods directly from disabled children (The ScHaN Project). To present a concise summary of the findings that can inform equitable, evidence-based policies, we developed a scoring system for their homes, schools and neighbourhoods. Although our findings illustrate that eliciting and interpreting data from these children were complex undertakings, it is clear that none of these central environments met Canada’s obligation to enhance equity by enabling their access, inclusion and participation.     

‘Startling; Nay,Almost Repulsive’: Light Effects and Nascent Sensation in John Everett Millais’s The Rescue

Taking Pre-Raphaelite painter John Everett Millais’s The Rescue (1855) as a case study of shifting aesthetic and moral frameworks, the essay investigates the ways in which mid-century British debates regarding the proper representation of light effects illuminate anxieties about a physically embodied viewer, one who encountered pictures in individualized ways that required regulation and guidance. Represented light, as an element that had a measurable effect on the senses, clearly stimulated a physical response and therefore brought the body to the fore in the art encounter. Types of painting that forcefully engaged the somatic self could become suspect and consequently subject to a process by which they were designated as ‘sensation’, a category in fraught relation with the disappearing ‘sublime’. Combining close visual analysis, a discussion of The Rescue’s novel subject matter, remarks by its first beholders, and nineteenth-century aesthetic theory, the article reflects on the ways in which discourses of art revealed anxieties about the formation of the modern subject and argues that The Rescue is a node in which the death of the sublime meets the birth of sensation.

The Société Européenne de Culture's Dialogue Est-Ouest 1956: Confronting the ‘European Problem’

This essay, which is part of an ongoing monographic study of the Société Européenne de Culture, looks at the SEC's relationship with Europe's communist intelligentsia during the first phase of the Cold War. European intellectual life during this period is generally associated with the Congress for Cultural Freedom. Yet the SEC, the membership of which included some of Europe's most eminent figures, ranging from Camus and Jaspers, to Adorno and Merleau-Ponty, to Lukács and Sartre, can be seen as having provided a reference point particularly for the European left, not least because of its unique openness to communist participation. Giving special attention to the Dialogue Est-Ouest (Venice, March 1956), one of the earliest encounters between Europe's eastern and western intellectuals since before the war, this essay considers how the SEC's engagement with contemporary Marxist theory there not only embedded the dialectic as the SEC's operational method. It also provided an early indication of that institution's imminent shift from a preoccupation with universal values to an awareness of cultural difference and diversity, as a result of the critique of current western liberal ideology and its cultures, undertaken by the SEC in light of the Thaw.     

Kyiv's Nontraditional Immigrants

Two American specialists, one on urban issues and the other on Ukraine, examine the changing character of migration into Kyiv, Ukraine's capital and largest city, during the post-Soviet period. The analysis, based on field work, interviews, and local media sources, demonstrates the increasingly global character of immigration patterns, characterized by changes in points of origin of incoming migrants, percentage of legal versus illegal immigrants, the mix between temporary and permanent migration, motives for relocatipn, and mode of entry, impacts of the new wave of immigration on Ukrainian tolerance for foreigners and on the operation of neighborhood schools in Kyiv are investigated. Engaged acclimatization: Towards responsible community‐based participatory research in Nunavut

In this article, we consider the formation of responsible research relationships with Inuit communities from an “outsider” researcher perspective. Cautious not to prescribe what counts as responsible, we draw on research experiences in several Nunavut communities to introduce and explain “engaged acclimatization.” This neologism refers to embodied and relational methodological processes for fostering responsible research partnerships, and is inspired by the significance of preliminary fieldwork in orienting the lead author's doctoral thesis. As a complement to community‐based participatory methodologies, engaged acclimatization facilitates endogenous research by enacting ethics as a lived experience, initiating and nurturing relationships as a central component of research, and centring methods on circumstances within participating communities. After we locate engaged acclimatization within resonant literature and details of interrelated research projects, our article sketches out four aspects of engaged acclimatization: crafting relations, learning, immersion, and activism. In our discussion of each, we integrate specific insights derived from field notes, observations, photographs, critical reflections, and literature that have brought us to this understanding. The four aspects provide conceptual and methodological tools for readers to apply in the contexts of their own research programs or in guidelines for establishing partnerships with Inuit or Aboriginal communities. The value of this article lies in the extent to which it encourages readers to situate engaged acclimatization in their own research and further develop it as a process.
