From 1783 to 1846 lord chancellors played an important role in managing the business of the house of lords. Not surprisingly, as the career of Lord Thurlow will illustrate, their position was not as strong as it had been before 1783 when the office of leader of the House was created. Before then a chancellor could manage the House by himself, as Thurlow did, and Eldon from 1801 to 1803 when there was no regular leader. Yet even when there was a leader, a chancellor could be a major force. Lord Grenville, the first strong leader, yearned for one who would play the role of an active second-in-command. Eldon played it, but more at the beginning than toward the end of his career. This was because of clashes with Lord Liverpool, who had been leader of the House before he became prime minister. But long since, Eldon had become a power in his own right as the revered head of the high tories. Lord Lyndhurst played the role to perfection because of his long partnership with the duke of Wellington, who trusted and admired him. 相似文献

Water supply has long been regarded as a limiting resource in the further development of Australia. Active management has been necessary in both more densely settled areas and in areas of moderate settlement density but low rainfall such as the Murray-Darling system. The recently released Water 2000 Report details current knowledge about the quality and distribution of these resources. Following on from this Report this article presents perceived problems with water quantity and quality (in particular, salinisation) obtained from a survey sent to rural local governments in late 1982. The survey requested information on the relevance of twenty-two land use issues, known from earlier work to be representative of common concerns throughout Australia. Public perceptions were remarkably similar to the results of the Water 2000 Report. Water quantity/quality and salinisation issues were the sixth and seventh most commonly cited issues throughout Australia, but were of much greater concern in specific areas. Tasmanian local governments reported major problems of water supply, those in southwest Western Australia exhibited a very high level of concern with dry land salinisation, local governments in the Murray-Darling Drainage Division reported concern with salinisation, droughts, floods and general water quality, while local governments in the Gulf of Carpentaria Drainage Division consistently cited flooding as being a major problem. Information from surveys such as this, and others where the respondents are the end-users, need to be combined with expert opinion in order to increase the effectiveness of the management of our water resources. 相似文献

This note deals with previously unpublished lists which identify the party affiliations, whig, Liberal, and Conservative, of members of the house of lords from 1833 to 1842. They were prepared by the chief whips (or in one case the party leader) of their respective parties, and can thus be considered authoritative. Such information is invaluable in properly understanding the political history of the house of lords, and therefore of the nation. 相似文献

Over the last two decades the metropolitan Vancouver economy has evolved from its traditional role as a provincial higher-order service centre to a place in a network of increasingly interdependent cities of the Pacific Rim. Exports of producer services from the metropolitan region to destinations in the Asia Pacific are supported by a number of government initiatives and are expanding. Results of a survey undertaken by the authors of 251 producer service firms are reported. The findings focus on the extent and destination of producer service exports to the Asia Pacific and the marketing approaches adopted to further these economic ties. Implications of the findings for public-sector policy are considered.
Au cows des deux dernières décennies, L'économie du Vancouver métropolitain a évolué de son rôle traditionnel de centre provincial pour services sophistiqués à une position dans un réseau marqué par une interdépendance croissante des villes du 'Pacific Rim.' Dans la région métropolitaine, les services à la production sont de plus en plus exporté vers I'Asie orientale et les efforts à cet égard sont appuyés par un bon nombre d'initiatives gouvernementales. Les résultats d'un sondage entrepris par ies deux auteurs sur 251 entreprises de services à la production sont rapportés. Les constatations se concentrent sur l'éendue et la destination des exportations des services à la production, et aussi sur les approches de marketing adoptées pour renforcer ces liaisons économiques.
